MINUTES OF THE RECESSED MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
MARCH 9, 1971
Present: Mayor Fox; Cornm. Crawford, Turner, Carter & Whitehead
Absent: lYone
The meeting was called to order by Mayor Fox at 7:00 P.M.
The purpose of the recessed meeting was to discuss a possible
franchise or working agreement with Florida Telephone Corporation.
The Comm. discussed the mileage on the bills in Ocoee with Mr.
Locke and Mr. McQullian. They stated this was the way they
charged and'at present could not be changed unless it was
changed in the 9 counties. they serve. Comm. Crawford stated
Winter Garden did have a franchise but it did not mean
any more than a working agreement, also they have an office
and they were reaping the benefits from the mileage we'pay.
Mr. Locke stated a study was being made and there was a
possibility an area the size of Ocoee could be charged in
zones rather than mileage charge and would reduce our rates,
but it would be company wide. They propose to install more
and larger cable to improve the service in Ocoee. They have
not closed their minds to reduce mileage charges, but stated
it would take time to make the change.
Commo Turner made a motion to sign the request for Cable in
Spring Lake Hills and then have a work session with the
Telephone Corp. to work out other problems. Motion died
for lack of a second.
Mayor Fox suggested we have a work session next Monday
night with higber officials from the Telephone Corp.,but
Mr. Locke stated he did:not think they could come up with
anything different in the next week.
Mrs. Louis Bartoli had been notified to remOve junk cars
off her property in Security Mobile Home Park. She stated
they did not have tags but were in the process of being re-
paired and since they were on her property she did not see
why she had to move them. She was informed the City ordi-
nance stated any car that was inoperable and without a current
tag had to be removed from her property.
Comm. Turner was given permission to obtain 3 bids for a
trailer for their boat.
Comm. Crawford made a motion for City employees to work
30 days before they ~ill be covered under our group insurance.
Comm. Whitehead seconded the motion. Comm. Crawford, Turner,
Carter and Whitehead voted YES. No NO"S. Carried unanimously.
Bobby Sasser was present to ask permission to erect a tent
on Wurst Road in Spring Lk. Hills for the purpose of having
a Youth Revival. Comm.Whithead made a motion to give him
permission if the adjoining neighbors do not object. Comm.
Turner seconded the motion. Comm. Crawford, Turner, Carter
and Whitehead voted YES. No NO'S. Carriedunanimously.
Ray ~eeks asked for a $500.00 donation to buy tents and cooking
gear for the Boy Scouts. Our attorney felt this was illegal
to contribute to a charEible organization. He was to &btain
bids for 7 tents and cooking gear and the Co~m. would pur-
chase the equipment and loan it to the Boy Scouts for their
camp; ing trips.
~ayor ~ox felt we should do something About the junk yard
at Sid Reeves Service Station. Comm. earter made a motion
to authorize our attorney to write him a letter informing
he will have to clean up the junk cars.

Comm. Carter made a motion to sign the zoning certificate
for a beer license for Dick & Sam"S Sub Shop. Comm. Turner
seconded the motio~. Comm. Crawford, Turner and Carter voted
YES. Comm. Whitehead voted NO. Motion was carried.
Security Mobile Homes residents complained about the garbage
cans in front of the trailers in their neighborhood. The
Clerk was instructed to write all residents asking them to
keep their garbage cans on rear of their property.
There being/no further business Comm. Crawford made a motion
to adjourn thi~ meeting. Comm. Carter seconded the motion.
Thereupon Comm. adjourned at 9:00 P.~.
