mINUTES OF THE REGULAR MEETING OF THE CITY COMMISSION
OF THE CITY OF OCoEE, FLORIDA HELD MAY 1, 1973.
PRESENT: Mayor Fox: Comms. Hamby, Turner, Lyle, and Harper.
ABSENT: None.
The meeting began at 7:03 P.M. The minutes of the last regular
meeting were read. Comm. Turner moved to accept the minutes as
read, seconded by Comm. Harper.

Ordinance 584 was read. It was a Public Hearing and Final Read-
ing for theannexation and zoning ef the West 80 acres. Comm.
Lyle made the motion to accept the ordinance, seconded by Comm.
Turner. No nays. Motion carried.

Comm. Lyle moved to accept the Planning and Zoning Board's
recommendation for the request for annexation and zoning of the
east 80 acres, seconded by Comm. Harper. No nays. Motion carried.
Public hearing set for May 15, 1973.
James Cothern asked Council for a donation of $200.00 for the Girls
Senior Leag~~ Baseball team. Comm.Turner made the motion to accept
the request, seconded by Comm. Harper."No nays. Motion carried.

Mr. Eastman came before the Council stating the problem he is hav-
ing with the drainage from Starke Lake Cir. eroding his property.
Dicussions were held concerning the best possible way to stop the
problem. Mayor Fox told Mr. Eastman the Council would continue
to try to solve the proplem and Mr. Vignetti would check into the
matter.

The citizens group from Peach Lake came asking the Mayor to be
Chairman of their committee. He declined saying that a council-
man would be more affective since he had a vote and the Mayor
did not unless there was a tie. Comm. Harper suggested Comm.
Hamby take the position. He accepted. Discussions held on buses
being parked in residential areas. The citizens were told that
there was an ordinance restricting this. It was asked if the
city had an ordinance that specified at what length grass had to
be cut. There is none. Comm. Lyle recommended that Council
draw up an ordinance on improved property that would specify the
length of grass (6 inches). Comm. Hamby seconded. No action.
Mr. Caldwell said to look at the Nuisance Ordinance and see if
there were any other changes to be made. General discussions on
the old refrigerators and cars. Lt. Turner was asked to enforce
the 11:00 P.M. curfew for kids under 17. Dick Caldwell was asked
to write Hodes Construction a letter, concerning closing him down
if he does not finish the roads etc. soon.

Mr. Hazen came discussing the Zoning of Parks Bakery, if it is still
Commercial or not. Mr. Freeman, the owner of the property, also
came for the discussion. He was told that he must request rezoning
and have a Public hearing on the property since thereis some ques-
tion as to the zoning.

Mr. Breland Came asking the Council if they wanted the National

Boat Races held in Starke Lake. Comm. Hamby and Harper against it.
Comm. Turner, Lyle and Mayor Fox for it. Majority rules. Mr.
Breland also asked if the city would support the function. The
City agreed.
Mayor Fox made a proclamation that May 5 be Leroy Turner Day.
8, R-3 Density Change Discussion. Comm. Lyle moved to keep it
tabled, Seconded by Comm. Harper. No nays. Motion carried.
General Information:
1. Charter Commission Meeting 7-9P.M., May 9, 1973. Comm. Hamby,
Lyle and Mayor Fox will go.
2. Work session with architect- 7P.M. May 2, 1973.
3. Mr. Vignetti proposed to use the Revenue Sharing taxes to pay
off the water tower debt. Comm. Turner moved to accept the pro-
posal, seconded by Comm. Hamby. No nays. Motion carried.
4. Mr. Arnold came requesting an extension of 3 yrs. (until 1980)
on his taxi franchise. Comm. Turner moved to accept request, seconded
by Comm. Harper. No nays. Motion carried.

John Carter came asking if the City would sell him some land for a
new shop. Mayor Fox suggested that Council study the matter. Mr.
Carter asked if there was an ordinance against high speed of trains
and is so would the city enforce it.
Comm. Turner has been approached about treating the Ocoee High School
Baseball Team to a steak dinner at the Ramada Inn. Comms. Lyle
and Harper agreed but felt the Commissioners should take them.
Comm. Hamby moved to adjourn, seconded by Comm. Turner at 9:50 P.M.
