MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
APRIL 20, 1971
Present: Y~yor Fox; Comm. Crawford, Turner, Carter & Whitehead
Absent: None
The meeting was called to order by N~yor Fox at 7:00 P.M. The
minutes of the last regular meeting held April 6, 1971 and the
special meeting held April 8, 1971 were read and approved.
Comm. Whitehead made a motion to pay all bills in order. Comm.
Crawford seconded the motion. Voted and carried.

Gomm. Whitehead made a motion to accept the first reading of
an ordinance regulating the date and assessment of qualifing,fee.
Comm. Turner seconded the motion. Comm. Crawford, Turner, Carter
and Whitehead voted YES. No NO'S. Carried unanimously.
Med E. DeMarce from Meridith Corp. was present to discuss with
the Commission the changes that would have to be made to get the
water and pressure that was given in the original bid. He gave
his bid anticipating the water level to be 60 feet andibund
out when drilling it was 100 feet. The additional cost due to
the water level being lower is $771.88 for changing the shaft
and adding 40 feet of column. He is to contact our engineer,
Walter H. Kuhrt to dtermine exactly what pressure we need for
an elevated tank.
Mr. William O'Brien requested permits for homes to be built in
Brentwood Heights Unit 4. These homes will range from 17,500.00
to $21,500.00. Comm. Crawford asked about the $2,250.00 due from
Amick Construction Co. for recreational facilities assessed
against this property. Mr. O'Brien assured the Commissioners
this would be paid before any homes were started. Comm. Carter
made a motion to accept the plans and issue the permits for the
homes. Comm~ Crawford seconded the motion. Comm. Crawford,
Turner, Carter and Whitehead voted YES. No NO'S. Carried
unanimously.

James T. Vandergrift reported on a survey the fire department
had made on Lake Moxie. He stated there was one area where there
was no glass and the area around the glass could either be fenced
or posted. He recommended the lake remain open for swimming.
Mayor Fox stated he had had a number of calls from people asking
that this lake be kept open and that was the reason for the survey.
Mr. Vandergrift stated this lake was clean but it was deep. It I
is 27 feet 30 feet from shore. Comm. Carter made a motion to
keep it- clo~eq~~ue to the depth of the lake. Comm. Crawford
seconded the motion. Comm. Crawford, Turner, Carter and Whithead
voted YES. No NO'S. Carried unananimously.

Mr. Nafe from Wurst Road and 2 of his neighbors complained about
the parking and maintenance of the tractors in their area. Also
about the old Esso Station on Wurst Road. They stated there
was an old drum loose that was dangerous to the school children
and several underground tanks that could be dangerous if the lids
were removed. The Clerk was to write Humble Oil Co. asking that
they move this loose tank and do something about the underground
tanks.
Mr. Clyde Estep asked the Comm. about the ordinance pertaining
to an increase in garbage collection fees. Mr. Carter explained
to him that the cost of operating the sanitation department was
increasing and he felt an increase would help defray the expenses.
Mr. Estep was informed that only the first reading of the ordinance
had been made and no definite action had been taken.

Sid Reeves was present conserning the fencing or removal of/junk
yard. He stated that he was moving it but had been waiting until
the price of junk went up so he wouldn't loose so much money on
it and that he was not the only one in Ocoee that had an unsightly
place. He said he had 67 cars that had been pulled in by him at
the request of the Ocoee Police Department and wanted to know
who was supposed to pay the wrecker, fees as he did not think
heshould loose this fee. The City Comm. did not feel the City
was liable since the cars did not actually belong to them. Mr.
Reeves stated he was going to fence what he did not move with a
tin fence.
The Planning and Zoning Commission presented a list of changes
they desired in the Planning and Zoning Ordinance. Comm. Craw-
ford made a motion to authorize our attorney to draw the necessary
ordinance to make these changes. Comm. Whitehead seconded the
motion. Comm. Crawford, Turner, Carter and Whitehead voted YES.
No NO'S. Carried unanimously.
Comm. Whitehead reported the police cars were not having their
cars filled with gas during the mechanics working hours. He
stated everyone had a key to the6barn and that the mechanic had
reported his tools were missing and he was afraid we were going
to loose him if something was not done. After a discussion by
the Commissioners they decided to lock all barn doors except
one from the inside, and the lock changed on that one door and
give a key to the mechanic, Sam Oliver and leave one at the
police station for the police and fire departments to use in case
they need gas during the night or on week-ends.
Comm. Turner made a motion, to accept the first reading of an
ordinance annexing the existing right-of-way of Center Street
from the East boundary of the West on-half (W~) of Section 17
Township 22 South, Range 28 East to the East line of said
Section. Comm. Whitehead seconded the motion. Comm. Crawford,
Turner, Carter and \~itehead voted YES. No NO'S. Carried
unanimously.
Our attorney informed the commissioners ~h~t a change was being
made in the Legislator conserning utility taxes and he felt we
should wait until this was done before we drew the ordinance to
make our changes. The Commissioners gave him permission to wait.
Comm. Turner made a motion to accept the second reading and
adopt Ordinance #522 being an ordinance of the City of Ocoee,
Florida declaring that swimming in Lake Moxie is unsafe and
prohibiting swimming in Lake Moxie. Comm. Carter seconded
the motion. Comm. Crawford, Turner, Carter and Whitehead
voted YES. No NO'S. Carried unanimously.
The second reading of the ordinance raising residential garbage
fees to $3.00 and oommercial fees to $5.00 was presentedand Comm.
Turner made a motion not to accept this ordinance. Comm. White-
head seconded the motion. Comm. Crawford, Turner, and \ihitehead
voted YES. Comm. Carter voted NO. Motion was carried.

There being no further business Comm. Crawford made
to adjourn this meeting. Comm. Turner seconded the

Comm. Crawford stated a house was to be built on the dirt 'portion
of Apricot Drive in Ocoee Hills. The Ve~ans Administration wants
a letter from the City of Ocoee stating we will maintain the
graded road that now exists. The Comm. agreed to write the I
necessary letter the V~A. needs. The owner of the property
is to give the City a letter that they will pay their part of
paving when the street is paved.
