MINUTES OF THE REGULAR MEETING OF THE CITY
CONNCIL OF THE CITY OF OCOEE, FLORIDA HELD
NOVEMBER 18, 1969
Present: Mayor Fox; Commissioners: Whitehead, Stinnett, Farmer & Miller
Absent: None
The meeting was called to order by Mayor Fox at 7:00 P.M. as a
board of Adjustment. Our tax assessor Michael Hamlin asked for any
complaints on taxes. There were no complaints and Comm. S.tinnett
made a motion that the City Commission accept the tax ~oll as
prepared by the Orange County tax assessor and to issue ~ warrant
to Mr. Hamlin as tax assessor to collect the City taxes. Comm.
Farmer seconded the motion. Comm. Stinnett, Farmer, Whitehead,
and Miller 'voted YES. No NO'S. Carried unanimously.
Comm. Stinnett made a motion to dispense with the reading of the
minutes of .the last regular meeting held November 4, 1969, the
special meetings held November 4, 1969 and the meeti~g November
,11, 1969. .Comm. Farmer seconded the motion. Comm. Stinnett,
Farmer, Whithead and Miller voted YES. No NO'S. Carried
unanimously.
Comm. Miller made a motion to pay all bills in order. .Comm.
Stinnett seconded themotion. Voted and carried.

Comm. Stinnett reported the new truck for the water department
had arrived and the radio had been installed and the Ocoee
Water Department stBnciled on the sides.
West Orange Battery service on McKey Street asked the City to
mark three spaces in front of his business as NO PARKING spaces
for his customers to get into his business. Comm. Miller was to I
take care of this.
Comm. Farmer made a motion to have Mid-Florida Gas of Winter Garden
install Gas heat in the Dispatchers office in the amount of $109.85.
Comm. Stinnett seconded the motion. Comm. Farmer, Stinnett, Miller
and Whitehead voted YES. No NO'S.

Mr. E. L. Simmons at 307 Bay Street was compaling of a drainage
problem through his property. Comm. Miller was to check into this.
Comm. Farmer made a motion to hire James D. Hood as regular policeman
Comm. Stinnett seconded the motion. Comm. Farmer, Stinnett, Miller
and Whitehead voted YES. No NO'S. Carried unanimously.
James Robbins wanted to rent the King property on Taylor street for a
storage space. This building had previously been condemned but
Comm. Stinnett and the building inspector were to investigate to
see the condition ~of the building.
Ed Fields had applied for an occupational license to do odd jobs
in the City. Comm. Farmer made a motion not to is~e him a license.
Comm. Stinnett seconded the motion. Comm. Farmer, Stinnett, Miller,
and Whitehead voted YES. -No NO"S. Carried,unanimously.
The Teen Council appeared bofore the Commission to ask permission
to add onto the Youth Center and possibly have other recreational
facilities outside the center. They anticipate cleaning up the
inside, air conditioning the building, building picnic tables and
and barbarcue pit, basketball and tennis courts and landscaping
the area. They want permission from the City to make these changes
and would like to know what help the City can give them. Mayor
Fox proposed to table this disuussion until next meeting when
Mr. Pickerill can present more definite plans for the changes.
Comm. V~itehead made a motion to table the matter until next
meeting. Comm. Stinnett seconded the motion. Comm. Stinnett,
Whitehead, Miller and Farmer voted YES. No NO'S. Carried
unanimously.
Comm. Farmer made a motion to buil a grease pit in the new City
barn.and pay for it out of the Sanitation Department. Comm.
Stinnett seconded the motion. Comm. Farmer, Stinnett, Miller
and Whitehead voted YES. No NO'S. Carried unanimously.
Comm. Miller made a motion to use purchase orders for all pur-
chases made for the City. Comm. Farmer seconded the motion.
Comm. Miller, Farmer, Stinnett and Whitehead voted YES. No
No'S. Carried unanimously.
Chris Sission, of the Ocoee Sports Assoc. asked the City for a
donation for their basketball league. Also for lights for a soft-
ball field if space for a field can be located. Comm. Stinnett
made a motion to give them $200.00 for the basketball league.
Comm. Whitehead seconded the -motion. Comm. Stinnett, Whi~ehead,
Miller and Farmer Bated YES. No NO'S. Carried unanimously.
Harvey Ford was present to inform the Council that the trash men
had picked up a dog house from in front of his house. He stated
the house was not on the street right-of-way. Comm. Stinnett
made a motion to table this until the next meeting, until more
information could be obtained. Comm. Whitehead seconded the
motion. Comm. Whitehead, Stinnett, Farmer and Miller voted YES.
No NO;S. Carried unanimously.
Comm. Miller made a motion to accept the personal property tax roll.
Motion died for lack of asecond.

