MINUTES OF THE CITY COMMISSION OF THE CITY OF OCOEE HELD APRIL 16, 1974
PRESENT: mAYOR VANDERGRIFT, COMM. LYLE, CRAWFORD AND HAMBY
ABSENT: COMm. HARPER
1. Meeting was called to order at 7130 p.m. with an offering of prayer
from Comm. Hamby, followed by the Pledge Allegiance. Minutes of the last
meeting were read. The City manager stated that item four should be 50~
per customer instead of 10%. Comm. Crawford made a motion to accept minutes
as corrected, seconded by Comm. Hamby. Unanimous. Minutes of the Special
Meeting were read. On page two paragraph two it should read "paving & re-
surfacing of streets and construction of new sidewalks," Comm. Hamby
moved to accept minutes as corrected, seconded by Comm. Crawford. Unanimous.
H.A. Ross and his attorney came before council again asking that the
30. of California Ave. and the remaining portion of Oak Street be abandoned.
After much discussion the City Attorney recommended to council not to
abandon above streets at this time.
2. Fire District: Mr. Mimms of the Fire District came before council
stating on May 28, precincts 36-A and 38 would be voting on whether or not
they want a Fire District. If the vote is favorable then five commissioners
will be appointed within these districts and those commissioners would
propose a contract with the City of Ocoee or another already orgaoized
Fire Dept. If the vote is not favorable the persons in these precincts
would be responsible for their own protection. The five commissioners will
also set the millage, however three mills will be the highest that can
be levied.
4. Mr. Dye of Bel-Aire West and his attorney, Mr. Hutchinson came

before council stating they would honor all commitments they had made ~
but Geneva St. was not involved. They further contended that there was
no record indicating Geneva was a platted street and that_there was already
approximately $150,000 in houses constructed on Geneva st. Comm. Lyle
stated he felt the City had a right to the 3D' right of way on Geneva and
he was not ready at this time to take any action. Mr. Dye stated that
on the paving of Lakewood, Be1-Aire had a contract with the City dating
back to Nov. of 1972 that stated if the City paves Lakewood within three
years of contract Bel-Aire would pay ~ thecost of paving per lentil footage
of their property. Comm. Lyle ask if three estimates were obtained would
they pay ~ the cost to the City and the City put that money into escrow
until said City could afford to pave said street. Mr. Dye stated he would
stick to his original agreement and that was all. The City Manager was
instructed to have the City Engineer obtain estimates on paving Lakewood

to White Road. Glen Thomas (City Surveyor) was instructed to investigate
circumstances surrounding Geneva street and give council his opinion.
Comm. Lyle stated the cost should include sidewalks and curbing. Comms.
Hamby and Crawford disagreed. Comm. Crawford made a motion that Lakewood
be paved, curbed and drained, seconded by Comm. Hamby. Comm. Hamby and
Crawford yea Comm. Lyle ney. Motion carried.
White Road: Bel-Aire contends they only agreed to pay ~ the cost
of paving White Road as it abutts their property. Mr. Hutchinson stated
Bel-~ire would pay the $6,000. recreational assessment when all other
matters were cleared up. Comm. Lyle stated he did not think these developers
were acting in good faith. After much discussion the City Attorney was
instructed"by council to try and negotiate with Bel-Aire. Comm. Hamby
moved to table until next regular council meeting, seconded by Comm.
Crawford. Unanimous.
3. Mr. Tyus came before council requesting that the City bill and collect
from his sewerage customers at 50~ per connection for the City starting
1 June 1974. Mr. Tyus further stated he would collect all delinquent
accounts. Motion made by Comm. Crawford to bill and collect from sewerage
customers commencing 1 June 1974, seconded by Comm. Hamby. Unanimous.
6. Rene Sayyah representing the youth council came before the City
Council requesting a donation of 3500. from the City to pay for two)bands
hired for an all night Luau to be held at an area known as the Pines.
The Luau is being held to raise money to help the youth center finance
their summer dances. After much discussion and strong disapproval from
Comm. Crawford, Comm. Lyle made a motion to donate $250. providing the
police clear the area at 3:00 a~m. and said area be policed at all times,
seconded by Comm. Hamby. Comm. Hamby and Lyle yea, Comm. Crawford ney.
Motion carried.
7. Pompano Beach - Council voted to support Pompano Beach which is
asking the state to resubmit financial support for a drainage project.
Gary Guthrie was recommended by the Recreation Committee to the
City manager as their choice for Summer Recreational Director. After much
discussion said subject was tabled and a work session was called for 18
April 1974.
Comm. Lyle stated he felt serious consideration should be given to
lowering the excise tax on fuel oil adjustments.
The Mayor reported he had communicated with Washington about F.H.A.
and he had received a letter but it did not spell out why the City was
turned down.

There was a letter from Mr. McRobert of the Energy Crisis Commission
stating that said commission had been desolved.
Meeting was adjourned at 11:30 p.m.
