MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
DECEMBER 1, 1970
Present: Mayor Fox, Comm. Crawford, Turner, Carter & Whitehead
Absent: None
The meeting was called to order by Mayor Fox at 7:00 P. M. The
minutes of the last regular meeting held November 17, 1970 and
the special meeting held November 25, 1970 were read and approved.

Comm. Whitehead made a motion to pay all bills in order. Comm.
Crawford seconded the motion. Voted and carried.

The City Commission sat as a Board of Adjustment for the 1970
tax roll as-advertised by our City Attorney. There were no
complaints from the tax payers present.
Comm. Whitehead made a motion to issue an occupational license
to Mr. C. D. Adamson for a mobile home trailer sales. Comm.
Turner seconded the motion. Comm. Whitehead, Turner, Garter
and Crawford voted YES. No NO'S. Carriedun~imously.
Ralph C. Gomoll asked permission to erect a sign for his income
tax service on Silver Star Road - State Road 43$. ~e was in-
structed to, bring written permission from State Road D~p~rtment
and will issue him a permit for the sign. .
The ~~yor read a letter from our attorney, Michael E. Hamlin
tending his. resignation as of January 1,,1971. Comm. Turner
made a"motion to accept his resignation. Comm. Carter seconded
the motion.- Comm. Turner, Carter, Crawford and Whitehead voted
YES. No NO.'S. Carried unanimously. lVIr. Hamlin was to complete
his work on, the 1970 tax roll.

After reviewing the applications received from several attorneys
applying for the position of City Attorney Comm. Carter made a
motion to hire John Rhodes for the position., Comm. Crawford
seconded the motion. Comm. Carter, Crawford, Turner and Whitehead
voted YES. ' No NO'S. Carried unanimously.
In Mr. Rhodes application he stated he would resign from the Planning
and Zoning Board if hired as City Attorney. Comm. Turner made a
motion to accept his resignation. Comm. Crawford seconded the
motion. Comm. Turner, Crawford, Carter and Whitehead yoted YES.
No NO"S. Carried unanimously.

John Rhodes has been approached by some of the Commissioners and had
indicated he was interested in being our City attorney and if given
the job would consider moving his office to Ocoee. The Clerk was
to put ad ad in the paper for an attorney.
Comm. Turner made a motion to rehire Judge Van Deventer for 30 days
until we can obtain another judge. Comm. Crawford seconded the
motion. Comm. TUrner, Crawford, Carter and Whitehead voted YES.
no NO'S. Carried unanimously.
Comm. Whitehead made a motion to hire John Boyd as new policeman
for the City, to replace the vacanty of Bob Hey. Comm. Turner
seconded the motion. Comm. Whitehead, Turner, Crawford and Carter
voted YES. No NO'S. Carried unanimously.
The Ocoee Planning and Zoning Commission submitted a revised zoning
plan:for the industrial park on Kissimmee Avenue. Comm. Whitehead
made a motion to accept this new zoning proposal. Comm..Crawford
seconded the motion. Comm. Whitehead, Crawford, Carter and Turner
voted YES. no NO'S. Carried unanimously.
The Clerk was instructed to get bids from different gas companies
for bulk gas for the city vehicles.
Comm. Turner was given permission to ride with the policeman.
Sam Holland stated they were going to pave Apricot Drive in front
of the lots owned by West Orange Industries and the part of Reba
Avenue from Apricot to Flewelling Avenue. He asked the City to
assess the property owners on the corners of Reva Ave. and Flewelling
Ave. one-third the cost of the street adjoining their property. '
The Clerk was instructed to write these people asking them it they
would be willing to share the cost of this street by their property.
Comm. Carter and Turner volunteered to investigate the possibility
of purchasing land for administration building.
Comm. Carter suggested purring a telephone in the City Barn and
made a motion to find out the cost os a 2-party line for the barn.
Comm. Whitehead seconded the motion. Comm. Carter, Whitehead,
Crawford and Turner voted YES. No NO'S. Carried unanimously.
Mayor Fox asked about the Fla. Telephone Corp. not having a '
franchise in Ocoee. Comm. Crawford stated he had investigated
this and found the Legislature had divided Florida into Telephone
districts and Fla. Telephone did not have to have a franchise in
Ocoee. He stated it would have to be changed in Legislature
before they would have to have a franchise.
Comm. Crawford said he felt we need seperate rad~os for the police
and fire departments. The Mayor stated he did not have the money
in the budget for this year.
Comm. Turner made a motion to give firemen free water with a
minimum of 10,000 gallons. Comm. Whitehead seconded the motion.
Comm. Turner, Whitehead, Crawford and Carter voted YES. No Nors.,
Carried unanimously.
There being no further business Comm. Crawford made a motion to
adjourn this meeting. Comm. Turner seconded the motion. Thereupon
Comm. adjourned at 9:45 P.M.

MINUTES OF THE SPECIAL MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
November 25, 1970
Present: Comm. Crawford, Turner, Whitehead & Carter
Absent: ~~yor Fox
The meeting was called to order by Comm. (Acting Mayor) Whitehead
at 12:00 Noon.,
Comm. Crawford asked for permission to have Glen Thomas survey Sims
property. If Miller is on lot line then tower will have to come down,
if Miller not on Line then fence will have to be moved back. Thomas
quoted a price of survey in round figures would be approximately $$0.00.
Does Florida Power, etc, have an easment in back of above property?
In as much as purhcaser of Sims property has had his property surveyed,
Miller should be willing to pay half of charge, Thomas stated. Turner
suggested one in fault should help defrey expenses.
Motion made by Crawford and seconded by Carter on above statement.
Comm. Crawford~ Carter & Turner voted YES. No NO'S. Carried unanimously I
Cumm. Turner made a motion to sell T M Communications a permit to .
build a tower in Section 18. Comm. Crawford seconded the motion.
Glen Thomas suggested they pin point where in section tower should
be built. Motion and second withdrawn.
New motion made by Comm. Turner to give T M. Communications a permit
to build tower provided it is in S E Quarter of N W Quarter of N E
Quarter of 18 22 28. Comm. Crawford seconded the motion. Comm.
Crawford, Carter & Turner voted YES. No NO'S. Carried unanimously.
Comm Crawford made a motion to have Xmas parade on December 1st,
Comm. Carter seconded the motion. Comm. Carter, Crawford & Turner
voted YES. No NO'S. Carried unanimously.

Comm. Carter had bids for garbage truck (low bid from John Lamb).
Comm. Carter asked for permission to go ahead with the Lamb Bid.
Comm. Turner made a motion to go ahead with the Lamb Bid for garbage
truck. Comm. Crawford seconded the motion. Comm. Carter, Crawford &
, Turner voted YES. No NO'S. Carried unanimously.
Comm. Crawford made a motion to give a turkey (lO.to 12 Ibs.) or ham
of equal value to all employees for Thanksgiving. Comm. Carter
seconded the motion. Comm. Carter, Crawford & Turner voted YES.
No NO'S. Carried unanimously.

Comm.,Turner asked for money to send five firemen to Miami for 3 days,
Cost $700.00. Comm Crawford suggested receipts for money spent if it
can be arra~g?d. Comm. Carter suggested bring back tickets for lodging,
