MINUTES OF THE REGULAR MEETING OF THE CITY
COMMISSION OF THE CITY OF OCOEE, FLORIDA HELD
OCTOBER 17, 1972
PRESENT:
MAYOR HUBERT W. FOX, COMMS. JOHN CARTER, LEWIS
WHITEHEAD, FRANK TURNER, RAYMOND CRAWFORD, JR.
ABSENT: NONE
The meeting of the City Commission was called to order by Mayor
Fox at 7:07 P.M. Tohe minutes of the regular meeting held October
3, 1972 were read. Comm. Crawford made a motion to accept the
minutes as read. Motion was seconded by Comm. Turner. Motion
was carried with a' YES vote from Comms. Turner, Carter, Whitehead,
Crawford. The minutes of the special meeting held October 11,
1972 were read. Gomm. Crawford made' a motion to accept the
minutes as read. Comm. Carter seconded the motion and the motion
. was carried with a YES vote from Comms. Carter, Whitehead, Turner,
Crawford. No NO's..---

I
First on the agenda were the agents for the group insurance
bids. Attorney. John Rhodes 'stated that since there was .not-
enouth information for the agents to come up with accurate
bids, there was no need in making a decision at the time.
Comm. Crawford made a motion to table the group insurance bids
until the next council meeting. Motion was seconded by Comm.
Whitehead. Motion was carried with a YES vote from Comm~.
Carter, Whitehead, Crawford. Turner voted NO .
Mayor Fox set a special meeting for October-rI, 1972 to
make a decision on the group insurance.
Johnny Arnold came before the C~mmission requesting that his
franchise on his Taxi Service with the City of Ocoee be . extended
five more years, after his franchise is expired two years from
now. Comm Whitehead made a motion to extend Arnold's Taxi
Service franchise. Motion was seconded by Comm.. Crawford. Motion
was carried with a ~ vote from Comms. Carter, Crawford, Turner,
Whitehead. No NO's. Attorney Rhodes said that a new franchise
would have to be written.
City Manager John Vignetti gave the City Commission a letter
from the City and County Engineers approving the Twin Lake
Manor plans for drainage, paving and water. Comm. Carter made
a motion to accept the final plans on Tw~n Lake Manor project.
Motion was seconded by Comm. Crawford and carried with a YES
vote from Comms. Carter, Crawford, Turner, Whitehead. No NO's.
Mr. Hartzog came before the Commission with a letter of request
of annexation and zoning for the Murray Estates on Marshall
Farms Rd. Comm. Whitehead made a motion to give Commission
Approval to Mr. Hartzog to go before the Planning and Zoning
Board with his request. Motion was seconded by Comm. Crawford
and carried with a YES vote from Comms. Carter, Whitehead,
Turner, Crawford. No NO's.
There was a 2nd and final reading on Ordinance No. 576, to-wit:
AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA, CHANGING THE ZONING
CLASSIFICATION OF CERTAIN AREA WITHIN THE MUNICIPAL BOUNDARIES.
(Folsom Property) Comm. Crawford made a motion to accept the
ordinance. Motion was seconded by Comm. Turner and carried
with a YES vote from Comms. Turner, Carter, Crawford, White-
head.NO NO's.
There was a 1st reading on an ordinance to re-zone the Spradley
Property from R-lAAA to R-lAA.
There was a recommendation from the Planning and Zoning to
deny Hazel Griffith's petition for re-zoning. Comm. Whitehead
made a motion to table the Commission decision on the recommen-
dation until Mrs. Griffith could have a chance to amend her
petition. Motion was seconded by Comm. Crawford and carried
with a YES vote from Comms. Carter, Turner, Crawford, White--
head. No~.
Comm. Turner made a motion to accept the Planning and Zoning
Board's recommendation to ap~rove the dormatory r~quested by
a new business to be in the West Orange Industrial ~ark.
Motion was seconded by Comm. Carter. nComms. Carter, Turner,
voted YES. Comms. Whitehead and CDawford ~~~. Mayor _
Fox ste~peq. down to vote YES to carry the rnot~ .
Mayor Fox stated that the Commission would meet with the FHA,
on p~ans for the water tank.
Attorney John Rhod~s said that he would be filing the quiet
title suits and saw no risk in going ahead with having the
architects begin their pla~s.Comm. Crawford made a motion to
start the process on the new City Hall and turn it over to the
City Engineer. Motion was seconded by Comm. Turner and carried
with a YES from Comms. Turner, Carter, Crawford, Whitehead.
No NO's.

c.omm. Turner 'brought an issue of changing the p~ices for. filing
petitions for re-zoning an~ etE. Comm. Crawford made a motion
to table this discussion until a later meeting~ Motion was
seconded by Comm. Turner and carried wit~ a YES. vote from
6omm. Turner, Carter, Whitehead, Crawford. ~O's.
Mr. Rhodes stated that a Mr. Ken Ward had contacted him requesting
a letter regarding an~ differences in City and County Zoning
Ordinances about condiminums. Since the City and Oounty
classing was the same the City Manager. and Attorney Rhodes were
given instruction to prepare this letter.
There was a discussion on having a fish fry rally, but the
majority of candidates felt that it was not necessary.
There being no further business to be brought befor~ the Commission
Comm. Crawford made a motion to adjourn. Motion was seconded
by Comm. ~urner and meeting adjourned at 8:15 P.M.
