HomeMy WebLinkAbout06-17-1975 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 17 JUNE 75 II PRESENT, MAYOR VANDERGRIFT, COMM. LYLE , CRAWFORD ,WHITEHEAD AND STINNETT. ABSENT: NONE I 1. Meeting was called to order at 7:30 p.m. with an offering of silent prayer, followed by the pledge of allegiance. Minutes of the previous meeting were read. Comm. Whitehead moved to accept minutes as read, seconded by Comm. Lyle. Unanimous. 2. Mike Hamlin attorney for Teleprompter came before council asking for an increase in Cable TV rates from $6.00 to $7.50 and for the second connection from $1.75 to $2.00. Mr. Hamlin explained that Teleprompter had completed five additional miles of cable in the Ocoee ar~as was promised last September. Council had before them a financial report from Teleprompter, however this report included Ocoee along with other cities. Comm. Lyle requested input as to assets and liabilities derived from Ocoee alone. After much discussion Mr. Daub promised to provide the requested data. Comm. Whitehead moved to table until the next meeting, seconded by Comm.Lyle. Unanimous. 3. Mrs. Olsen and two other Ocoee citizens came before council requesting that the grass on Silver Star road west of Ridgefield Avenue be cut. Based on these three complaints council instructed the City Manager to send a letter to the owner of said property along with a copy of the ordinance on "High Grass" giving him ten days to take care of said matter. 4. Stephen Rew came before council stating that he had received a letter from the City Manager stating that council had instructed him to inform Mr.Rew that he had sixty paysin which to remove his trailer. Mr. Rew assured council he intended to build a house and was requesting more time. After much dis- cussion Comm.Whitehead moved to give Mr. Rew thirty days in which to obtain a 120 day building permit, seconded by Comm. Lyle. Unanimous. 5. Cliff Freeman owner of Valencia and Palms Mobile Home Parks came before council .requesting that he be allowed to turn his rental parks into individual lots for sale for mobile homes. Mr. Freeman stated that the reason for this request was that a person could no longer obtain loans on Mobile Homes alone, but they could get financing on a Mobile Home and lot combined. Mr.Freeman also stated he would deed to the City the entire projects, he further stated that all promises made when the two parks were built such as recreational facilities, sidewalks, fences and concrete pads would be completed at his expense. Corom.Crawford stated that at this time the city wanted nothing to do with the sewer plant, other than perhaps billing and collecting from the customers. After much discussion subject was tabled until after this meeting at which time a work session will be held. 6. Mobile Home Tie Downs, Grounding and Inspection Ordinance: City Manager stated that the aforementioned ordinance is the best ordinance he could come up with. After much discussion Comm.Stinnett suggested the $35.00 inspection fee be changed to $5.00 for permit on electrical and grounding, $5.00 sewerage and $5.00 for tie downs for a total of $15.00 minimum inspection. Comm. Stinnett further stated if the inspector had to go back on something done improper the first time he should charge accordingly. There was much discussion, as to whether or not a fee should be charged for parking a Mobile Home in the city. Discussion was tabled until next meeting. City Attorney stated that the City Manager, Mayor and himself had met with representatives from Municipal Code and that Municipal Code had taken all City Ordinances and semi-organized them. City Attorney further stated that in two or three months proofs of their work would be sent to the city at which time the council would have thirty days to approve or make any changes before the final print. I (2) Comm. Crawford moved to pay $2,000 from General Government acct#3099 1_ to Municipal Code, seconded by Comm.Whitehead. Unanimous. Mr. Glen Thomas is to give a report on utilities map at next meeting. Comm. Crawford stated he felt a caution light should be installed at the intersections of Kissimmee Ave. and Story Road and also at Kissimmee Ave. and McKey Street. Comm.Crawford further stated he felt a "No Left Turn sign should be installed coming off the Sunshine Parkway onto hwy 50 at Marshall Farms Road. The City Manager will check into this. Mayor stated there is to be a Bi-Centennial Park dedication in Winter Park on 1 July at 8:30 a.m., council is invited. Mayor stated that all Mayors' in the Tri-County League of Cities had been contacted and they agreed that all the cities should work together on ob- taining relief from the County double taxation. There is to be a Tri-City meeting thursday at 12:00 noon at the Longwood hotel at which time several proclamations would be proposed and signed and sent to the county to inform them that the cities intend to follow up on the double taxation issue. Meeting recessed at 9:50 p.m. for previously mentioned work session. Meeting was called back to order at 11:00 p.m. . Council instructed the City Manager and the City Attorney to draw up an amendment to the Zoning Ordinance creating a Mobile Home high density area for individual ownership of lots and report back to council with a draft of such ordinance at the next meeting. Zoning Board members present (Bowness,Lait,Turner,Carter,Thomas and Brooklyn) concurred with this direction. This amendment will apply to Valencia and Palms Mobile Home Parks ONLY.
