MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD
SEPTEMBER 16, 1975
PRESENT: MAYOR VANDERGRIFT, COMM. LYLE, CRAWFORD AND WHITEHEAD.
ABSENT: COMM. STINNETT.
I
I.a&b Meeting was called to order at 7:30 p.m. with an offering of
prayer from Reverend Titus, followed by the pledge of allegiance.
II.a Minutes of the previous meeting were read. Comm. Lyle moved to
accept minutes as read, seconded by Comm. Crawford.
~~ayor read a resolution commending Reverend Bill Marr, and pre-
sented~to him. Mayor appointed Reverend Titus to replace Reverend Marr
as honorary Chaplin for the city.
III.a 1st reading of Ordinance on restrictions and easements in Palms
and Valencia Mobile Home Parks: City Attorney read the heading and all
changes he had made in said ordinance. Comm.Crawford stated he thought that
said ordinance was to contain the stipulation that all lots in Valencia
Mobile Home Park had to be sold before any lots could be sold in Palms.
After much discussion Comm. Lyle moved to table until next meeting and
Mr. Freeman is to be in attendance, seconded by Comm. Crawford. Unanimous.
III.b Lakewood Paving Bid Opening: Two bids were submitted as follows:
Basic = Part A - $3,665.00 - Part B - $19,945.00 and Part C (alternate
drainage) $4,310.00. Amick = Part A - $3,736.60 - Part B - $12,675.50 and
Part C (alternate drainage) $3,340.00. Comm. Lyle moved to accept the low
bid on Parts A & B (Amick Const.) and to begin construction immediately,
seconded by Comm. Crawford. Unanimous. Council further directed the City
Manager to send a letter to Roy Dyer, President of Bel-Aire informing him
of the citys' decision and also requesting that he pay his fair share of
said paving ( ~ of part a and ~ of part b).
IV.a Bi-Centennial Committee Report: Mr. Crosby came before council
thanking them for their support in the recent Bi-Centennial fund raising
celebration. Mr. Crosby further stated he would give council a full financial
report at a later date. Mr. Crosby ask council for financial support fo~
the Bi-Centennial fire works to be held on July 4, 1976. Council assured
Mr. Crosby they would help in any way possible.
IV.b Appointments to Board of Adjustments: Terms expired on 1 Sept.75
for Bill Breeze and Glen Thomas. Comm. Lyle moved to reappoint Mr. Thomas
and hold other position open until further notice, seconded by Comm. Crawford.
Unanimous.
IV.c Police Building Plans: Newy Breland came before council with plans
for the new Police Building. After much discussion Comm. Crawford moved to
table until next meeting to enable the architect (Mr. Guedes), Newy Breland
and Mr. Folsom to review the plans and make any revisions necessary, seconded
by Comm. Whitehead. Unanimous.
IV.d Teleprompter Injunction: City Attorney stated he had a copy of the
injunction but until the City is legally notified no legal steps should
be taken.
V.a City Manager stated that the Orange County Tax Collector and
Assessor had been notified that the City has reduced their millage to 5.00
mills.
V.b City Manager stated that Mrs. Daughtry had been notified to vacate
the Citys' house as it sits on the property where the proposed new police
building is to be built.
V.c City Manager stated the Florida League of Cities is holding their
convention in Orlando on 23, 24 & 25 of Ocotober.
Corom. Crawford stated that instead of tearing down the old City
house where Mrs. Daughtry lived perhaps the Bi-Centennial committee would
like to have it moved and repaired to use as a City Library or public

building or if they didn't want it, it could be bidded off.
The Chief of Police and forces were commended for outstanding job
on recovering the equipment stolen from the City Barn.
Meeting adjourned at 9:10 p.m.
