MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 2 SEPT. 75

PRESENT:
MAYOR VANDERGRIFT, COMM.LYLE ,CRAWFORD ,WHITEHEAD AND STINNETT.

ABSENT:

1. a & b: Meeting was called to order at 7:30 p.m. with an offering of
prayer from Reverend Titus followed by the pledge of allegiance. Minutes
of the last meeting were read. Minutes should reflect that Comm. Stinnett
was absent from last meeting. Comm. Crawford moved to accept minutes as
amended, seconded by Comm. Stinnett. Unanimous.
2. b: Corom. Crawford moved to accept the Zoning Boards recommendation
to deny James Watson's petition #75-4 requesting a change of zoning from
Rl-AA to C-l, seconded by Comm. Stinnett. Unanimous.
3. a: Second and final reading of Ordinance #619 (zoning change of
Valencia & Palms Mobile Home Parks from RT to RT-2) Comm. Crawford moved
to read heading only of said ordinance, seconded by Comm. Stinnett. Unanimous.
City Manager read heading only of said ordinance. Comm. Crawford moved to
adopt ordinance, seconded by Comm. Stinnett. Unanimous.
4. a: Mr. Amick came before council requesting relief from his billing
agreement with the City. Mr. Amick further stated the reason he wants to
do his own billing is that he has the authority to cut off the sewer if
the customer doesn't pay, whereas the City can't legally do it. Comm.
Crawford moved to grant the request as of October 1, 1975, seconded by
Comm. Stinnett. Unanimous.
4. b: Lakewood Paving Bids: City Manager stated that to date only one
bid had been submitted. Council decided to hold the bid until another bid
is received and upon receipt of another bid a meeting would be called to
open the bids so construction could begin as soon as possible.
4. c: There has been an injunction filed against the City by Tele-
prompter. The City has received no official notice to date.
4. d: Proposed Ordinance on Valencia & Palms Mobile Home Park Deed
Restrictions: After much discussion Comm. Crawford moved to have the City
Attorney take proposed ordinance and put it in legal form, seconded by
Comm. Lyle. Unanimous.
5. a: City Manager ask the news media to print information explaining
to Senior Citizens that they may be eligible for an extra $5,000 exemption.
5. b: Voting for precinct 36 and 36A on November 4, 1975 will be at
the youth center. Last day to register to vote will be September 19, 1975,
last day'to.' qual:ffy for Conun:"~ Seat #4 and Mayor Position will be October
3, 1975. Comm. Crawford moved to establish November 18, 1975 for a run-off
date if necessary, seconded by Comm. Lyle. Unanimous.
5. c: Auditors are due at City Hall this week for preliminary work.
Comm. Stinnett questioned council as to whether or not they
intended to build a Police Building. After much discussion Comm. Crawford
moved to inform Mrs. Daughtry (who is living in the City house) that she
bas sixty days in which to relocate and that the city should help her find
a place at a comparable cost, seconded by Comm. Lyle. Unanimous. Mr. Crawford
stated that Mr. Folsom would build the new Police building for 5% of net
cost and furnish materials at his cost. There is to be a work session on
Sept. 11, 1975 with Mr. Folsom and Newly Breland in attendance. Comm.Stinnett
stated that the city forces should be commended for the great job they did
cleaning up around Starke Lake after the Labor Day celebration.
Comm.Crawford ask that the Mayor send thanks to the State for the
"No Left Turn" sign coming off Sunshine ParkWay onto Hwy 50 and also request
that the high grass on the old Nathan Reese property be cut.

Comm. Crawford stated that there were four graves in the lower
NE corner of the cemetery that is covered with water. Corom. Crawford feels
the city should move the graves to higher ground. After much discussion
Comm. Lyle made the motion that the graves be moved to higher ground at the
City's expense with the approval of the next of kin, seconded by Comm.
Whitehead. Unanimous.
Comm. Lyle stated that the cable pair theory for the water tank
had been abandoned and instead a lamp alarm would be placed at the tank
to alert police on patrol was being considered.
Mayor stated that there will be a Tri-County League of Cities
meeting in Ocoee on September 18, 1975.
City Attorney stated that Washington Street is a City street.
Meeting adjourned at 9:00 P.M.
