HomeMy WebLinkAbout10-07-1975 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD OCT. 7, 1975 I PRESENT: MAYOR VANDERGRIFT, COMM. LYLE,STINNETT,CRAWFORD AND WHITEHEAD ABSENT: NONE I I.a&b Meeting was called to order at 7:30 p.m. with an offering of prayer followed by the pledge of allegiance. II.a&b Minutes of the September 16th meeting were read. City Manager stated that in paragraph 3b of said minutes it should be % of part B only. Comm. Crawford moved to accept minutes as corrected, seconded by Comm. Stinnett. Unanimous. Minutes of the Special Meeting held September 24th were read. Comm. Whitehead moved to accept as read, seconded by Comm. Stinnett. Unanimous. Several resident~of the Lyman Street area came before council stating they needed some relief from the water that was standing in their yards. After much discussion it was decided that a ditch would be dug on the east side of Charles Street for temporary relief. These residents also ask that the two houses in this area that have been condemned be torn down. The owners are to be notified. III.a Second and final reading of Ordinance on Restrictions and Easements of Valencia & Palms Mobile Home Parks: Comm. Stinnett moved that heading only of said ordinance be read, seconded by Corom. Crawford. Unanimous. City Manager read heading only of said ordinance. Motion to adopt was made by Comm. Stinnett , seconded by Comm. Crawford. Unanimous. Ordinance adopted. III.b Police Building discussion deferred to last item on agenda. IV.a Appointment to Zoning Board due to expiration of terms of Ray Lait and Ed Brooklyn. The Zoning Board submitted the attached list of names, from these names Comm. Whitehead moved to appoint Robert Peck, seconded By Comm. Crawford. Unanimous. Comm. Lyle moved to re-appoint Ed Brooklyn, seconded by Comm. Stinnett. Unanimous. V. City Manager reported the following information: Teleprompter vs City of Ocoee hearing to be held 13 October 75, at 1:30 p.m.. Mr. Roy Dyer, presi- dent of Bel-Aire was sent a letter informing him of his share of paving Lakewood Street. Revenues from the State will be down in the 1st quarter. Warning light has been installed at #3 well. Florida League of Cities Con- vention is to be held 23,24 &25 of October. The Mayor is going and he will be the voting delegate for the city. III.b Police Building: Comm. Stinnett moved to construct said building on Bluford Avenue, seconded by Comm. Whitehead. Comm. Stinnett ,Whitehead ,Crawford, yea, Comm. Lyle nay. Building will be constructed on Bluford Avenue.Mr.Guedes the architect of said building requested that the City give him a letter I -2- ... I stating he had received no pay for his services and therefore he would not be held liable for any law suits.Comm. Crawford moved that the City Attorney draw up said agreement, seconded by Comm. Stinnett. Unanimous. Comm.Stinnett moved to accept the architect drawings, seconded by Comm.Whitehead. Unanimous. Comm. .Stinnett moved that Red Folsum be the contractor of said building, seconded by Comm. Whitehead. Unanimous. Comm. Stinnett moved that Mr. Folsum receive 5% of cost of building and that Mr. Folsum's fee and the cost of the building will not exceed $50,000.00, seconded by Comm. Crawford. Unanimous. Mr. Delma Fields asked if the property where the new building is to be built had been rezoned. The zoning regulations state that after a Public Hearing a Public Building may be placed in any zoning district in the city. After much discussion it was decided that a public hearing would be held October 14, 1975. City Manager is to notify the Zoning Board that council request they put Public Hearing on their agenda for October 14, 1975. Comm. Stinnett moved to start construction on Police Building Wednesday, October 15, 1975 after public notices have been posted and public hearing is publicized in the newspaper and after the Zoning Board has the Public Hearing, seconded by Comm. Whitehead. Unanimous. I as City Attorney stated he will send a pro-tern for next regular meeting he will not be able to attend. Mayor stated there will be a double taxation board meeting Friday at noon. . Comm. Lyle questioned the Mayor on newspaper article stating he (the mayor) would push for public disclosure of city funds and expenditures if re-elected. In the conth of Sept. 1975, the P & Z Brd. of Ocoee submitted 8 note in reminiscence that two seats on this board would expire in Sept. 1975. 2. Since there was no action on this matter,nnd I was advised there would be no action, untill a list of names was furnished of those that would accept the scat if appointed. 3.
