The Comm. question what positi6n:~the City is in when our police
reserves are working at Overlan~ Hauling, Inc. and being paid
by them. ~~. Wurst stated our insurance would pay since they I
were working as an Ocoee Police Reserve. He stated in case of
an accident the reserve would be the first party, The City the
second party and Overland Hauling the third party. He alse
stated as long as their names are on the special police insurance
policy the insurance will pay.
Mr. Wurst asked about the fence along Lakewood Avenue South of
the school on the street right-of-way erected by Bill Pease.
An investigation was to be made concerning the removal of this
fence.
A letter was received from the Little League Association thanking
the City for the help they had given them this season.
Comm. Crawford asked the Police Department to find out who was
going to move the junk cars when they were asking someone to
remove their junk cars from their premises.
There being no further business Comm. Turner made a motion
to adjourn this meeting. Comm. Crawford seconded the motion.
Thereupon Comm. adjourned at 9:15 P.M.

MINUTES OF THE SPECIAL MEETING OF THE
CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
MAY 10., 1971
Present: lf~yor Fox; Comm. Crawford, Turner & Carter
Absent: Comm. Whitehead
The special meeting was called to order by Mayor Fox at 7:40 P.M.
The purpose of the meeting was to discuss the possibility of
installing a sewerage plant in Ocoee making application for
a grant for the system.
Mr. Ralph Malloy of the Department of Air & Water Pollution
Control, Michael Jennings & J. Michael Szunyog of the East
Central Florida Regional Planning Council and David Harden of
the Orange County Planning Department were present to discuss
what procedures would have to be taken for the sewerage system
and the grant.
It was discussed that May 17, 1971 was the deadline for applying
for a grant for this fiscal year. The next fiscal year begins
July 1, 1971.
Mayor Fox asked that the fact that no more septics were being
allowed in Ocoee until a sewerage piant was built would in-
fluence the Federal Government in granting us money for a system.
The men present stated this would and also the fact that septic
tanks were polluting our lakes.

~tr. Bob McQuillen fo the Florida Telephone Corp. was
present to inform the Commission that the study they were
making had been completed with the exception of the maps
that had to be drawn. They want to have a special meeting
with the commission Defore the first of the month to discuss
what the study shows.
Mayor Fox stated that if each industry and 4eve19per coming
into Ocoee would be willing to pay a fee it would.help de-
fray the expense of a sewerage treatment plant for Ocoee.
Comm. Crawford stated he thought we were going to have a
meeting with East Central Florida Planning representative,
Department of Air & Water Pollution Control and the Orange
County Planning Commission after the City Manager took office.
The Clerk was to write these men to attend a meeting in
regards to a sewerage treatment plant for Ocoee on May 10,
1971 at 7:30 P.M. Comm. Crawford made a~'motion to this'effect
for this date. Comm. Carter seconded the motion. Comm.
Crawford, Turner, Carter & Whitehead voted YES. No NO'S.
Carried unanimously.
Commissioners discussed our ordinance pertaining to livestock
in the City Limits. Our attorney stated that most subdivisions
had deed restrictions. The Clerk was to contact Stockton,
Whatley & Davin to see if they have any for Peach Lake Manor.
The Following excerpt was read from the minutes of the meeting
of the Winter Garden City Commission held May 3, 1971 in re-
gards to the Tri-City Airport:
At this time a motion was made by Commissioner~~
Farnsworth, seconded by Commissioner Crawford that the
City of Winter Garden participate in the establishment I
of a Tri-City Airport Authority along with the Cities
of Ocoee and Apopka. Upon the vote all voted AYE
with the exception of Commissioner Julian Revels and
Commissioner David Harris who voted NAY. The motion
was carried.
A letter was received from Mr. W. O. Fenner asking to lease
the portion of Lady Avenue that dead ends adjoining his pro-
perty. Comm.Whitehead made a motion to block off this street,
if legal. Comm. Turner seconded this motion. ~omm. Crawford,
Turner, Carter and Whitehead voted YES. No NO'S.. Carried
unanimously. Mr. Fenner wants this property for the purpose
of beautification. Our City Attorney, City Manager, and
Chie~ of Police were to investigate this area before any
definite action was taken.
Comm. Whitehead made a motion to proclaim the week of May
23-29, 1971 as National Realtor Week as requested by the
Orlando-Winter Park Board of Realtors. Comm. .Crawford
seconded the motion. Comm. Crawford, Carter, Turner and
Whitehead voted YES. No NO'S. Carried unanimously.
The Comm. asked about the letter Mr. Rhodes had written to
Silver Springs Citrus C~p about cleaning up their pr~perty.
Mr. Rhodes stated he had contacted Mr. Billy Youngblood
and had been told this would be done.
Several ladies were present in regards to the Ways and
Means Committee for recreation in .Ocoee. Elizabeth
Garlington acted as spokesman for the group. They are
to meet with the City Manager to set up an organization
for a Ways and Means Committee.
Comm. Turner made a motion to adopt Ordinance #523 being an
ordinance of the City of Ocoee regulating the date of holding
regular City Elections and defining the date of qualification
of candidates for election to office in the City government
and the assessment of a qualifying fee to help defray the
expenses of the City election. Comm. Crawford seconded the
motion. Comm. Crawford, Turner, Carter and Whitehead voted
YES. No NO'S. Carried unanimously.
Comm. Crawford made a motion to adopt Ordinance #525 being an
ordinance of the City of Ocoee, Florida amending Ordinance
No. 407 of said City, requiring that residents, occupants and
owners or premises in the City be required to have accumu=
lations of garbage and trash disposed of by the sanitation
department of said City and establishing the fees to be charged
for the removal of such garbage and trash. Comm. Carter
seconded the motion. Comm. Crawford, Turner, Carter and
Whitehead voted YES. No NO'S. Carried unanimously.
Comm. Crawford made a motion to adopt ordinance #524 being
an ordinance providing for the annexation of certain additional
lands to the City of Ocoee, Florida, and redefining the City
boundaries to give the City jurisdiction over said property.

These men urged the Comm. to consider all alternatives before
making a definite decision and promote interlocal cooperation
with other local cities. The three different suggestions were:
Build our own, connect with the big inch or work out a deal
to connect in with Winter Garden.
Mr. Malloy suggested we build our own system. He discussed
the amount of Federal and State money that could be obtained.
Vtr. Malloy and Mr. Kuhrt were to look into the new law con-
cerning a 55% grant and a 45% loan at low interest.
Comm. Turner made a;motion for ~~. Kuhrt and Mr. Vignetti
officially begin work on the planning for a sewer system.
Crawford seconded the motion. Comm. Crawford, Turner and
voted YES. No NO'S.

The meeting was called ot order by Mayor Fox at 7:30 P.M.
The special meeting was for the purpose of discussing the
application for Federal Aid for a Sewerage Treatment Plant.
Bill Reedy was present to explain some of the reasons we need
a sewerage system. He said Florida has the softest soil in the
U. S. and felt we were heading for trouble if we didn't install
a sewerage system. He felt that septic tanks polluted our water
systems and that we should apply for aid and get our sewerage
started as soon as possible. He stated in 1973 it will be
mandatory that all cities have sewerage and the state will
come in and install it and charge their own connections fees
and monthly rates.
Our City ~~nager, Mr. Vignetti, explained to the Comm the cost,rates
and maintenance cost of a sewerage system:
