MINUTES OF A SPECIAL MEETING OF THE CITY COMMISSION OF THE CITY OF OCOEE
HELD APRIL 23, 1974

The meeting was called to order at 7:30 p.m.
Employee cost of Living Raises In a work session on 18 April 1974 the
City Manager recommended to council that anaaross the board raise of 5%
be given each full time employee. At this time council indicated this was
not enough of an increase and would not be satisfactory to the employees,
at this time the City Manager was instructed to obtain the actual cost of
living rise in the six month period commencing 1 October 1973, he was
further instructed to come up with another recommendation, so at this time
the City Manager proposed that all full time employees making $7,500. per
year or less be given a $50. per month increase and all above $7,~00. be
given a 8% per year increase which would be a cost of approximately $15,396.
to the City per year.
Comm. Crawford stated he felt all full time employees should be giVEn
a 10% across the board raise. Comm. Lyle and Harper felt a per-centage
raise was un-fair, that all full time employees should receive the same
amount. After much discussion from council and employees' that were present
Comm. Lyle made a motion that all full time employees with the exception o~
the City Manager be given a $60. per month across the board increase
retroactive to April 1, 1974, seconded by Comm. Harper. Unanimous.
3. Mr. Tyus of Lakeshore Gardens came before council and after much dis-
cussion Comm. Crawford made a motion to abandon remaining po~tions of Oak
Street including that portion west of the canal which lies within the
confines of Mr. Ross's property (Prima Vista) and the west 30' of California.
The City Attorney was instructed to present an Ordinance to council at next
regular meeting abandoning those portions of Oak Street and california
8venue mentioned above and to confirm the abandonment of streets from the
April 2, 1974 meeting, seconded by Comm. Hamby. Unanimous.
2. Watson & Company: Two representatives of Watson & Co. came befDre
council requesting approval of the completed contract documents and the
right to release public bids. After much discussion the City Manager informed
council that additional architect fees might have to be paid if bids were
let out and the low bid exceeded $900,000. Council was informed that if
there were any errors or omissions Watson & Company would assume the
responsibility at no cost to the City. If the City ask for any changes
then the City will assume the cost. Comm. Harper made a motion to accept

the contract documents, seconded by Comm. Lyle. Unanimous.
Authorization to let bids was made by Comm. Lyle, seconded by Comm. Harper.
Unanimous. Motion was made and seconded to advertise said project in local
paper once a week for three weeks.
Bay street repairs approximately $800.: Comm. Crawford ask City Manager
to find out how many on said street paid City taxes and to find out how
many residents on said street would be willing to come into the City.
The mayor was ask to contact County Commissioner Ben Benham about the
paving of said street.
City Manager was instructed to obtain the cost for capping the following
streets: Ocoee Hills Road from Silver star Rd., Spring Street and Franklin
St. The City Attorney recommended a bond issue for capping said streets.
Work session is to be held the second tuesday in may.
