Crawford, Turner, Carter & Whitehead Absent: Mayor 'Fox The meeting was 'called to order by Comm. \Vhitehead, Mayor ProTem, at 7:30 P.M. The minutes of the last regular meeting held Sept. 21, 1971 and the special meeting held September 24, 1971 were read and approved. Mayor Fox was not present due to having to attend a meeting regarding the annexation of the Road Rights- of-Way in the Clarcona Area. Comm. Turner made a motion to pay all bills in order. Comm. No action was taken until the bids could be compared by the Comm- issioners. Comm. Turner made a motion to table this until the next meeting. Comm. Crawford seconded the motion. Comm. Craw- ford, Turner, Carter, and ~~ voted YES. No NO'S. Carried unanimously. Mr. Ron Blankenship, from Capital Controls Co., Inc. gave a resume on the cost of converting from our present chlorination system to Gas Chlorination. He stated we now spend approximately $2,396.00 per year for powered chlorine, which is 80% Chlorine. With gas we would spend approximately $403.20 per year for 100% liquid chlorine, which would be a yearly saving of $1,973.80. It would cost $3,938.00 to convert to Gas Chlorination. This would include the supervision of installation and a three year guarantee, with a $75.00 service charge per year after the three years. The Commissioners tabled this until they could observe these chlorinators working. Jim Clark, of the West Orange Industrial Park, asked for the permits for water connection to our system for the State Bard of Health to be signed. The commissioners felt the engineering should be settled before we give them anymore approval. This was tabled until the engineering plans were accepted by the County. Mr.. Vignetti stated some of the residents of the City received water service and not garbage service. The Commissioners agreed no one should be allowed to do this. I Helen Roberts had asked taat the postage be donated by the City for the 750 letters to be mailed by the Ocoee Athletic Association. Comm. Crawford made a motion to donate this postage. Comm. Turner seconded the motion. Comm. Crawford, Turner, Carter and ~~~am voted YES. No NO'S. Carried unanimously. Mr. Vignetti had two bids on an air conditioner for the Police Station. Sears. - $209.00 for 18,000 BTU Wards- - 299.99 for 17,000 BTU 1. M. Zeigler and Whites Auto Store were to be contacted for a bid and Mr. Vignetti was to accept the most feasible bid. Comm. Turner stated the Lions Club would like to know the status on the Youth Center, whether or not they would be allowed to con- tinue to use it,. The Commissioners stated they felt it could be used for a Youth Center and still let the Lions Club use it as in the past. The Lions Club want to replace the windows and improve the air conditioning system if they are to continue using it. I A request had been made that the City purchase a light for the intersection of. Silver Star Road and Bluford Avenue. l-'Ir. Vignetti stated he had been informed the County was in charge of installing traf.fic lights now instead of the State. He was to check into this before anymore action was taken. The First reading of an ordinance annexing the property of the proposed trailer park on South Bluford Avenue was presented and a public hearing was set for October 19, 1971. First reading of an ordinance pertaining to 10% utilities tax on all utilities in Ocoee was presented. There being no further business Comm. Crawford made a motion to adjourn this meeting. Comm.
