FOX, COMMISSIONERS FRANK TURNER, ROBERT LYLE, CARMON HAMBY, DAVID HARPER. ABSENT: NONE PURPOSE: DISCUSSION OF PROS AND CONS OF PROPOSED EFFLUENT SPREADING PLANT. The specia meeting of the City Commission was called to order by Mayor Fox at 7:05 P.M. Mason Wines, Attorney representing Mr. Tom West opened the discussion with contesting remarks aginst the proposed Effluent Spreading Plant. Some of these objections being, the possible devaluation of surrounding property in this area, also the viral contamination that will be spread. Mr. Wines also questioned the Commission as to whether the proper amount of land the City of Winter Garden had purchased to place this plant on. Mr. CL Cauley, a land owner in the proposed area , asked if there was any danger of being made to sell his property as his boundry line is adjoing the proposed site at this time. Michael Johnson, representing the Orange County Pollution Control was present and presented facts concerning the RROS and CONS of Effluent Spreading. Mayor Fox suggested that the commissioners adopt a resolution again'st any progress wi th Effluent Spreading Plabt until further study was made. Mayor Fox further stated that he was not fighting against Winter Garden handling our sewage, only the chosen location of such plant.. Comm. Turner made a motion to adopt a resolution against effluent spreading in this area. Motion was seconded by Comm. Harper. Motion was carried with a YES Vote from Camm. Lyle and Comm. Hamby. No NO'S. Comm. Harper made a Motion to engage Mr. Walter Kuhrt as engineer to make an in-depth feasibility report~to include whether it would be best for the interest of the city to pump sewage to the west to Winter Garden or to the East to Orlando or to Construct our own sewage plant. Motion was seconded by Comm. Turner. Motion was carried with a YES Vote from Comm. Lyle and Comm. Hamby. No NO'S. Comm. Harper made the motion to adjourn, there being no further bussiness to be brought before the commission. Comm. Hamby seconded the motion. Meeting was adjourned at 8:35 P.M.
