Jernigan 78.77 INTEREST & SINKING FUND Bank of Chicago 969.26 Comm. Miller presented 3 bids for construction of new barn. Comm. Miller to accept bid by Orlando Building Service. No Vdller will contact them for further information concerning and it was tabled until next meeting. Mr. Don Manbeck and Mr. Don Calvert appeared before council again concerning buying a boat rental license for Summer. They brought a drawing of the temporary building and the fence they plan to use. Fence to be 12' by 26', building to be 6' by 9'. It will be a steel building on blocks and anchored, 7' high. Comm. Reese said if we issue them a license they should meet all Southern Standard Building, Plumbing and Electric Codes. Comm. Vandergrift motioned we sell Kat- Pak Company an occupational license provided they meet all regulation6~ Comm. Stinnett seconded. No. No's. Motion Carried Motion by second. blueprints I Two residents appeared before council from Security Mobile Home Park inquireing about restrictions there. They stated there are renters there when it was their understanding when they bought that there would be no rentals. City Atty. Mike Hamlin said the restrictions were by deed and they should get their abstract and check it. Said they could hire someone to search records and see if there are any restrictions in plat from the original developers to the buyers. He stated they should see Clifford Freeman, developer of the Park about the abstract. Mr. Milner came to council representing Little League and expressed appreciation for the work done in the past week. He stated the toilets near the old barn were not working and inquired when new ones would be ready for use so they could lock up old ones and keep new ones locked I except during games. Comm. Reese said he would get on it next week. Comm. Reese would like it to be understood that after he finishes the bathrooms and turns over keys to the Little League as finished that they would not expect any more work from him on the bathrooms if the walls got marked up or the plumbing was ruined by the children. Comm. Reese said " What agreement do I have if I put everything in the restrooms and finish them up and then they are messed up, do I have to redo them?" Atty. Hamlin said Comm. Reese would not be responsible any further. Mr. Milner stated that once Little League accepts the restrooms, from the moral and health standpoint, Reese's responsibility was relieved. Comm. Reese also said the way the front door was drawn on the blueprints, when it was open it would hide the overhead lights and when you let the door down there would be no place to fasten it. He would like to put sliding doors on steel rollers that would open down each side of the wall and when closed would fasten in the middle. This would not hide any lights and not interfere with any equipment in the building. ~tr. Milner said this type door would be better since they could put a rubber gasket along the floor under the door to keep water from coming under when it rains. ~tr. ~lilner said this new door would be satisfactory. 'Comm. Reese added that the shelf in the building is to be extended six inches outside of wall of building, corners to be rounded. Mr. ~lilner OK'd this as President of Little League. ~tr. Ray Meeks came before council with nine uniformed Boy Scouts from Troop ~ 217 and two other Scoutmasters including 14r. Wilson and I~. I McHenry to make a proposal and ask for help for the troop. He stated the troop has been in operation in the City for 11 yrs. and this was the first time they had appealed for help. The Boy Scouts would like to do some work for the City in exchange for the City helping the troop buy some camping tents. They don!t have the proper equipment to go on camporees. The Boy Scouts are interested in helping better the qommu- nity and help with the CP Telethon, March of Dimes and other proJects. I I I Pg. 3 They ~re willing to do whatever work the City has for them. The Scout catalog has a 4 man tent for $40 and if you buy 3 you get the 4th tent 'free. Mayor Minor stated he is proud of the Boy Scouts and appre- ciated what they have done in the past and recommended the City spend up to $200 for tents for the Scouts. Comm. Reese put this in a motion and Comm. Stinnett seconded. No. No's. Motion carried. Mr. Meeks expressed their appreciation and said they would try to make the city proud of the Boy Scouts. ~trs. Smith appeared to complain about the Lake Drive Trailer Park behind her house which is on Silver Star Rd. She said they are bringing in old trailers and hooking them up to the neighboring trailer's septic tank and electricity. Mr. Reese said he will have the health dept. and building inspector take care of it. Johnny Arnold asked about license to run Taxi business with a franchise. Comm. Vandergrift moved~ to give him a license when he has met the other requirements for a Taxi license but no franchise. Comm. Stinnett seconded. No No's. Motion Carried. ~tr. Gray of Aqua-Weed Control Corporation came to explain to Council a method of getting rid of the algae in Starke Lake and Deep Lake. He had talked to C. W. Sheffield, county pollution control officer and Dr. Bob Blackburn at Plantation, Fla. about the problem. They all agreed on the method for treating the problem and that it was the worst algae they had ever seen. There is no elodea yet. There are several ways the lakes could be treated but ~tr. Gray is in favor of using instant copper sulphate that can be sprayed from boats. They will start at the shoreline so the fish can move out to deeper water. They will spray an,area, wait 7 days to see the results and move out to the deep water to spray again. They will use heavier concentrate in the deeper water and the fish can move into the shallow water. He has also brought over ~tr. Kit Giles, Aquatic Field man for Chevron Chemical, to look at the lakes. Mr. Grey cautioned the commissioners about boats brin- ging in weeds and especially elodea on their propellors and trailers from other lakes and starting a growth in our lakes. Aqua-Weed Control charge for spraying the lakes would be $2,250 with the City furnishing the chemicals. Their, charge is about $7.50 a surface acre. It would take 4500 lbs. of copper sulphate at about 25.5 per lb., about $1,147. They would,have to move their equipment in 2 times. It is believe this algae growth came in via ~he canal cut from Deep Lake. Comm. Reese motioned to ~cc~pt ~. Grays proposal if no one came up with another bid by Friday~ Comm. Vandergrift seconded. No No's. ~otion carried. Sid Reeves came to ask about zoning a lot commercial that he owns on Silver Star Rd. between the railroad and Bluford on North side of street. He has had an offer from Thriftway to buy the lot for a store. Mayor Minor said the city would send a letter to the adjoining neigh- bors to come to a meeting at city hall and give their views on it. Comm. Reese stated the ex-mayor of Oakland, the old sanitation truck from the City for it running'. The motor is frozen up now but The $600 is to be put into recreation fund. members present. Fred Cross , wants to buy $600 if the city can get someone will work on it. This was OK with all '----- Mayor Minor read a resulution regarding Mutual Police Assistance between certain participating municipalities. Comm. Vandergrift motioned we accept resolution. Comm. Stinnett seconded. Motion carried. " Comm. Miller instructed clerk to write a letter to Seaboard Coast Line Railroad about eight crossings they had torn up and needed smoothing over. Comm. Vandergrift reported on the bacterial test for Starke and Deep Lake. The count was 17. The crucial bacterial count is 100 so this is safe. Comm. Vandergrift reported on the Summer Recreation Program. The High School is going to have about the same program as last year and does not need any money. Spring Lake School needs $100 toward equipment. Thay are going to have small group games, quiet games, softball and other games. There will also be swimming in Starke Lake. The Lifeguard has not been set. There are 2 applications. The pay will be $72.50 a week for a 48 hr week, for 12 weeks, $840 total. Red Cross will hold swimming lessons the last week in July and first week in August. There is a softball program being worked up with 5 teams. There is $200 left over from the Ocoee Ath- letic Association. The Jaycees plan a July 4th celebration at Starke Lake with fishing contest swimming contest, ball game at Little League Field at 2:00 P.M., parade, dance, and fireworks at 9:00 P.M. Comm. Vandergrift declared Jul~ 4th to be Florida Boys Ranch Day. He would like the city to buy ~100 worth of ball game tickets to give to needy children. This money from sale of tickets goes to the Florida Boys Ranch. They are also planning a Regatta for Labor Day and the plans are well under way. Comm. Vandergrift will make the best choice for lifeguard. Comm. Vandergrift motioned to accept the recreation program including sending $100 to Spring Lake School and $100 for Florida Boys Ranch tickets. Comm. Stinnett seconded. No No's. Motion carried. Comm. Vandergrift will be out of town for the next :council meeting. There being no further business Comm. Reese motioned we adjourn the meeting.
