MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD FEBRUARY 18, 1975
PRESENT: MAYOR VANDERGRIFT, COMM. LYLE, STINNETT AND WHITEHEAD.
ABSENT: COMM. CRAWFORD.
1. Meeting was called to order at 7:30 p.m., and the meeting stood for an offering of
prayer followed by the Pledge of Allegiance. Minutes of the previous meeting were read.
Comm. Lyle moved to accept minutes as read, seconded by Comm. Stinnett. Unanimous.
2. Retirement Plan Change: Doug Everd came before council requesting that the vesting
(ownership) of the retirement plan be amended from a ten year to a five year program at
no additional cost to the city. Comm. Whitehead moved to amend the plan from a ten year
to a five year program, seconded by Comm. Lyle. Unanimous. .The City Manager asked Mr.Everd
if an employee that participated in the program terminated at the end of three years
would that employee receive all money he had paid in to the program, the City Manager was
answered in the affirmative. Mr. Everd further stated that upon termination an employee
would receive a portion of what the city had paid, depending upon that employee's length
of time in the program.
3. Municipal Field Bleachers: John Carter came before council stating that for a cost
of $1,094.00 per section he could build permanent bleachers. On behalf of Willard Oliver,
Sam Oliver stated that Willard with the city's help could build the bleachers for a cost
of $55.00 per stringer not including lumber and or bolts. Comm. Lyle made a motion that
the bleachers be built by Willard Oliver with the city's help, seconded by Comm. Stinnett.
Unanimous.
A. The City Manager gave a report on the progress of Teleprompt T.V.
B~ There is to be a public hearing on March 11 pertaining to stopping all city services
(water & sanitation) of persons living outside the city limits.
C. The City Manager briefed council on the cost of installing the following street
lights: 3 lights in Sleepy Harbour =$600, 1 light-Security Place = $100, Center & West
Street one light =$100, for a total of $800.00. Comm. Stinnett made a motion to install
the aforementioned lights, seconded by Comm. Whitehead. Unanimous. City Manager stated that
Mrs. Ford had request a street light at Cumberland & Ohio Streets. Comm. Lyle moved to
approve said request, seconded by Comm. Whitehead. Unanimous. Comm. Lyle made a motion
that all street light installations be reviewed at council meetings, seconded by Comm.
Whitehead. Unanimous.
D. There is to be a Tri-County League of Cities meeting Feb. 20 at noon.
E. Florida League of Cities conference is to held in Tallahassee on March 10 & 11.
F. Annexation Request: City Manager requested holding these annexation request until
after the public hearing on March 11.
Mayor stated that the proclamation of Ocoee's 50th Anniversary was printed in the
Congressional Record.
Mayor stated he would like to see the city implement a program for Police Reserves to
attend a training school with the City paying the full cost. It was suggested that each
officier that attended this school sign a one year contract with the city and if they
did not finish the school they would have to refund the city the cost incurred for the
schooling.
The City Attorney stated the architects were within their rights to charge the City
for updating plans.
Comm. Lyle stated that he had heard the Mayor on a recent TV program state that the
Otoee City Commissioners were isolationist, and he wanted the record to show that he
disagreed.
Comm. Whitehead thanked the City on behalf of the Little League for their help with
the carnival.
