FRANK TURNER, ROBERT LYLE O. DAVID HARPER, CARMON HAMBY NONE ABSENT: The meeting of the City Commission was called to order by Mayor Fox at 7:00 P.M. . The minutes of the last regular meeting held November 21, 1972 and the minu~es'~f7the special meeting held November 27, 1972 were read. eomm. Lyle stated the $300,000.00 be clearly written in the minutes to reflect that it is the actual figure for bond use and the $100,000.00 is to be used only if deemed necessary. Attorney John Rhodes said that the representative's correct name was Wagner, "from Stone & Youngberg, and that the statement of signing and_sealing the contract should come after the motion of amending the amount of the bond issue. Comm. Lyle made a motion to a'ccept t'he amended minutes of the regular and special meeting. The motion was seconded by Comm. Harper and carried with a Yes vote'from Comms. Comm. Lyle made a motion to deny the zoning request and leave the property as R-IA. Comm. Hamby asked that Comm. Lyle withdraw his motion until he read a section out of the Zoning Ordinance. Comm. Lyle withdrew his motion and Comm. Hamby read a section from the Zoning Ordinance. Comm. Hamby made a motion to deny the planning and zoning reccommendation because it violates the zoning ordinance and there is no commercial property in that section of Ocoee and the surrounding area is highly opposed to the re-zoning. Comm. Turner meconded the motion and was carried with a YES vote from Comms. Turner, Hamby, Lyle. Comm. Harper abstained from voting because he felt that it was not properly before the City Commission anyway. Bill Breeze came before the City Commission asking for police and fire dept. help in the Sheriff's Boy Ranch Boat Regatta. Comm. Turner said that there should be more praise given to the departments for the help I J I I they provide. Bill Breeze stated that the biggest job was the need for the fire department divers. Comm. Lyle made a motion to have the fire and police department with the Boat Regatta Upon the approval from the Fire and Police Chiefs. The motion was seconded by Comm. Harper and carried with a ~ vote from Comms. Turner, Hamby, Lyle, Harper. No NO's. ~1r. Shannon came before the City Commission to ask permission to hold Square Dance Lessons in the Youth Center one night a week. There was a general discussion on the size of classes, the cost, the nights available and the price of rental. Comm. Lyle made a motion to grant him permission to use the Youth Canter on a night that would not conflict with anything else. The motion was seconded by Comm. Turner and carried with a YES vote from Comms. Turner, Lyle, Harper. Comm. Hamby voted ~. Mayor Fox state~t with the Commission approval the rent would be $10.00 a , and Shannon would be responsible for the cleanliness of the building. Alton Julian came before the City Commission with a request of annexation and re-zoning. Comm. Lyle made a motion to begin annexation on the property across from H. M. Bowness Service ltation. The motion was seconded by Comm. Harper and carried with a ~ vote from Comms. HArper, Lyle, Hamby, Turner. No NO's. Attorney John Rhodes states that annexation was usually done with the proper zoning all ready in the ordinance and should go before the planning and zoning board. Comm. Harper made a motion to strike the previous motion and send Mr. Julian to the planning and zoning board. The motion was seconded by Comm. Hamby and carried with a~ vote from Comms. Hamby, Lyle, Harper, Turner. No NO's. Cliff Freeman came before the ~ity Commission with a request, to begin annexation of property on A. D. Mims Rd. with the reccommen- dation to go to planning and zoning board for re-zoning. Comm. Turner made a motion to annex the property subject to approval from the zoning board on the change~ that the zoning board had marked on the map. The motion was seconded by Comm. Harper and carried with a YES vote from Comms. Hamby, Lyie~~Harper, Turner, No NO's. FHA representatives Donovan and Habel were at the City Commission meeting to discuss the Twin Lake and Fox Fire Developments. They asked the City to consider an agreement with the intent to take over the sewerage system if something developed that Amick could not continuw to operate the system. Unless City considers this agreement the project will have to go through a third party which would delay.the project. Mayor Fox said that.in all fairness the new 60mmissioners should be given time to study the situation. The City Manager stated that the City was not in any position to commit themselves on something this important at this time. Mayor Fox asked for a table on the discussion and bring it up in a work . I seSSlon. Comm Harper, made a motion to have the City draft a letter of intent to give permits on extension of Ramada Inn s~bject to approval of the plans. The motion was seconded by Comm. Turner and carried with a YES vote from Comms. Harper, Turner, Lyle, Hamby. No NO's. City Manager reported that permits were issued for Allied Book Warehouse and Geiger-Jones General Office-value of buildings at $96,000.00 and $220,000.00. There waa a second and final reading on Ordinance No. 578,to- wit: AN ORDIMANCE ANNEXING CERTAIN PROPERTY INTO THE MUNICIPAL BOUNDARIES OF THE CITY OF OCOEE, FLORIDA AND ESTABLISHING THE ZONING CLASSIFICATION OF SUCH PROPERTY. Comm. Turner made a motion to accept the ordinance. The motion was seconded by Comm. Hamby and carried with a YES vote from Comms. Hamby, Turner, Harper, Lyle. No NO's. Comm. Hamby made a motion to appoint L. R. McRoberts to the Planning and Zoning Board, replacing him. The motion was seconded by Comm. Lyle and carried with a YES vote from Comms. Lyle, Hamby, Harper, Turner. No NO's. The City Commission suggested that a letter be sent to Z. R. Breeze for the Considerable amount of money that he contributed toward the rescue truck. Mayor Fox instructed the .Clerk to give the City ~~nager the raise due to him. There was some controver9Y about paying the zoning board members if they missed many meetings. There being no further business to discuss, Comm. Turner made a motion to adjourn the City Commission Meeting. . The motion wax seconded by Comm. Harper and carried with a YES vote from Comms.
