MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION MEETING OF THE CITY OF OCOEE, FLORIDA
MARCH 2, 1971
Present: Mayor Fox, Comm. Crawford, Turner, Carter & Whitehead
Absent: None
The meeting was called to order by Mayor Fox at 7"07 P.M. The
minutes of. the last regular meeting held February 16,1971, the
special meeting held February 22, 1971 and the special meeting
held February 24fl 1971 were read and approved. with the exception
that the radio that was bought will be for the regular police in-
stead of the police reserves.
Comm. Carter made a motion to pay all bills in order. Comm. TUrner
seconded the motion. Voted and carried.

Comm. Crawford made a motion for the planning and zoning
commission to get three bids on a filing cabinet for their
maps and materials. Comm. Whitehead seconded the motion.
Comm. Crawford, Turner, Carter and Whitehead voted YES. No
NO'S. Carried unanimously.
Mr. ~cQuillan and Mr. Claude Locke representatives from the
Florida Telephone Corporation was present in regards to a
request from them to install telephone cable into Ocoee. They
explained some of the work they are:planning which will give
Ocoee residents better service. Comm. Crawford asked about
the mileage charge from W.nter Garden to Ocoee. They stated
it cost more to run lines'andthe cost of the bills were
based on the distance from the station area in any direction,
that it did not just apply to Ocoee. Mayor Fox asked if
we were dissatisfied with our service would we go to_Florida
Public Service Commission with our complaint. Mr. Locke
stated this was correct. The Commissioners asked about a
franchise or working agreement with the company. Mr. Locke
stated they did not have franchises any place except where
they had base stations. Our attorney was to investigate
this and we are to have a special meeting next Tuesday night
to discuss this further.
Mr. W. H. "Bill" Reedy former Legislaturer introduced ~1r.
Malloy of the Florida Pollution Control Commission, Mr. Jennings
of the East Central Florida Planning Council and Martie Kreidt
of the Orange County Planning Corrnnission were 'present to dis-
cuss with the commissioners how to go about applying for a
loan and/or a grant for a sewer plant for Ocoee. Mayor Fox
asked Mr. Malloy if this could be done in stages and he
stated this was the usual procedure. Mr. Malloy suggested
the proper pepre sentatives meet PL 660 members in Tallahassee
~9 ~a~e ~roper applications for a grant. Mayor Fox asked
him which he thought would be most feasi~le to build our own
plant or wait until the big inch was installed. He stated he
fel t we should build our own. Mr. Jennings stated .the East
Central Florida Planning Council was to help get grants
started. . They go over the plans once they are completed
before they are submitted to HUD. He stated that in the big
inch plan's a pumping station was scheduled' for Ocoee to
connect with Altamonte Springs. They stated 33 percent
of the cost could be obtained from HUD as a grant and money
was also 'availalfu from the State. They also stat'ed the out-"
look on g'rants from HUD was very favorable at this' time.
Mr. 'Reedy suggested we have a meeting with Mr. Kreidt 'of
the Orange County Planning Council to discus3 further plans
dn applying for a grant.
Comm. Whitehead made a motion to, let Howell Bros'. Janitorial
Service c'lenn the Youth Center at $45.00 per_ month. Comm.
Crawford seconded the motion. Comm. Crawford, Turner, Carter
and Whitehead voted YES. No NO'S. Carried ~nanimously.

Mri~ Mat~ie H. Farmer appeared before the Com~issioners offer-
ing her property for sale on the corner of Bowness Road and
SR #439 for the purpose of building City buildings. She is
askEilig"$60, 000.00 for 8t acres. No ac tion wa_s take'n..
No action was taken on purchasing the land on South Bluford
Avenue until results of the water level tests were received.
The Planning and Zoning Commission was also asked to discuss
the property at their next meeting.

Comm. Carter made a motion to hire Melvin L. Duvall as City
Mechanic. Comm. Turner seconded the motion. Comm. Crawford,
Turner, Carter and Whitehead voted YES. No NO'S. Carried
unanimOUSly.
Ted Mikalsen asked that a ~public hearing be set for the City
Commission in regards to the Zoning Ordinance. This hearing
was set for March 23, 1971 at 7:00 P.M.
A letter of intent to annex the property at Minorville for
L. M. Folsom was signed by the ~ayor.
Comm. Carter suggested if the police do not get their cars
gassed up at the C~ty barn they will ha~e to pay for allover
5 gallons they have put in the cars.
Comm. Whitehead made a motion to give the firemen permission
to have a banquet at the Ramada Inn. Comm. Turner seconded the
motion. Comm. Turner,Carter & Whitehead voted YES. Comm.
Crawford sustained from voting. Motion was carried.
There being no further business
recess this meeting until March
Whitehead seconded the motion.
