HomeMy WebLinkAbout01-25-1972 SS I I I MUNITES OF THE SPECIAL MEETING OF THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD JANUARY 25, 1972. Present: Mayor Fox; Comms. Crawford, Turner and Carter Absent: Comm Whitehead The special meeting was called to order by Mayor Fox at 7:10 P.M. Carl Gosline of the East Central Florida Regional Planni~g Council was present to discuss obtaining a Federal Grant for a sewer system for Ocoee. He stated that according to the PL 660 Act and HUD a comprehensive plan will have to be drawn up by July 1, 1973 or money will not be funded. Also that if Oakland, Winter Garden and Ocoee does not go together on a system we cannot expect federal aid. Mr. Gosline wants us to endorse the concept of going together with Winter Garden and Oakland. e Commissioners asked why we couldn't hook into the County ~. in ead of going to Winter Garden and having to help bu~ther plan He stated it-would be more costly. Our attorney ~ could get a permit to build a sewer sy~i~e without g01 g-th~ough the East Central Florida Reg~6nal Planning Council. -- Mr. Kuhrt, our engineer, reported the Orlando Engineer . h.l.Ill inregard to u-s-hook-i-ng-int..o the Orlan~ .. . e we could hook on at Mercy Drivp~son farm on Hwy. Mr. Kuhr a 1ne to find out how-we would stand wise if we homked into Orlando's system. ~ Comm. Crawford asked Mr. Kuhrt how much a feasibility report would cost on a system from Mercy Drive. He said around $2,000~QO . Mr. Kuhrt suggested he make a preliminary report for about "$200.00 before he made a feasibility report. Comm. Crawford made a motion for him to do this. Comm. Carter seconded the motion. Comm. Crawford, Turner, Carter and ~ voted YES. No NO'S. Carried unanimously. c d stated #50. grant Comm. Carter made a motion at this time the Commissioners decided not to endorse a concept that we do not know anything about. Comm. Crawford seconded the motion. Comm. Crawford, Carter, Turner uotieahYES. No NO'S. Carried unanimously. Comm. Turner made a motion to ask Oakland and Winter Garden to join us in a joint trunk line to Mercy Drive. Comm. Crawford seconded the motion. Comm. Crawford, Turner and Carter voted YES. No NO"S. Carried unanimously. There being no further business Comm. Turner made a motion to adjourn this meeting. Comm. Crawford seconded the motion. Thereupon Comm. meeting adjourned at 8:50 P.M. The minutes of the last regular meeting held January 18, 1972 and the special meeting held January 25, 1972 were read and approved with the exception Comm. Whitehead stated he felt the Orange County Health Department was at fault with the water samples in- stead of the City Manager interfering. Also the City Attorney stated in his opinion it would be permissable for~lo~g~sn to remain open until 2:00 A.M. if live entertainment is provided a substantial amount of ' the time. Mr. Mervin Lee of the Florida Power Corp. asked for permission to install street lights in Brentwood Heights Unit #4. Comm. Crawford made a motion to give them this permission. Comm. Whitehead seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Comm. Crawford made a motion to approve al+ bills in order. Comm. No action was taken until more bids could be ob~ained. Mr. McQuillan from the Florida Telephone Corp. was present in ragards to their past due occupational license. TheiE attorney had given our attorney a list of .the phones in Ocoee for the past 10 years. The State charges per phone for the licenses and City's are allowed to charge one-half of what the state charges. Comm. Crawford felt that we could have ,an election and vote the Florida Telephone Co. out of Ocoee. Comm. Crawford made a motion to table .this discussion until Mr. McQuillan could go back to his company., Comm., Whitehead seconded the motion. Comm. Crawford, Turner, Carter & Whitehead voted YES. No NO'S. Carried unanimously. Mr. Bill Breeze was present in regards to the Central Florida Fair Exhibit and asked tte City to donate towards this exhibit. Comm. Crawford made a motion to give them $200.00. Comm. Whitehead sec= onded the motion. Comm. Crawford, Turner, Carter & Whitehead voted YES. No NO'S. Carried. unanimously. Vivian Rogers was present to ask for a donat~on for the Boat Regatta. Comm. Crawford made a motion to donate $200.00. Comm. Whitehead seconded the motion. Comm. Crawford, Turner, Carter & Whitehead voted YES. No NO'S. Carried unanimously. Mrs. Rogers also complained about her neignbors having a numerous amount of animals and is creating a public nuisance. Comm. Crawford made a motion to authorize our attorney to draw an ordinance per- taining to this. Comm. Carter seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Mr. Vignetti was to ask other cities to send us a copy of their ordinances on this matter. A letter had been received from the Department of Health and Re- habilitative Services in regards to our new well. Comm. Whitehead stated he felt someone was interfering with the water department and he thought'is was the City Manager. Cliff Freeman was present to ask for annexation of the proposed trailer park on the Silver Star Road. Mr. Rhodes had drawn the necessary ordinance and Comm. Carter made a motion to accept the first read~ng of the ordinance and set the public hearing for February ~, 1972. Comm. Crawford seconded the motion. Comm. Crawford, ~urner, Carter and Whitehead voted YES. No NO'S. Carried unanimously. Mayor Fox ~eported that Representative Milburn would be at the City Hall January 19, 1972 at 12:00 NOON. , A meeting is to be held Thursday night with the East Central Florida Planning Council with Mayor Fox and Mayor Barley con- cerning sewerage for Ocoee and Winter Garden. Mr. Vignet,ti submitted some subdivision regulations that he had drawn up for Ocoee. No action was taken. Comm. Whitehead reported that a City employee had been working on outside equipment at the City Barn.. The Mayor stated the mechanic left his tools at the barn and he did not see anything work with him working durfung his off hours. Comm. Crawford said he had worked "at several places and had always been allowed to use the shop on his off hours. After some discussion on the subject Comm. Crawford made arotion not to have anymore work done on outside vehicles at the City Barn. Comm. Whitehead seconded the motion. Comm. Turner amended the motion to include that no City employee use any City pDoperty to benefit himself. Comm. Carter seconded the amendment to the motion. Comm. Craw- ford, Carter ,and Turner voted YES on the amendment. Comm., Whi te- head voted NO. Amendment was carried. Comm. Crawford, Carter, and Turner voted YES on the motion as amended. Comm. Whitehead voted NO. Motion as amended was carried. I I A representative from ,the Ramada Inn was present to askaa about opening and closing hours for alcoholic beverages. He wanted to know if he could stay open until 2:00 A.M. without live entertainment. He said his band played until 1:00 P.M. It was decided that if the band plays at least 50% of the time they can stay open until 2:00 A. M. Comm. Whitehead made a;motion to accept ordinance #547 being an ordinance of the City of Ocoee, Florida relating to the building oode of the City of Ocoee, Florida, and requiring that cast iron copper-or galvanized steel pipe be used under ~ettain circumstances. Comm. Crawford seconded the motion. Comm. Crawford, Turner, Carter and Whitehead voted YES. No NOrS. Carried unanimously. There being no further business Comm.
