MINUTES OF THE REGULAR MEETING OF THE CITY

FEBRUARY 15,1972

The meeting of the City Commission was called to order by Mayor
Fox at 7:00 P.M: The minutes of the last regular meeting held
February 15, 1912 were read and approved.
Comm. Lewis Whitehead made a motion to approve all bills in order.
Comm. John Carter seconded the motion. Voted and carried.

Mr. Hurst came before the council complaining about the south
side of town. He felt that they were being neglected. He wanted
the streets paved.in that area to eliminate dust and mud.
They had been informed by previous commission that they would be
paved. This was to be checked into and pave these streets if
possible.
eomm~ Frank Turne~ made a motion to continue with trying to get
Tri-City Airport. Comm. Lewis Whitehead seconded motion. Comm.
Turner, Whitehead, Cl.,,, .~, j voted YES. Comm. John Carter voted NO.

Mr. Rhodes, city attorney stated that he was working on ge~ting
State to place City Limit signs where the City of Ocoee had annexed
the Road Right-of-Ways.
Comm. Lewis Whitehead made a motion to pay Raymond Cook two weeks
vacation pay after his resignation. Comm. Frank Turner seconded
the motion. Comm., Turner, C"....~ :.,'.J., Whitehead, Carter voted YES.
Motion carried unanimously.
Mrs. Shelton Wicker came before the commission wanting to annex
some property on Apopka Road into the City of Ocoee with C-R zoning. I
The zoning Board reviewed this property to be annexed with proper
zoning and reccommended it to the City Commission. Eomm~ Frank
Turner made a motion to draw up an ordinance annexing the property.
Comm. Lewis Whitehead seconded the motion. Comms. Whitehead, Turner, I

Carter voted YES. I
No action was taken on a discussion to annex west side of Ocoee Hills
Road from SSR to Center St.
Robert Jocoy represented by his attorney James Powers made application
for license~to do business in Ocoee Shopping Center selling records,
tapes, posters,-general merchandise license. It wouldbbe.a shop
for young people. It is normally called a head shop.

Mayor Fox asked about pornographic material in the shop. Mr. Joooy
stated that there was none.
Delma Fields stated they wanted to rent building for tapes and
records, leather goods, etc., but he went in the shop and saw pictures
offensive to him and would not rent if these pictures are in the
shop. The young people had a teacher present to give the meaning of
the emblem on the window of the shop. He stated the emblem stood
for peace. l'he circle was the world, straight line going up-man,
two going down-unarmed in the world.
Mayor Fox said that legally, we h8\r~e to give license to Robert Jocoy, 1
but that it would be against his personal feelings.

Comm. Frank Turner stated that in his personal opinion he would do
everything in his power to keep them closed.
Comms. agreed that according to law we will have to issue them a
license to operate their shop.
Walter Kuhrt made a study of the road in the Industrial Park and
his studies show that are 6 inches of limerock on each end and
6~ inches in the middle.
Comm. Whitehead made a motion to accept Ordinance No. 549, (An
ordinance annexing certain property into the municipal boundaries
of the City of Ocoee, Florida} Comm. John Carter seconded motion.
Comms. Whitehead, 6arter, Turner voted YES. Motion carried unan-
imously. ---
Comm. Carter made a motion to accept ordinance No. 550(An ordinance
of the City of Ocoee, Florida, amending ordinance No. 516, a zoning
ordinance to alter the provisions regarding side yard set back, lot
size, and floor area size in residential districts)
Comm. Whitehead seconded the motion. Comms. Carter, ~fuitehead,
Turner voted-f'IES. Motion carried unanimously.
~~. Rhodes had Occupational License Ordinance ready for reading.
Mr. Vignetti asked if we could go ahead and use the prices in the
ordinance. The attorney said that it would be all right if there
were no oppositions.
'Mayor Fox stated the green house on Bluford Ave. across from Over-
land Hauling was a hazard to the public. Attorney Charles Meiner
has custody of this property. Mayor Fox requested that our attorney
write Mr. Meiner to have this house cleaned up.
90mm. Carter reported on a trip that he and the City Manager John
Vignetti made to Lakeland. It was a meeting about the sewerage
problems. They talked to Mr. Hudson and found that there was no
order given that the City of Ocoee has to go with Winter Garden
on sewerage. Mr. Vignetti is to make an appointment with a man
in Jacksonville to discuss this problem.
The Ocoee Fireman collected in excess of $1500.00 ~or the C. P.
Telephon.
Mayor Fox said that he attended the first service of the New Nazarene
Church and welcomed them into the City of Ocoee.
Mayor Fox further stated that County Commissioner Benham had approved
two(2) stop lights wh~ch would be installed in the next three to
six months.
There being no further business Comm. Whitehead made a motion to
adjourn this meeting. Comm. Turner seconded the motion. Commissioner
meeting adjourned at 8:37 P.M.
