CITY COM~ISSION OF THE CITY OF OCOEE, FLORID!\ HELD
JANUARY 19, 1971
Present: Mayor Fox, Comm. Crawford, Turner, Carter & Whitehead
Absent: None
The meeting was called to order by MayorFox at 7:00 P.M. The Minutes
of the last regular meeting held January 5, 1971 and the special
meeting held January $, 1971 were read and approved.
Comm. vfuitehead made a motion to pay all bills in order. Cornm.
Carter seconded the motion. Voted and carried.

The Comm. discussed a paving lien against some .property on Jay
Street. Our attorney, John H. Rhodes" Jr. stated this would be
against the property and should ,be paid by the present ovrner.
The Comm. suggested we leave the sick leave days as is and if
someone is sick and in hospital to give them the amount of sick
leave days needed. If the employee is under doctors care he will
be paid and if not.he will not be paid. The additional sick.leave
days will be left to the decretion of the Commissioners.
Our attorney had reviewed our back taxes and informed the cow~-
issioners that we do not have enough back taxes to sell tsx cer-
tificates.
No decision was made on the bid for the new well to be drilled.
The Commissioners discussed the parking of cars and truckds in
Brentwood. Comm. Crawford felt nothing should be:'parked there
larger than a piCk-up truck. They agreed they could not stop
parking one place in town. Our attorney is to draw an ordinance I
conserning off street parking during certain hours. Comm.
vlliithead made a motion authorizing our attorney to draw this
ordinance. Comm. Carter seconded the motion. Comm. Whitehead,
Carter, Turner & Crawford voted YES. No NO'S.

The Clerk was instructed to write Harold Maguire and ask him to
cut the hedge at the corner of Bluford Avenue and McKey Streets
and write John Fagan and ask him to cut the shrubery at the corner
of Orange Avenue and Center Street as they are traffic hazards.
Comm. Turner made a motion to rescend the motion Dade January ,20,
1970. (The motion read as follows: Comm. Earmer made a motion to
allow them (Gerald Fish and Gary Reynolds) to take their tractors
home but not the trailers. 'Comm. Whitehead seconded the motion.
Comm. Farmer, M1itehead, Stinnett and Miller voted YES. Mayor Fox
voted NO.) Comm. \1.hitehead seconded the motion. Comm. Whitehead,
Turner, Crawford and Carter voted YES. No NO'S. Carried unanimously.
Cow~. Carter made a motion to charge $70.00 rent for the office space
in the rear of the City Hall to be rented by an attorney. Comm.
Whitehead seconded the motion. Comm. Carter, ~Vhitehead, Crawford
and Turner voted YES. No NO'S. Carried unanimously.
Comm. discussed having the house on South Bluford removed as it is
a health and sanitary hazard. Our attorney suggested we wait until
our zoning ordinance is in effect as it covers situations like this.
Bruce Goodson appeared before the City Commission asking for a
$50.00 donation for a basketball team for 12 & 13 year old boys
through the Y.M.C.A. Comm. Turner made a mottion to donate this
money. Comm. Whitehead seconded the motion. Cow~. Turner, Carter,
Whitehead and Crawford voted YES. No NO'S. Carried unanimously.
Jim Clark asked about the commissioners setting zoning for concrete
plant and sewage plant in the ind~ial park. He had a letter from
the Planning and Zoning Board to approve the location of the sewage
treatment plant on 10tsiEE & V of the park, if the plant was properly
screened by either a ferice or shrubery. The site for the concrete
plant was recommended against due to dust and noise. They recom-
mended Lots pp, 00, bb or cc. Comm. Crawford made a motion to
approve the sewage plant on Lots EE & V as per Planning and Zoning
Comm. recorr~endation for screening and the concrete plant on Lot
CC. Comm. Vlliitehead seconded the motion. Comm. Crawford, Turner,
Carter and Whitehead voted YES. No NO'S. Carried unanimously.
y~. Clark would also like for the City to give him permission to
sell 6 parcels of property within the park in metes and bounds.
Our attorney was to investigate the legality of this. He also
asked that one member of the City Commission and one member of
the Planning and Zoning Commission serve on the approval board
for new buildings in the park. He.also asked that the taxes not
be increased until a building was finished or until it changed
hands from the Industrial Park. No action was taken on this.
No action was taken on the cost of the license for Cable T. V.
until the license ordinance h"as revised.
Comm. Turner made a motion to promote Sgt. Adron Claunch to
Lietentant's position. Comm. 1t!hi tehead seconded the mot,ion.
Comm. Turner, Whitehead, Carter and Crawford voted rES. No NO'S.
Carried unanimously.
No action was taken on promoting a patrolman to sargeant until
more material could be obtained on tests to be given for sargents
promotion,

Comm. Turner made a motion to appoint Both James Tenney and William
S. Walker, Jr. sargents. Motion died for lack of a second.

