MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF OCOEE, FLORIDA HELD
Tv1A.RCH 17, 1970
Present: Comm: Stinnett, Miller, ifuitehead & Farmer, Mayor Fox
Absent: None
The meeting was called to order by Mayor Fox at 7:00 P.M. The minutes
of the last regular meeting held March 3, 1970 were read and approved.
Co~~. Stinnett made a motion to pay all bills in order. Comm. Farmer
seconded the motion. Voted and carried.

Comm. Stinnett made a motion to acept the plat of BrentHood Unit 4
and sign the necessary forms for the State Board of Health. COITw.
Whitehead seconded the motion. Comm. Stinnett, Whitehead, Miller
and Farmer voted YES. No NO'S. Carriedunanimously.
Our attorney, Michael E. Hamlin, was instructed to write a letter
to the proper person conserning the Charter Commission for Orange
County.
~rr. Mervin Lee of Florida Power Corp. presented a new 30 year
franchise with Florida Power Corp. offering the City a 6% tax
of all gross revenue in Ocoee including ad valorem tax and license
instead of our present franchise giving us a per-centage of
revenue plus ad valorem tax and license. This was tabled until
our attorney could review both franchises and compare them.
Co~u. Whitehead stated the Little League President had asked him
about getting fill dirt for the Little League Field. Comm.
':lhitehead made a motion to purchase some dirt for this purpose.
Motion died for lack of a second.
Mayor Fox asked the Council to set up an expense acco~ for him to
attend different functions to represent the City. Comm. Stinnett
made a motion to set up an account for this purpose. Comm.
Farmer seconded the motion. Comm. Stinnett, Farmer, buller and
Whitehead voted YES. No NOS. Carried unanimously.
Comm. Farmer made a motion to amend the above motion to set a
maximum of expense to $100.00. Comm. ~fuitehead seconded the
motion. Comm. Farmer, vmitehead, Stinnett and Miller voted YES.
No NO'S. Carried unanimously.
Comm. Miller made a motion to accept the ,replat of Lots 13, 14,
and 15 Lakeshore Gardens. Comm. Farmer seconded the motion. Comm.
Stinnett, Farmer, Whitehead and Miller voted YES. No NO'S.
Carried unanimously.
Johnny Arnold was pres~nt to ask for an exclusive franchi$es for
a taxi cab service in Ocoee. Comm. Farmer made a motion to give
him an exclusive franchise in Ocoee for 5 years, with a sales
clause. Comm. Stinnett seconded the motion. Comm. Farmer and
Stinnett voted YES. Comm. Whitehead, lfuller and Mayor' Fox voted
NO. Motion was not carried.
Comm. Stinnett made a motion to give ~rr. Arnold a tentative ex-
clusive franchise continguent on working up an agreement with
neighboring municipalties with pick-up and drop-off service sub-
ject to agreement with the City of Ocoee. Comm. Farmer seconded
the motion. Comm. Stinnett, Farmer, Whitehead and Miller voted
YES. No NO'S. Carried unanimously.
Comm. Stinnett made a motion to accept the bid from James Laird
and Sam Holland to do the work on the Youth Center and the bid
from John Wood to do the work on the City Jail. Comm. Whitehead
seconded the motion. Comm. Stinnett, Whitehead, Farmer and Miller I
voted YES. No NO'S. Carried unanimously. The Commissioners also
agreed to have John Wood paint the inside of the jail cells.

Comm. Whitehead made a motion to send two (2) firemen to the school
for Emergency Care and Transportation of the sick and injured,to be
held at the Georgia State University. Comm. Stinnett seconded the
motion. Comm. Whitehead, Stinnett, Farmer and Miller voted YES.
No NO'S. Carried unanimously.
COIT~. Farmer was to get some prices on an electric lock for the Fire
station door.
Comm. Farmer made a motion to purchase a blackboard in the amount
of $23.90, size 24~ x 36". Comm. Whitehead seconded the motion.
Comm. Farmer, Whitehead, Miller and Stinnett voted YES._ No NO'S.
Carried unanimously.
Comm. Stinnett was to get prices on the used trencher we have
been using.

Comm. Farmer made a motion to dism~ss Walter F. Morehouse from his
duties as building inspector and to pay him for the balance of the
month. Comm. Whitehead seconded the motion. Comm. Farmer, Stinnett,
~fuitehead and Miller voted YES. No NO'S. Carried unanimously.
Comm. Farmer made a motion to dismiss Michaels Engineering Firm
as the City engineers. Comm. Whitehead seconded the motion.
Comm. Farmer, Stinnett, Miller and Whitehead voted YES. No NO'S
Carried unanimously.

There being no further business Comm. Stinnett made a motion to
adjourn this meeting. Comm. Miller seconded the motion. There-
upon Council adjourned at 9:33 P.M.
