MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION MEETING OF THE CITY OF OCOEE, FLORIDA
HELD MAY 4, 1971
Present: Mayor Fox; Comm. Crawford, Turner, Carter &Whitehead
Absent: None
The meeting was called to order by Mayor Fox at 7:00 P.M. The
minutes of the last regular meeting held April 20, 1971 and the
special meeting held April 27, 1971 were read and approved.
Comm. Whitehead made a motion to pay all bills in order. Comm.
Crawford seconded the motion. Voted and carried.

Comm. Whitehead seconded the;;:motion. Comm. Crawford, Turner,
Carter andWhitehead voted YES. No NO'S. Carried unanimously.
The first reading of an ordinance annexing certain property into
the Municipal Boundaries of the City of Ocoee, Florida was read
and a date for a public hearing was set for May 18, 1971 for the
annexaion of this property.
First reading of an ordinance establishing fees for permits and
for filing applications and petitions in connection with the
zoning ordinances of the City of Ocoee.
First reading of an ordinance amending ordinance #516, a zoning
ordinance to alter the provisions regarding mobile homes.
A contract had been drawn by our City attorney between the City
of Ocoee and the owners of Lots 31 & 32, Ocoee Hills Subdivision
stating the City will grade and maintain the portion of Apricot
Street which abuts and provides access to the property and the
owners of the property will pay the City for one-half the cost
of installing hard surface on the portion of Apricot Street which
abuts the above described property when the City determines to
put a hard surface on Apricot Street. Comm. Crawford made a
motion to approve the contract and authorize the Mayor and Clerk
to execute this contract at such time the other parties agree
to the contract. Comm. Whitehead seconded the motion. Comm.
Crawford, Turner, Carter and Whitehead voted YES. No NO'S.
Carried unanimously.
Our attorney, submitted a bill in the amount of $190.00 for
his services beyond his retainer fees from January 1, 1971
until present date. Comm. Whitehead seconded the motion.
Comm. Crawford, Turner, Carter and Whitehead voted YES.
No NO'S. Carried unanimously.
Mayor Fox felt that our City Ordinance pertaining to occupational
license should be revised before they are due again. A meeting
was to be set for a later date. .

Meridith Corporation sent a letter asking for part payment on the
well they are drilling for the City. According to our contract
there was no agreement for a partial payment. The Comm. agreet
not to make any..payment until they strick water.
The Comm. discussed the building inspector and felt that he was
not doing his job properly. Comm. Carter suggested he be relieved
of his duties. The Comm. agreed for the City Manager to work with
him for a week to see if any improvement could be made. The City
Manager was to inform him that/he does not improve he will be
replaced. if
Fire Chief, James Vandergrift, had a bulletin from the State Fire
College in Ocala stating that the canisters now used by Fire De-
partments were no longer safe for firefighting. Mr. Vandergrift
had received bids for self-contained fire1'ighting units. The
low bid was $328.00 each. Comm.Turner made a motion to purchase
two of these units. Comm. Whitehead seconded the motion. Comm.
Crawford, Turner, Carter & Whitehead voted YES. No NO'S. Carried
unanimously.
The Comm. question what positi6n:~the City is in when our police
reserves are working at Overlan~ Hauling, Inc. and being paid
by them. ~~. Wurst stated our insurance would pay since they I
were working as an Ocoee Police Reserve. He stated in case of
an accident the reserve would be the first party, The City the
second party and Overland Hauling the third party. He alse
stated as long as their names are on the special police insurance
policy the insurance will pay.
Mr. Wurst asked about the fence along Lakewood Avenue South of
the school on the street right-of-way erected by Bill Pease.
An investigation was to be made concerning the removal of this
fence.
A letter was received from the Little League Association thanking
the City for the help they had given them this season.
Comm. Crawford asked the Police Department to find out who was
going to move the junk cars when they were asking someone to
remove their junk cars from their premises.
There being no further business Comm. Turner made a motion
to adjourn this meeting. Comm. Crawford seconded the motion.
Thereupon Comm. adjourned at 9:15 P.M.

MINUTES OF THE SPECIAL MEETING OF THE
CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
MAY 10., 1971
Present: lf~yor Fox; Comm. Crawford, Turner & Carter
Absent: Comm. Whitehead
The special meeting was called to order by Mayor Fox at 7:40 P.M.
The purpose of the meeting was to discuss the possibility of
installing a sewerage plant in Ocoee making application for
a grant for the system.
Mr. Ralph Malloy of the Department of Air & Water Pollution
Control, Michael Jennings & J. Michael Szunyog of the East
Central Florida Regional Planning Council and David Harden of
the Orange County Planning Department were present to discuss
what procedures would have to be taken for the sewerage system
and the grant.
It was discussed that May 17, 1971 was the deadline for applying
for a grant for this fiscal year. The next fiscal year begins
July 1, 1971.
Mayor Fox asked that the fact that no more septics were being
allowed in Ocoee until a sewerage piant was built would in-
fluence the Federal Government in granting us money for a system.
The men present stated this would and also the fact that septic
tanks were polluting our lakes.