Comm. Turner made a motion to charge rv~. C. D. Adamson $25.00 for
his occupational license for his trailer sales on the Apopka Road.
Corom. Crawford seconded the motion. Comm. Turner, Crawford, Carter,
and ~fuitehead voted. YES. No NO'S. Carried unanimously.
The Commissioners discussed that there was livestock in several
differnt locations in to~m. Leroy Turner, Chief of Police was
instructed to enforce our livestock ordinance.
Comm. Crawford informed the commissioners an organization wanted
to use Starke Lake for Boat Races Narch 13 & 14. A meeting was
to be held on this at the Ramada Inn Thursday evening. No action
was taken until after this meeting.
Comm. Turner made a motion, on the Mayor's reco~mendation, to have
an ordinance drawn setting qualifing fees for Mayor at $100.00
and $50.00 for Commissioners. Co~~. Carter seconded the motion.
COffim. Turner, Carter, Crawford and whitehead voted YES. No NO'S/
Carried unanimously.
A contract between the City of Ocoee and the Town of Windermere
was signed for fire protection and radio dispatching. from Ocoee I
to Windermere.
Comm. Turner had bids for a battery charger for the Fire De~art-
mente Comm. Turner made a motion to accept the low bid of ~134.00.
Comm. Whitehead seconded the motion. Comm. Turner, Crawford,
Carter and ~fuitehead voted YES. No NO'S. Carried unanimously.
',Sam Oliver and Grad'T Smith are to have keys to the City gas t~mk
at the barn. They ~~ill be there un~il S:OO P.M. each afternoon.
In case of an emergency the police cars will be allowed to purchase
gas from a gas station at night.
Carmon Hamby asked about having the sidewalk repaired in front of
the Church of Christ. Comm. Crawford was to take care of this.
The Comm. discussed the air conditioner in the rear of Mr. Millers
building on Bluford Avenue. The Clerk was instructed to write him
and ask him to remove this air conditioner for safety reasons.
Leroy Turner was to notify the prople in the trailer park to move
the junk cars off their property.
Mr. Richard Schell appeared before the commisioners and respectfully
asked the co~nission to issue him a beer license for his place of I
business, Dick & Sam's Sub Shop rather' than to to court. The Mayor
and Commissioners had already been served with a supeona to appear
in Court Thursday morning so no action was taken.

There being no further business Cow~. Turner made a motion to
recess this meeting until Tuesday, January 26, 1971 at 7:00 P.M.
Co~~ Whitehead seconded the motion. Thereupon Comm. negessed at
9:35 P.M.

MINUTES OF THE RECESSED MEETING OF THE
CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
JANUARY 26, 1971
Present: Mayor Fox; Comm. Crawford, Turner, Carter & Whitehead
Absent: None
The meeting was called to order by Mayor Fox at 7:05 P.M. The
meering was a continuation of the recessed meering held January 19,
1971.
After revievling the bids on drilling a new well Comrn. Turner made a
motion to accept the bid from Meredith Bros. Comm. Carter seconded
the motion. Comm. Turner, Carter, Crawford and Vfuitehead voted YES.
No NO'S. Carried unanimously.

Comm. Turner made a motion to promote Patrolmen Tenney and Walker
to sargents with a pay increase of $23.40 per month and to raise
Lt. Claunch's pay $27.50 per month. Comm. Whitehead seconded the
motion. Comm. Turner, \ihitehead, Crawford and Carter voted YES.
No NO'S. Carried unanimously.
Comm. Crawford made a motion, on the Mayor recommendation, to,raise
Patrolman Boyd to $400.00 per month and to .start Ray Cook at$400.00
per month. Comm. Whitehead seconded the motion. Comm. Crawford,
Vfuitehead, Carter and Turner voted YES. No NOIS. Carried unanimously.
The Commissioners discussed the parking problem in residential areas.
A suggestion was made that there be no parking from 1:00 A.M. -
5:00 A.M. No parking signs were to be placed in the most needed
areas. Our attorney felt we should designate certain streets by
name in the ordinance. Chief Turner and Comm. Crawford are to
get a list of the streets for the attorney.
Chief Vandergrift suggested that we write a letter to merchants
in the Ocoee Shopping Center asking that they prohibit parking parallel
to the side walk in front of the stores as~it~constitutes a hazard
when they need to get to one of the stores with emergency vehicles.
The Clerk was instructed to contact Glenn Thomas and ask about renting
the American Legion Hall to have Court "in :On- Tuesday mornings.
