Frank Turner, Robert Lyle, Carmon Hamby, O. David Harper I ! The special meeting of the City Commission was called to order by Mayor Fox at 7:32 -F.M. I.. . . Bob Watson was present from Stone & Youngberg, Municipal Financing Consultants, Inc. to answer questions from the Commission on financing for the Water Tank. Mabor Fo~ asked if there was a~clause stating that they could pay th~s debt off before the 25 yr. term. Mr. Watson stated that they COU1~paY the debt off with a penalty in 1982. The bond issue could e expanded to take in sewerage plans but not city hall building. ity .Commission would have to take out new bond issue for municipal building financing. PRESENT: ABSENT: NONE Comm. Lyle made a motion to accept the proposal of $300,000.00 Bond Issue from Stone & Youngberg and that we use the 25 Yr. term, with the stipulation that the final resolution be subject to approval by the City Commission and the Bonding Company. Motion aas seconded by Comm. Harper and carried with a YES vote from Comms. Turner, Lyle, Hamby, Harper. No NO's. Contracts were signed by the Mayor'and Clerk and sealed with the City of Ocoee Seal. Comm. Harper made a motion to amend the $300,000.00 bond issue to $400,000.00 with the stipulation that the extra $100,000.00 would not be used unless approved by the City Commission. Motion was seconded by Comm. Turner and carried with a YES vote from Comms. Turner, Hamby, Lyle, Harper. No NO's. Comm. Turner made a motion to have Chiaago, Iron and Bridge Works contacted to go ahead because the City now had the financing. The motion was seconded by Comm. Harper and carried with a YES vote from Comms. Harper, Turner, Lyle, Hamby. No NO's. Mayor Fox imstructed the City Manager to contact Richardson of Chicago, Iron and Bridge and Walter Khurt, City Engineer and nave ,-completed plans by January 3, .1973. City Manager John L. Vignetti suggested work session with the city engineer on Thursday night, November 30, 1972. Comm. Turner made a motion to give approval on tentative plans of Scotty's Builders. Motion was seconded by Comm. Lyle and carried with a YES vote from Comms. Turner, Lyle, Hamby, Harper. No NO's. There being no further business, Comm. Harper made a motion to adjourn the special meeting. Motion was seconded by Comm. Turner and carried with a YES vote from Comms. Turner, Lyle, Hamby, Harper.
