The meeting began at 7100 p.m. The minutes of the last meeting were
read. Comm. Harper stated that in the annexation of unincorporated
property, it shou~d read the property of the Silver Star Road Right
of Way. Comm. Lyle pointed out that Mr. Wurst of the Planning & Zoning
Board did not resign, his term was up. Mr. Wurst was in the audience.
after being queried by Mayor Fox. stated his term was up but he did
not wish to be reappointed. After these corrections to the minutes
Comm. Harper made a motion to accept minutes as corrected, seconded
by Comm. Turner.
1. On the Zoning Board recommendation to rezone RI-AA to Cl and R3,
Comm. Harper made a motion to refer said rezoning back to the
Planning and Zoning Board\ for futher consideration, seconded by
Comm. Hamby. Unanimous. Motion carried.
2. Rusty Johnson came representing the Ocoee Jaycees asking the Cities
help financially to hold a Political Rally. Comm. Lyle made a motion
to use one half of the qualifing fees subject to legality (Attorney
Caldwell to research and notify City Manager), seconded by Comm.
Hamby. Unanimous. Motion carried.
3;~Sh~p & Go - Mr. Foxworth came requesting a Beer & Wine license for
s~jd store. Motion made to grant license by Comm. Harper, seconded
by Comm. Lyle. Unanimous. Motion carried.
4. Mr. Amick-Sewerage Agreement. Copies of Agreement were given to
council to read. After much discussion Comm. Lyle made a motion that
the City Attorney meet with Amicks Attorney and make the necessary
changes. seconded by Comm. Harper. Unanimous. Motion carried.
5. Personnel Policies. Comm Turner made a motion to adopt policies
as ammended with the section on Grievance Board to be added later,
seconded by Comm. Harper. Unanimous. Motion carried.
6. Dcoee High School - Comm Lyle made a motion that Coach Guthrie be
notified that Ocoee High School could play their baseball games on
the new field. seconded by Comm. Harper. Unanmious. Motion carried.
Dean Richards came on behalf of Ocoee Lions ~lub and presented
banners to each Commissioner and the Mayor in appreciation of their
past support.

Doug Everd from Prudenti~l Insurance Company presented a disability
program for the City employees to council. Camm. Harper made a
motion to hold a Special Meeting to futher discuss this matter on
30 October 1973, seconded by Comm. Turner. Unanimous. Motion carried.
Comm. Lyle made a motion to continue Chief Turners salary at the
old rate of pay for two more weeks, seconded by Comm. Harper.
City Manager statsd water tank color could be changed, Light blue
is the color agreed on.
Mayor Fox stated he had received a letter from Correctional Division
stating there was to be guards on duty (when there is a prisoner)
twenty four hours a day. Attorney Caldwell is to look into this
matter.
Comm. Lyle ask about the Davis property problem, City Manager assured
him it had not been forgotten.
Comm. Hamby stated that Mr. Phillips of Certi-Fine would like a load
of lime rock put on Bay st.
On the recommendation from the Planning & Zoning Board to one way
the road at Minorville Crossing to Story Road. Comm. Harper made a
motion to table, seconded by Comm. Turner. Unanimous. Motion carried.
Mr. Wurst came! before council stating that for sentimental reasons l' r
he would like to have the old clock hanging in City Hall if it is
ever done awa~' with.
Bill Spurlin of Lyman st. came before council saying that the house
adjacent to his property had been condemned and torn down and the
owner was going to build apartments on said property. Council
assured him apartments could not be built without the rezoning of
the property 2:t ~ich time he would be notified.
Being no futhElr business Comm. Hamby made a motion to adjourn,
seconded by Comm. Turner. Unanimous. Meeting adjourned at 9:00 p.m.
