HomeMy WebLinkAbout07-01-1975 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 1 JULY 1975 II PRESENT. MAYOR VANOERGRIfT, COMM. CRAWfORO,STINNETT,LYLE ANO WHITEHEAO. I I ABSENTI NONE. 1. meeting was called to order at 7130 p.m. with an offering of silent ,~ ~~ prayer, followed by the pledge of allegiance. Minutes of the ~~ 75 meeting were read. Council stated that item #3 of those minutes should reflect that the property with complaints registered against it for high grass belonged to Ralph Vaughn. Council further stated that item#5 of the same minutes should reflect that Mr. Freeman had stated that all improve- ments and recreational facilities would be deeded to the City. Comm. Whitehead moved to accept minutes as corrected, seconded by Comm. Crawford. BDanimous. 2. mr. Doub of Teleprompter came before council and answered questions on financial data derived from Ocoee and again requested an answer on the suggested rate increases from the previous meeting (S6.00 to 57.50 and 11.75 to 12.00). Two citizens present stated they were against the increase. After much discussion Comm. Stinnett made a motion to grant the increase from 16.00 to 17.50 and 11.75 to 12.00, motion died for lack of a second. Comm.Crawford from 16.00 to 16.75 and 11.75 to S2.00, seconded by Comm. Whitehead. Comm. Whitehead, Crawford and Lyle yea and Comm. Stinnett nay. motion was carried. 3. 1ST Reading of mobile Home Inspection Ordinancel City Manager read said ordinance in its' entirety. Comm. Lyle moved to accept, seconded by Comm. Stinnett. Unanimous. Second reading will be at next regular meeting. 4. "We Care Policy" was drawn up to provide a service for the elderly citizens of Ocoee. Under this policy elderly persons living alone can be called daily to determine if they require assistance, if they so desire this service. City manager read said policy. Comm.Lyle moved to adopt said policy, seconded by Comm. Stinnett. Unanimous. 5. City Atlas Mapa Glen Thomas came before council with rough drafts of said map stating they were 60% complete. mr. Thomas further stated that when completed copies could be made from this atlas and if information was available as to water lines etc. could be used as a utilities map and another copy could be use for zoning purposes. 6. Valencia and Palms mobile Home Parks 1 Attorney McDonough (pro tem for City Attorney) stated that the only difference in the proposed ordinance that the City Attorney had drafted and the RT2 Mobile Home Park District drafted by the City manager , was the proposed ordinance required 4,000 (2) ... square foot lots and the City manager draft required 3.500 sq ft. lots. The proposed ordinance will changed to read 3.500 sq ft. lots. Item #7 in the RT2 mobile Home Park District graft under "requirements" will be- come paragraph #8 of the proposed ordinance. Comm.Crawford suggested that item#f of the drafted recommendation from the City manager on the 5% / recreational assessment from the sale of each'lot be placed into a joint escrow account with two signatures required for withdrawals and one of such signatures be from an official of the city. After much discussion Comm. Whitehead moved that the Zoning Board review proposed recommendations, ordinances and agreements. seconded by Comm. Stinnett. Unanimous. City manager stated that Newly Breland had requested a work session with council on the proposed new police headquarters. Council decided to wait until after the 3rd quarter briefing. City manager stated Community Development grant of 514.000.00 had been approved. City Manager stated the old water tank had been taken down at no cost to the City, Thanks to Comm. Crawford. City Manager reported as of this date the city had twelve young people employed thru the CETA youth program Comm.Stinnett moved to pay Amick Const. 118,097.20 from Federal Revenue Sharing Fund, seconded by Comm.Crawford. Unanimous. Comm. Stinnett made a motion that effective immediately the City could charge a service fee of .5.00 for all returned checks, seconded by Comm. Crawford. Unanimous. City Manager stated that 5100,000. CD had been renewed at the Bank of West Orange at 7% for one year. Comm. Stinnett ask City Manager to fill holes on Taylor street and bump could be constructed on Lyman a heavy rain. Comm.Crawford stated that he knew of five residents in the city that had fenced in their easements and of the five only one had a back gate. Comm. Crawford stated these situations caused a hardship on the men reading meters and he felt that no on should be shown partiality and these persons should either move their fences or install a gate. Attorney mcDonough will have City Attorney research as to access to easements. Comm. Lyle stated Ocoee Senior League was District Champs. mayor ask that a flag be put in front of the Police Department on the 4th of July and also that 4 to 10 flags should be purchased and put at the graves of the Vietnam Veterans on the 4th. meeting adjourned at 10110 p.m. to see Silver street about obtaining some black top Star Rd. mayor ask if a speed to control the water flow after I -I I S~Q-~ C I T RK -~r:.A- ~~f;-
