Meeting was called to order at 7s30 p.m. with an offering of prayer
from Reverend Titus, followed by the Pledge Allegiance. The minutes of
the last meeting were read. It was pointed out that paragraph four should
read "paving of Lakewood to White Rd. to Geneva St." paragraph six should
be summer program instead of summer dances. Comm. Lyle stated that the
excise tax on fuel oil adjustments should read "excise tax on fuel oil ad-
justments on electric bills." Comm. Harper moved to accept minutes as
corrected, seconded by Comm. Hamby. Unanimous. The minutes of the Special
Meeting held 23 April 74 were read. In the last paragraph the City Attorney
did not recommend a bond issue for capping streets. Comm. Harper moved to
accept as corrected, seconded by Comm. Hamby. Unanimous.
In the April 3D, 1974 minutes of the Planning & Zoning Board there was
a motion made to reimburse Mr. Julian the 5100. required fee for petition
#74-1. The City Manager recommended toco~ncil'that the fee not be paid
back. After much discussion Comm. Harper made a motion to table, seconded
by Comm. Hamby. Unanimous.
frank Moore of 144 Lyle Street came before council complaining about
the dust on Lyle Street. Mr. Moore ask if the City would cap said street
or offer some other solution to this problem. Mr. Moore also ask why if
he's in the county does he have to pay City taXi: The Mayor ask the City
manager to check into this matter. After much discussion Comm. Harper made
a motion that if the City Manager could get Lyle and Bay Streets capped for
$2,000 to go ahead with said project, seconded by Comm. Hamby. Unanimous.
The Mayor stated he had talked to County Comm. Benham about the paving of
some county streets and the Comm. had relayed to him that the County would
not assume the cost of paving any street that was not an arterial raod.
2. Paul Pitenger of Mid florida Power Boat Assoc. came before council
requesting permission to put on another boat race with the City sharing in
the proceeds with a tenative date of June 22 & 23. Mr. Pitenger stated the
club would put up the sanction fees and insurance and handle all registration
and the City would have the concessions and handle the advertisement of
said race. After much discussion Comm. Harper made a motion to close the
boat ramps on the aforementioned dates, seconded by Comm. Hamby. Unanimous.

3.. Lakewood Pavings A cost estimate from the City Engineer for the
paving of Lakewood was presented to council. After much discussion Comm.
Lyle made a motion to accept the report and refer it to the City Attorney
and he in turn would forward the estimates to Bel-Aires' Attorney, seconded
by Comm. Harper. Unanimous. The City Attorney was further instructed by
council to inform Bel-Aire that they would be responsible for their share
of an additional 54000 for the constructing of sidewalks on Lakewood.
5. Mr. Sheppard came before council requesting help with the organizing
of a girls softball league. After much discussion Mr. Sheppard was informed
that Coach Guthrie (of Ocoee High School) would be the Recreational Director
for the summer and he would be the person to contact. The Mayor suggested
holding a meeting of interested parents on 16 May at 8s00 p.m. at the
City Hall. The City Manager was instructed to contact Coach Guthrie and
request his presence at said meeting.
4. Report on Geneva Streets In view of the City Surveyors' absences Comm.
Harper made a motion to table, seconded by Comm. Hamby. Unanimous.
1. The first reading of the Ordinance on the abandonment of Polk, Oak,
Chicago and the west 30' of California Avenue was read by the City Attorney.
Comm. Harper moved to accept as read, seconded by Comm. Hamby. Unanimous.
The City Manager stated he had received a call from an attorney re-
presenting Mr. Bowen of 1102 Jamela stating that the generator vibration at
the new water tank site was causing cracks in the walls and foundation of
his home. The City Manager notified Chicago Bridge and Iron and the City
Attorney about said complaint.
City Manager stated he had received a bill from Watson & Company for
$17,000. he was instructed by council to inform Watson & Co. that the
City would stay on payment schedule submitted by Watson & Co. on 20 June
1973, and also to request an itemized statement for the 517,000.
There is to be a work session 14 May 74 at 8100 p.m. to discuss a
Bond Issue for the new City Complex. The City Manager is to contact Stone
& Youngberg and request that they have a representative present.
City Manager informed council that he had hired Coach Guthrie as the

Summer Recreational Director at $150 per week. The City Manager also stated
the County was now in the process of paving Flewelling Street. The City
Manager ask council if building permits were to be issued to Bel-Aire for
construction on Geneva st. After much discussion council instructed the City
Manager to issue NO permits on Geneva Street.
Comm. Hamby ask if any estimates had been obtained on the painting of
the old water tank. The City Manager stated "he would ask for an estimate
from Chicago Btidge & Iron.

Comm. Hamby ask if anything could be done abouth the hyacinths in
Starke Lake. After much discussion Comm. Lyle instructed the City Manager
to call the Pollution Board and the Fish & Game Warden Comm. to see if
they couldn't offer some assistance in the above matter.
Comm. Lyle advised the City Manager that the bus stop ~across from the
West Orange Bank was badly in need of repairs. The City Manager stated it
was being taken care of.
The Mayor stated that Friday 10 May 74 there would be a police escorted
convoy leaving from Ocoee High School in route to st. Petersburg for the
Regional Baseball Tournament.
On 15 May at 1100 p.m. at Howard Johnson on Lee Road there will be a
meeting of the East Central Florida Planning Commission.
The Mayor reported that the Luau was a success and approximately 51,200
was netted. There will be a meeting Sunday afternoon to discuss the best
~_to use the money.
Comm. Lyle made a motion to adjourn at 9145 p.m., seconded by Comm.
Hamby. Unanimous.
