MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
DECEMBER 21, 1971
Present: ,Mayor Fox;
Absent: None
Comms. Crawford, Turner, Carter & Whitehead
The meet~ng was called to order by Mayor Fox at 7:09 P.M. The
minutes of the last regular meeting held December 7, 1971 were
read and ~pproved.
Comm. Carter made a motion to pay all bills in order. " Comm. Turner
seconded -the motion. Voted and carried. ,

Mr. Padgett, representing the Silver Dollar Boat Regatta presented
to the Mayor a certificate from the Florida Sheriffs Boys Ranch in
appreciation and thanking the Commissioners for allowing the Boat
Regatta to be held in Ocoee last year. He also asked that:r they
be allowed to have it again this year on March 4 and 5, 1972. The
Commission asked that no parking of cars or docking of boats be
allowed in front of the homes on Lakeshore Drive. Comm. Crawford
made a motion to give permission for the Regatta if the parking and
docking problem is solved. Comm.Turner seconded the motion. Comm.
Crawford, Turner, Carter &Whitehead voted YES.. No NO'S. Carried
unanimously.
The. Planning and Zoning Board presented several items they proposed
to be changed in the Zoning Ordinance. Since none of the members
were present Comm. Whitehead made a motion to table these changes
until the next meeting and discuss the changes withe tha planning
and zoning members. Comm. Crawford seconded the motion. Comm.
Crawford, Carter, Turner, and Whitehead voted YES. No NO'S. Carried
unanimously.
The Planning and Zoning Comm. also presented a letter to the Comm.
approving the zoning of Twin Lakes Estates with the exception of
asking for more land to be given to the City. adjacent to the Well I
#3 and that. their sewerage treatment plant be located in the North
West Corner. Comm. Whitehead made a motion to table this until
they can. review the latest plans of the subdivision. Comm. Craw-
ford seconded the motion. Comm. Crawforq Turner, Carter and
Whitehead voted YES. No NO'S. Carried unanimously..
Mr. Vignetti reported our jail does not meet state requirements.
A new law has been passed that we have to comply with by July 1,
1972. A~so, that Farmers Home Administration says we have all
the paper work in order for a grant for sewer for Ocoee except
Orange County has to have a comprehensive area planning sewerage
plan before any more progress can be made.
L. & M. Manufacturing are still asking when their fire hydrant
is to be installed. Our attorney is to check and see if we are
legally obligated to install one.

Comm. Crawford made a motion to draw an ordinance requiring all
builders. to have cast iron pipe with lead end joints under all
homes with concrete floors. Comm. Whitehead seconded the motion.
Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S.
Carried unanimously.
Mr. Vignetti reported that Mr. Ben Benham, County Commissioners,
had acquired a light at State Roads #43.7 and #438. He is s,till, I
trying to get one for the corner of Silver Star Road:'\and Bluford
Avenue. .
The Commissioners discussed the days the employees would have off
for Christmas and New Years. They decided on Friday thru Monday
for Chri~tmas and Friday thru Sunday for New Years.
Comm. Carter made a ~otion to accept Ordinance #544, an ordinance
establishing the closing hours and hours of sales of alcoholic
beverages in the City of Ocoee, Florida. Comm. Turner seconded
the motion. Comm. Crawfor~, Turner, Carter and Whitehead voted
YES. No NO'S. Carried unanimously.

Comm. Crawford made a motion to accept Ordinance #545, an ordinance
amending Ordinance #514 granting to the T. M. Communications
Company of Florida a Non-Exclusive Franchise to maintain and QP~rate
a cable system.for the distribution of television signals, fre-
quency modulated radio signals and closed circuit television pro-
grams by deletion of Section 21 thereof which provides for term-
ination of the franchise in the event of franchise i>ayment'::.reB~
ulation by the State or Federal Governments. Comm. Whitehead
seconded the motion. 60mm. Crawford, Turner, Carter and White-
head voted YES. No NO'S. Carried unanimously.
First reading of an ordinance establishing the rate of compen-
sation for the Commissioners and Mayor was presented.
The Comm. discussed moving the City Limit signs on the road
recently annexed into the City. Our attorney felt we should
made a rormal request to the State Road Department asking them
to move them.

Mayor Fox proposed to the Comm. to have an ordinance drawn to
change the sp~ed limit in residential sections to 20 MPH. No
action was taken.
Leroy Turner reported to the Comm. that he had been given a Vas car
Unit to have installed in one of the police cars.
Mayor Fox informed Leroy Turner to have a._policeman on Ridgefield
Avenue in Brentwood at 6:00 A. M. due to so much speeding at that
time of the morning.
Our attorney was to have a representative from the Florida Telephone
Corporation present at our next meeting concerning their occupational
licenses.
Comm. Whitehead reported the new pump has been installed and ready
for use when the necessary samples have been approved by the State
Board of Health.
Our attorney had a plot of the Maguire property. The property is
just over 5 acres with approximately 2 acres in Starke Lake. A
binder is to be made on this property as soon as possible.
Mayor Fox asked that the driver of the garbage truck that picks
up in Brentwood be asked to check behind his men as some of the
garbage is being missed.
Comm. Crawford asked for permission
for $1,000.00. Comm. Turner made a
mission. Comm. Carter seconded the

There being no further business Comm. Whitehead made amotion to
adjourn this meeting. Comm. Crawford seconded the motion. Meeting
adjourned at 9:20 P.M.
