Crawford, Turner, Carter & Whitehead Absent: None The meeting was called to order by Mayor Fox at 7:05 P.M. The meering was a continuation of the recessed meering held January 19, 1971. After revievling the bids on drilling a new well Comrn. Turner made a motion to accept the bid from Meredith Bros. Comm. Carter seconded the motion. Comm. Turner, Carter, Crawford and Vfuitehead voted YES. No NO'S. Carried unanimously. Corr~. Crawford made a ment against Lakeview seconded the motion. voted YES. No NO'S. motion to write off the $100.00 paving assess- 5th Addition Lot 7, Block B. Comm. Turner Comm. Crawford, Turner, Carter and Vfuitehead Carried unanimously. Comm. Turner made a motion to promote Patrolmen Tenney and Walker to sargents with a pay increase of $23.40 per month and to raise Lt. Claunch's pay $27.50 per month. Comm. Whitehead seconded the motion. Comm. Turner, \ihitehead, Crawford and Carter voted YES. No NO'S. Carried unanimously. Comm. Crawford made a motion, on the Mayor recommendation, to,raise Patrolman Boyd to $400.00 per month and to .start Ray Cook at$400.00 per month. Comm. Whitehead seconded the motion. Comm. Crawford, Vfuitehead, Carter and Turner voted YES. No NOIS. Carried unanimously. The Commissioners discussed the parking problem in residential areas. A suggestion was made that there be no parking from 1:00 A.M. - 5:00 A.M. No parking signs were to be placed in the most needed areas. Our attorney felt we should designate certain streets by name in the ordinance. Chief Turner and Comm. Crawford are to get a list of the streets for the attorney. Chief Vandergrift suggested that we write a letter to merchants in the Ocoee Shopping Center asking that they prohibit parking parallel to the side walk in front of the stores as~it~constitutes a hazard when they need to get to one of the stores with emergency vehicles. The Clerk was instructed to contact Glenn Thomas and ask about renting the American Legion Hall to have Court "in :On- Tuesday mornings. Comm. Carter suggested we donate $1,500.00 for band uniforms. No action was taken until our attorney could determine the legality of donating in this manner. Mayor Fox stated we need to start thinking .about some type of recreation for young people. No action was taken. The Clerk was instructed to send Fire Contract bills to the Sbhools in Ocoee - Spring Lake Elementary - $50.00 and Ocoee High and Ele- mentary $100.00. Also send theCounty Cornrnissionersa bill for $50.00 for fire protection for the County Dump. , I The, Commissioners agreed to have the gas heater in the City Hall moved upstairs for the Fire Department.. Mr. Phillips of Associated Engineers was present to learn the decision of the Ocoee Planning and Zoning Commission on the rezoning of T1'lin Lake Estates. The Planning and Zoning Commission rejected the proposed revisions of the preliminary plat. A copy of their rejection is attached. No decision was reached until the City Commissioners and the Planning and Zoning Commission could have a joint meeting to dis- cuss this project. Mr. Phillips stated he had been given approval at a meeting in September, 1970 and suggested we ask our attorney about the legality of revoking approval once it was given. Vtr. . Rhodes stated he could be rifht but he would not express a legal opinion. The Commission were in favor of approving part of the plat but ~~. Phillips needed it all approved since they were having to purchase the entire piece of property. The Corr~ission felt some I of the streets were to narrow and some of the lots were too small. Comm. Carter suggested the lots be enlarged to 75 feet by 140 feet, and the streets by 60 feet wide. The Planning ,& Zoning Gommission and City Commissioners "'lere to meet after the Cor.~ission meeting. Comm. Crawford made a motion to table anv decision until the next regular meeting so they could discuss the development with the Planning and Zoning Comm. Comm. \r.hitehead seanded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Cowm. Turner stated Florida Power Corporation wanted permissiQn to make brochures of Ocoee. They will mail out 1500 quarterly to the Southeast United States and give 2,000 to the City. This permission was granted. After reviewing the applications the 'Commissioners agreed to ask Winter Gardens city manager, Mr. Tom Sewell, to go through our applications and tell us which ones he thought were most suited for the job. Comm. Whitehead made a motion to have the starting salary for the City Manager at $9,000.00 and furnish him a car for City business only. Comm. Crawford seconded the motion. Comm. Whitehead, Craw- ford, Carter and Turner voted YES. No NO'S. Carried unanimously. Comm. Crawford made a motion to pay the bill for Ruby's Restaurant. I Comm. ~fuitehead seconded the motion. Co~~. Crawford, Whitehead, Carter and Turner voted YES. No NO'S. Carried.unanimously. There being no further business this meeting was adjourned by Comm. Crawford.
