Crawford, Turner, Carter & \fuitehead Absent: Non.e The meeting was called to order by Mayor Fox at 7:12 P.M. The minutes of the last regular meeting held February 2, 1971 were read and approved with the exception that Harvey Ford a~reed to move his mothers trailer when she is deceased. . , Comm. He stated Ardaman'& Associates would run a soil survey on this pro- perty for $1,200.00 to $1,500.00. lfrr. Kuhrt felt it would be a good risk to have the samples made as he thought this was a good piece of porperty for the City to purchase. Comm Crawford made a motion on the Mayor's rec. to authorize lf~. Kuhrt t6 get a proposal from Ardaman for the soil survey. Comm. Whitehead seconded the motion. Cowm. Crawford, Turner , Carter and Whitehead voted YES. NO NO'S. Carried unanimously. I The Comm. discussed the people who do not want garbage ser- vice when they are getting City Water. The Clerk was to 1Nr~te these people to appear at the next meeting.conserning thlS matter. I I I Comm.'Crawford stated L. M. Folsom and John Branch needed a letter from the Commissioners stat~ng we will give them a letter stating :we will annex their property at ~linorville at the time they are ready to start construction. Comm. Crmvford made a motion to authorize Mr. Rhodes to ",rrite them a letter of intent to annex. Comm. Turner seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Mr. William Fenner stated to the Commissioners that he was con- serned about sewage for Ocoee. He would like for the Commissioners to stop all construction in Ocoee until concrete plans were made for sewage. He was informed all building going on now was passed by the previous commissioners. He wants to see this commission do whatever necessary to start sewage in Ocoee. The Commissioners told him they were doing what they could to promote sewage for Ocoee. A representative from Rockland, Inc. asked about having water installed to their place of business. Comm. ~fuitehead is to let them know. when water will be available for them. Vivian Rogers, representing the Boat Regetta next month, was present to learn the decision of the commission on donating to the regetta. Co~~. Turner stated he did not think it would be fair to the tax-payers to contribute a $1,000.00. Our attorney stated we could not contribute money to private organizations, that we can contribute money for recreational purposes, but since this will benefit the Florida Boys Ranch he does not think it would be proper to contribute to the regetta. Comm. Carter made a motion to buy an ad in the.regetta program for $200.00. Comm. Turner seconded the motion. Comm. Crawford, Turner, and Carter voted YES. Cow~. Whitehead voted NO. Motion was carried. Leroy Turner asked the Commissioners to donate $300.00 for the Pony League for regristration fees. Comm. \Vhitehead made a motion to donate this money. Comm. Turner seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. John Green, Captain of the Ocoee Reserve Policemen, asked the Co~~issioners for some equipment for the reserves. Comm. \Vhite- head made a motion to purchase the following items: 10 short sleeve shirts, 10 pair pants, 10 straw hats, badges and brass for each member and a portable radio. Comm. Turner seconded" the motion. Co~~. Crawford, Turner, Carter and A~itehead voted YES. No NO"S. Carried unanimously. Harold Maguire stated he had been to a meeting in Tallahassee conserning the Tri-City Airport and the state has set in its budget $100,000.00 for the airport for 1971 and $25,000.00 for 1972. They "nll also advance us $135,000.00 as a loan to be paid back within 2 years at no interest. The Federal Government ,rill give us a grant of 50% of the total cost of the airport. The three cities will have to pay the remainder of the cost which will be approximately $50,900.00 each. He presented a contract to the Commission to be signed. Our attorney had reviewed the contract and stated'he felt the contract was . satisfactory. Comm.Turner made a motion to sign the contract. Comm. Crawford seconded the motion. Comm. Crawford, Turner, Carter and ~fuitehead voted YES. No NOIS.. Carried unanimously. Our attorney had drawn up a resolution accepting an interlocal agreement between the City of Ocoee, City of Winter Garden and I City of Apopka and the Department of Transportation of the State of Florida; and authorizing execution of the same on behalf of the City of Ocoee, Florida. Comm. Turner made a motion to adopt this resolution'. Comm. Crawford seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. ' A request for permission to install buried telephone cable in the Spring Lake Hills Subdivision was received from Florida Telephone Corporation. The request.was tabled until the next meeting and the clerk is to write the Telephone Corporation and ask that a representative from their company to be present at our next regular meeting. The Clerk was instructed to write a letter to Orange County Cow~- issioners, Att: Wrr. Ben Benham thanking them for paving Palm Drive and for paving the entrance to Woodson Avenue. Comrn. Crawford stated the County had paved an entrance to Spring Lake Shcool and had made the end of the pavement to high and it was causing water to drain on the residents in that area. The Mayor was to call Mr. Benham and ask if he could have some- thing done about this. Comrn. Whitehead made a motion to purchase the tractor from Joiner Auto Parts if they fis it to Comm. Crawford's satis- faction in the amount of $3,750.00. Comrn. Turner seconded the motion. Bomm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. I Comm. Whitehead made a motion to purchase the necessary bedding for the jail. Co~~. Turner seconded the motion. Comm. Craw- ford, Turner, Carter and vmitehead voted YES. No NO'S. Carried unanimously. Comrn. Turner made a motion to pass Ordinance #521 being an ordinance of the City of Ocoee, Florida, establishing zoning regulations for location of businesses selling alcoholic bev- erages or intoxicating beverages to the public by the glass or drink and establishing minimum distances that the same may be located from established churches and- schools. Comm. ~mitehead seconded the motion. Comm. Turner, Crawford, Carter and White- head voted YES. No NO'S. Carried unanimously. Judge Spencer C. Cross asked that the Comrn. get prices on re- paving McKey Street from Bluford Avenue to Lakeshore Drive and he would contact the property owners to see if they would be willing to help pay for it. He stated he would be willing to help and felt the others would also. There being no further business Comrn. Crawford made a motion to I adjourn this meeting. Comm. ~fuitehead seconded the motion.
