The minutes of .the last regular meeting held August 17, 1971 and the special meeting held August 31, 1971 were read and approved. Comm. Whitehead made a motion to approve all bills in order. Comm. The Park will consist of 103 trailer lots, with 10 overnight spaces, recreation area with a pool, and a 9 hole golf course over the sewerage treatment area. They have offered to deed approximately 2 acres of this property adjacent to our Cemetery to the City for additional spaces for our cemetery. They were to meet with the planning and zoning commission and if approved by them they will return to the City Commissioners for annexation approval. Kenneth W. Johnston - santo Mike Williams - street Mr. Edward Hanlon was representing Mr.A. H. Malcom asking for the commissioners approval for rezoning of Twin Lakes Estates. Comm. Crawford made a motion to authorize an ordinance to be drawn to change the zoning for Twin~ Lakes Estates from A-I to R-1Aand R-lAA. Comm. Whitehead seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. A large number of Clarcona residents were present protesting the annexation of the Road Right-of-ways in the Clarcona area. W~. William Neal, Chairman of the Clarcona Improvement Committee asked why we were annexing these R/W's and what our plans were. Mayor Fox informed them that several residents in the area had asked for annexation into the City and they could not be annexed unless their prope~ was adjacent to our boundaries and to square up the cities boundaries. These people feel if the roads are annexed then their property would also be annexed. They were informed that they could not be annexed into the City unless they request it or unless the majority of a group of people ask for annexation. Mrs. Otis Pedrick asked the commissioners if a Board of Adjustment had been appointed and was informed that this was in the process of being done. Comm. Carter made a motion to have the ass't clerk Peggy Scroggins attend the Planing & Zoning Meeting and take the minutes of the meetings. .Comm. Turner seconded the motion. Comm. Crawford, Turner, Carter & Whitehead voted YES. No NO'S. Carried unan- imously. Comm. Whitehead made a motion to accept Ordinance #538, an ord- inance fixing the rate of taxation upon and levying a tax upon taxable property within the City of Ocoee, Florida, for the fiscal year beginning November 1, 1971 and ending October 31, 1~72. Comm. Crawford seconded the motion. C~mm. Crawford, Turner, Carter and, Whitehead voted YES. No NO S. Carried unanimously. Comm. Whitehead made a motion to accept ordinance #539, an ordinance of the City of Ocoee, Florida, ameming ordinance numbers 407 and 525 of said City, requiring that residents , occupants and owners of premises in the City be required to have accumulations of garbage and trash disposed of by the sanitation department- of said City and establishing the fees to be charged for the removal of such garbage and trash. Comm. .Crawi'ord,seconded the:;mo~i6n~ "Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Comm. Whitehead directed Mr. Vignetti to call Meridith Corp. and inform them that we will begin charging them if our pump is not delivered soon. There being no further business Comm.