j. property tax roll a letter and have a voard of adjustment at the
~- next regular meeting. Comm. Whitehead seconded the motion. Comm.

. ~- Comm. Stinnett made a motion to accept the new charter voted on
J- by the voters on November 4, 1969. Comm. Farmer seconded the
~ motion. Comm. Stinnett, Farmer, Whitehead, and Miller voted
0- YES. No NO'S. Carried unanimously.
/)- Our attorney had the contract between the City and Orange Canty
/1 pertaining to the Ocoee zoning. . The contract was to be examined
I~-by the Zoning Board before the City signed it.
f~- Comm. Miller made a motion to retain his present emplyees on the
J~- street department, Robert.Keller, Roy Strickland, Martin Strickland,
{~-and Oscar Moore, at $10.00 per week raise. .Comm. Whitehead
I~' seconded the motion. Voted and Carried
/,- Comm. Miller was given permission to use the money he had left over
{~-from las~ years budgetotb build streets with.
~'~-Comm. Farmer made a motion to retain James T. Vandergrift as Fire
1VJo Chief. Comm. Whitehead seconded the motion. Comm Whitehead,
~I Farmer, Ydller and Stinnett voted YES. No NO'S. Carried.
Comm. Whitehead made a motion to retain his present employees
on the Sanitaion Department: J. I. Jernigan, Otis Hensley,
Steven P. Daly, ,Rex Ga~n and Orell Cawley. Comm. Stinnett
seconded the motion. Comm. Whitehead, Stinnett, ~liller &
Farmer voted YES. No NO'S. Carried unanimously.
Comm. Stinnett made a motion to retain his present employees
Sam Oliver, and Grady Smith. Comm. Farmer seconded the motion.
Comm. Stinnett, Farmer, Miller and Whitehead voted YES. No NO'S.
Carried unanimously.
Comm. Stinnett made a motion to retain the present policemen:
LeDoy Turner, William R. Hager, Adron Claunch, James Tenney,
William.S. Walker, Jr., Teddie R. Hey and James Hood. Comm.
Miller seconded the motion. Comm. Stinnett, Miller, Farmer,
and Whitehead voted YES. No NO'S. Carried unanimously.
Comm. Miller made a motion to r.etain the CityCler~, Barbara Hooks,
and Ass't Clerk, Anna M. Dodge and the building inspector Walter
F. Morehouse. Comm. Stinnett seconded the motion. Comm. Miller,
Stinne~t"Farmer & Whitehead voted YES. NO NO'S. Carried unanimously.
Comm. Miller made a motion to retain our City attorney, Michael
Hamlin. Comm. Stinnett seconded the motion. Comm. \Vhitehead,
Miller, Stinnett & Farmer voted YES. No NOIlS. Carried unanimously.

Comm. Farmer made a motion to pay James T. Vandergrift,
$100.00 per month. Comm. Stinnett seconded the motion.
Stinnett, Farmer and ~itehead voted YES. Comm. Miller
Motion carried.

Mayor Fox appointed Comm. Stinnett over the Building Inspector ,and
to collect the rent from the City owned houses. Comm. Farmer was
appointed over the Cemetery.

There being no further business Councilman Miller made a motion
to adjourn this meeting. Comm. Farmer seconded the motion.
Thereupon Council agjourned at 9:05 P.M.
