HomeMy WebLinkAbout04-27-1976 SS I I I MINUTES OF SPECIAL MEETING OF CITY COMMISSION OF THE CITY OF OCOEE HELD 27 APRIL 76. PRESENT: MAYOR BREEZE; COMMISSIONERS LYLE, STINNETT, CRAWFORD, WHITEHEAD ABSENT: NONE The special meeting was called to order at 7:35 P. M. Mayor Breeze explained that the purpose of this meeting was to discuss rescue and ambulance services to Winter Garden. (All Winter Garden city officials were present. Bob Barber, Hospital Administrator present, Hospital Board of Directors present and Bob Langfelt- person in charge of ambulance service at West Orange Hospital present.) Bob Barber (Hospital Administrator) explained how hospital got involved in ambulance service and how it operates. Mr. Barber stated that if Ocoee could no longer back up West Orange Hospital with rescue services then Herndon had agreed to for six months at no cost to hospital. It was the unanimous feeling of Council and audience that they wanted no part of Herndon services. Comm. Crawford stated he felt the point was being overlooked: ambulance service is well provided by the West Orange Hospital, the problem was rescue service. City of Ocoee has a rescue wagon that can be used as an ambulance but its main function was to cut people free from wrecked cars. Comm. Crawford stated he felt the City of Winter Garden should also maintain a rescue wagon to back up West Orange Hospital in calls in the City of Winter Garden, so that Ocoee wouldn't have to come to Winter Garden and leave our city unprotected. Winter Garden Fire Chief Briggs stated they do have rescue equip- ment the same as Ocoee but they have only one man with EMT training. Chief Briggs further stated he was not in favor of letting fire fighting rechniques go, to train men for rescue services. Ocoee Fire Chief Vandergrift explained there is a rescue ambulance and there is an ambulance. To run an ambulance you must meet state requirements and have a state license. To operate a rescue ambulance, all you need is personnel with standard first aid training. Bob Langfelt (in charge of West ~range Hospital ambulance) stated as long as you don't transport more than 10% of ambulance calls you don't need a state license. Comm. Lyle stated that Ocoee has been providing back up services and rescue services to West Orange County and leaving Ocoee without protection. Now we're asking Winter Garden to provide some services. There was much discussion. Bob Barber (Hospital Administrator) asked if hospital decides to put on another ambulance are the 2 cities willing to provide rescue services to West Orange County (220 square miles). Comm. Crawford stated Ocoee would and Mayor Spears (Winter Garden) stated Winter Garden would do their part. George Bailey, Editor of Winter Garden Times, stated he felt this meeting of 2 cities and hospital officials was a wonderful way to christen the new council chambers of the City of Ocoee. Mayor a~d Council thanked everyone for coming. Comm. Crawford stated that the shaft at #2 well was broken. Comm. Stinnett stated that Lee Smith felt that the shaft could be repaired by tomorrow, but that the shaft a #1 well needed to be lowered. Comm. Crawford moved to make necessary repairs to #1 and #2 wells, seconded by Comm. Stinnett. Unanimous. There was much discussion on ffaming the street that runs in front of new City Hall. Discussion was tabled until next regular meeting for City Attorney to research the legality of naming said street. Comm. Crawford stated Sam Oliver wanted old clock that hangs in old City Hall.
