HomeMy WebLinkAbout06-03-1975 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD JUNE 3, 1975 II PRESENT, MAYOR VANDERGRIFT, COMM. LYLE,WHITEHEAD,STINNETT AND CRAWFORD ABSENT: NONE 1. Meeting was called to order at 7:30 p.m. with an offering of silent prayer, followed by the Pledge of Allegiance. Minutes of the previous meeting were read. Comm. Lyle moved to accept, seconded by Comm. Whitehead. Unanimous. The Planning & Zoning Board minutes were read. Comm. Lyle stated that "Fox Fire" had been granted a variance, therefore the zoning would remain the same no matter when construction was started. Comm. Whitehead move to accept the Planning & Zoning minutes as read, seconded by Comm. Lyle. Unanimous. 2. Mr. James Ingram of the Division of Motor Vehicles came before council explaining the new regulations on Mobile Home inspections, tie downs and grounding. The City Inspectors should make sure all existing Mobile Homes are tied down and blocked properly as well as grounded. After the Mobile Home meets all the above requirements the occupant is issued an occupancy permit. Mr. Ingram stated that the City should set their own cost for these inspections. After much discussion it was decided that no action would be taken until a satisfactory ordinance could be drawn up. 3. Geneva Street paving bids: Two close bids were submitted: Amick = $22,904. and Basic Asphalt = $23,362.24. Comm. Crawford moved to give the job to the low bidder (Amick), seconded by Comm. Stinnett. Unanimous. 4. Utilities Map Discussion, Glen Thomas: Mr. Thomas was not present. I 5. Federal Revenue Sharing Funds = $76,598.00: Comm. Whitehead moved to use the funds as follows: (1) $30,000 = Up grade exisitng water lines, (2) $30,000= Streets, sidewalks and drainage and (3) $16,598 = New Police quarters, seconded by Comrn. Stinnett. Unanimous. Comm. Lyle moved to have the old water tank removed at a cost not to exceed $230.00, seconded by Comm.Crawford. Unanimous. 6. Second Reading of Ordinance on Tampering with the Water System: Motion was made and seconded unanimously to read ordinance by heading only. City Manager read heading only of said ordinance. Comm. Crawford moved to adopt ordinance, seconded by Comm. Whitehead. Unanimous. This being the second reading the ordinance was adopted. 7. Second and final reading of Annexation and zoning ordinance on the Vivian Davis, Bay Street property. Motion was made and seconded unanimously to read heading only of the annexation ordinance. City Manager read heading only of annexation ordinance. Comm. Whitehead moved to adopt said ordinance, seconded by Comm. Stinnett. Unanimous. Comm.Whitehead moved to read heading only of zoning ordinance, seconded by Comm.Stinnett. Unanimous. City Manager read head- ing only of said ordinance. Comm. Crawford moved to adopt, seconded by Comm. Whitehead. Unanimous. This being the second reading both ordinances were adopted. 8. "We Care Program" : A program where the elderly people of Ocoee are called daily by the Police Department dispatchers and if no one answers the phone a policeman is dispatched to check on them. Comm.Stinnett moved to adopt the program and implement immediately, seconded by Comm. Whitehead. Unanimous. 9. A letter was received from Winter Garden requesting that Ocoee join them in applying for federal funds for a proposed Regional Sewage System. After I much discussion Comm. Whitehead moved that the City Manager write a letter to Winter Garden informing them that the City of Ocoee declined their invitation, . seconded by Comm. Stinnett. Unanimous. a. Double Taxation: City Manager submitted a report from the County. Council unanimously disagreed with the report. City Attorney recommended that all Orange County Cities join together and share the cost of fighting the County. (2) I The Mayor is to bring this up at the next League of Cities Meeting.
