HomeMy WebLinkAbout06-04-1974 I I I MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD JUNE 04, 1974 PRESENT: MAYOR VANDERGRIFT, COMM. CRAWFORD, LYLE AND HAMBY AB~iENT: COMM. HARPER 1. The meeting was called to order at 7:35 p.m. with an offering of prayer from Comm. Hamby, followed by the Pledge Allegiance. Minutes of the last meeting were read. Comm. Crawford stated the minutes should reflect that Mrs. Hager was granted permission to plant three trees on the City right-of-way with the understanding that the trees would have to be re- moved at her expense if utility lines were ever installed. Comm. Hamby made a motion to accept minutes as corrected, seconded by Comm. Crawford. UnCI nimous. 3. Bill Breeze of the Charter Study Commission came before council with recommended changes on the Election Laws (Article 7;Sectionl) which include the identification of Commission seats (seats 1 thru 3 will be elected on even years and seat 4 and the Mayor seat every odd year). When a candidate does not receive a majority vote a run-off election must be held at least 7 to 15 days following the regular City elections between the two candidates receiving most votes. Comm. Lyle made a motion to draw up an Ordinance accepting the changes and to place a special referendum of said changes on the September County Primary Ballot, seconded by Comm. Crawford. Unanimous. 4. Fire Policies: a list outlining services and restrictions offered by - the Fire and Rescue Department was presented to council by the City Manager (see attached copy). Comm. Crawford made a motion to accept said policy, seconded by Comm. Hamby. Unanimous. 5. Ordinance De-Annexing Flurry property was read by the City Manager. Comm. Lyle moved to accept Ordinance as read, seconded by Comm. Hamby. Unanimous. Ordinance adopted. 6. The City Manager submitted a Federal Revenue Programmed Spending report for 74-75. Comm. Lyle moved to accept report as submitted, seconded by Comm. Hamby. Unanimous. Comm. Lyle made a motion instructing the City Manager to have lights installed at the basketball court,;seconded by Comm. Crawford. Unanimous. Comm. Hamby stated there was a dead oak tree located between the United Methodist Church and the Church of Christ that needed to be taken down. Comm. Hamby also ask that the City Manager obtain a cost from John Ca~ter on an iron archway sign for the cemetery entrance. Recreation Program starts Monday and there will be lifeguards at Lake Moxie and Starke Lake. I I _I (2 ) Comm. Crawford stated that the drain on Russell was stopped up. Comm. Crawford also ask if the parcel of land located between Orange Ave. andl Brentwood could be annexed into the City. The City Attorney is to re- search and report at next regular meeting. Mr. Satterfield president of the girls softball team came before council requesting a donation of $700.00 and a home plate and pitchers pad. After much discussion Comm. Lyle made a motion to donate the $700.00, seconded by Comm. Hamby. Unanimous. The City Manager reported that thirty lagustrom plants had been planted around the shop fence and that the 1st reading of the Ordinance Abandoning Polk, Oak and West 3D' of California was to be held June 18, and the second reading July 2. It was also reported that the paving of Ocoee Hills Road and Spring street would begin in two weeks. VANDERGRIFT CHIEF LEROY TURNER CHIEF DISPATCHER ED LOUGHLIN SUBJECT: POLICY REGARDING FIRE, AMBULANCE AND RESCUE SERVICE. 1. Effective immediately the City Commission has established the Policy that the fire, ambulance and rescue services will be restricted to the City Limi ts of Dc oee. 2. Contracts negotiated with the City of Ocoee will be honored until such time as they expire. Individual contracts will not be re-newed unless negotiated by the City Commission. 3. Mutual Aid Agreements with other departments will continue to be honored. 4. Our Contract with the Town of Windermere will be honored until further notice. Persons residing outside the Town of Windermere will not be provided services. 5. Ocoee Fire Department Personnel residing outside the City limits will be provided Fire Department Services at no cost. Volunteers will insure they are included on the list of people authorized to receive these services. 6. May 28, 1974 is the established cut-off date for accepting Fire Contracts. 7. Fire Department will respond to Police Department calls for service without question. 8. Procedures will be established within your department and in conjunction with the Dispatch Section that will rapidly identify those contract holders entitled to Fire Protection Services. Calls received from persons who do not possess a valid contract with the City of Ocoee will be referred to appropriate agencies. i.e. Forestry Service, Sheriff Department, West Orange memorial, and Herndon Ambulance. I 9. It is recognized that the area of greatest concern and most difficult is the rapid identification of those people entitled to Fire Department Services. Every precaution must be taken to insure Protection for those entitled to it and refer those not entitled to protection to the proper agencies. This problem will eliminate itself as fire contracts expire, the majority of which expire 31 December 74. _LO._ This_has been a most diffJ.c~lt decision for the_City Commission to make. This City can no longer afford to provide fire Department Services to the unincorporated areas of the County. It is County responsibility to provide services to the unincorporated areas. They should be given the opportunity to discharge these responsibilities. People living in the unincorporated areas were given an opportunity to express their desires by referendum on 28 May, and voted not to have a Fire District. In fairness to the tax payers of the City of Ocoee, Our Commissioners had no alternative except to restrict services to the City of Ocoee. 11. This policy becomes effective immediately. JLV/sg
