MINUTES OF THE CITY COMMISSION OF THE CITY OF OCOEE HELD
JA N UA R Y 3, 1974

Meeting was called to order at 7:30 p.m. with an offering of prayer
followed by the Pledge of Allegiance. Minutes of the last meeting were
read. Comm. Hamby made a motion to accept minutes as read, seconded by
Comm. Lyle. Unanimous.
Bill Spurlin of Lyman Street came before council stating that on 20
December 1973 there was a public hearing on the rezoning of orooerty
ajoining his for building apartments, he was unable to attend this
meeting due to illness. Mr. Spurlin stated he is against said rezoning
and ask if there was anything he could do to stop it. Mr. Spurlin was
informed that this Zoning Board recommendation had not come before council,
but would be on agenda for 15 January 1974.
City Attorney read Ordinance on annexation of 40 acres of North Spring-
dale. After much discussion Comm. Crawford made a motion to table
said annexation, seconded by Comm. Hamby. Unanimous.
City Attorney read Ordinance on the zoning of the 40 acre North Spring-
dale tract to RIA. After much discussion Comm. Crawford made a motion
to table said -zoning, seconded by Comm. Hamby. Unanimous. City
Manager was instructed to ask for a site plan on the 40 acres broken
down as to what is to be constructed and on which lot it is to be built.
Civil Service Commission Progress Report: Mr. Johnson of said commission
came before council with a report. It was decided a work session would
be held on 9 January 1974, at 8:00 p.m. at the City Hall.
Stone-Youngberg: Robert Powell came before council and reported that
the City was just meeting their debt service on the water system bonds
and advised the City against lowering the water rates. Comm. Crawford
,
made a motion to go back to old water rates, seconded by Comm. Hamby.
Comm. Crawford withdrew his motion, Comm. Hamby withdrew his second.
Comm. Crawford made a motion to hold a work session to discuss the
water rates at 8:00 p.m. 16 January 1974, seconded by Comm. Hamby.
unanimous. The Mayor called for a Special Meeting to be held after said
work session.
Mrs. Betty Turner - Reviewal of plans on 400 Unit apartment comple~;
In Mrs. Turners absence this discussion was tabled, however the City
Manager was ask to remind Mrs. Turner of the 10% on water lines and
the 5% recr8atinnHl ~ssessment.

6. Jeff Fugua presented his preliminary plot plans for approval. Comm.
Lyle made a motion to approve preliminary plans, seconded by Comm.
Haroer. Unanimous.
Comm. HarDer made a motion to adopt the Sick Leave Policy as presented
by the City Manager, seconded by Comm. Crawford. Unanimous.
Approval of Employees' Sick Leave payment $20,181.87 acct. #1553 and
approval of payment to Watson & Company for $8,064.00 acct. #3085 was
given.
Comm. Hamby ask what could be done about the bad dip on Flewelling St.,
after much discussion the City Manager was instructed to put a Dip road
sign at location on said street.
Comm. Hamby also reminded council that Peach Lake Manor residents had
been promised a marker for their sub-division long ago. Comm. Hamby is to
contact Mr. Hager about said project.
No progress has been made on~e Thelma Davis property but Comm. Lyle
was assured it had not been forgotten.
City Manager was instructed to notify Gillis Morrison of 219 Security
in written form that his addition was in violation of zoning ordinance
and he has thirty (30) days to go before the Board of Adjustments
before legal action was taken against him.
It was decided that in the future the Building Inspector must have a
drawing on all plans before issuing a building permit.
The Mayor appointed Rev. ViII Marr temporary City Chaplin.
It was suggested that a priority list of streets to be paved be drawn up
and presented to the County.
The Mayor established a Recreation Commission and appointed Clay
Carpenter as temporary chairman.
There is to be an informational meeting to discuss the Senior League
Ballfield at 7:30 p.m. on 10 January 1974.
Comm. Hamby ask that around the bus stop and the front of the City Hall
be cleaned up.
Comm. Lyle praised the Fire & Police Departments on their promptmess
and knowledge when they were called last week to take care of his son
following a fall from a horse.
Comm. Hamby made a motion to adjoun at 11:05 p.m.,seconded by Comm.
Haroer. Unanimous.
