MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 17 AUGUST 76
Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was
opened with prayer from Reverend Spitler, followed by the pledge of
allegiance to the flag. Present were Commissioners Lyle, Crawford, Stinnett,
and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City
Clerk, Gann.
APPROVAL OF MINUTES
Minutes of commission meeting held 3 August 76 were read. Comm. Lyle
moved to accept as read, seconded by Comm. Crawford. Unanimous.
2ND AND FINAL READING ON ZONING ORDINANCE (CHANGE FROM Rl-A TO C-I)
City Manager read said ordinance. Comm. Stinnett moved to accept as read,
seconded by Comm. Crawford. Comm. Stinnett and Crawford voted yea, Comm.
Lyle and Whitehead voted nay. To break the tied vote Mayor Breeze voted
yea and the motion carried. Ordinance was adopted.
2ND AND FINAL READING OF ZONING CHANGE IN PINE ST. AREA (Rl-AAA - Rl-A)
Comm. Whitehead moved that ordinance be read by heading only, seconded by
Comm. Stinnett. Unanimous. City Manager read heading only of said ordinance.
Comm. Lyle moved to accept as read, seconded by Comm. Whitehead. Unanimous.
Ordinance adopted.
1ST READING OF ANNEXATION ORDINANCE - BROWN PROPERTY
Comm. Crawford moved that heading only of said ordinance be read, seconded
by Comm. Stinnett. Unanimous. City Manager read heading only of said
annexation ordinance. Comm. Whitehead moved to accept as read, seconded by
Comm. Crawford. Unanimous. 2nd and final reading will be held at the
21 September 76 meeting.
1ST READING OF ZONING ORDINANCE - BROWN PROPERTY
Comm. Crawford moved that ordinance be read by heading only, seconded by
Comm. Stinnett. Unanimous. City Manager read heading only of said zoning
ordinance. Comm. Crawford moved to accept as read, seconded by Comm.Stinnett.
Unanimous. 2nd and final reading will be at the 21 September 76 meeting.
CUMBERLAND FARMS BUILDING PLANS
Council reviewed building plans with contractor of the proposed Cumberland
Farms Market that is to be constructed on the corner of Ocoee Hills Road
and SR/438. After much discussion council gave City Manager approval to
issue building permits for said market.
MUNICIPAL FIELD
Steve Martino of Allan Electric presented council with four different
proposals on altering the Municipal Field. After much discussion Comm.
Crawford moved to table until Hughes Supply (company that the original
poles were purchased from) could be contacted to see if they would make

good the bad poles that were purchaed from them for the municipal field,
seconded by Comm. Whitehead. Unanimous. Comm. Lyle instructed the City
Manager to obtain cost for sodding the field and cost for re-fencing if
the field is turned around. John Carter a resident of the City of Ocoee
stated he felt thab': changing the field around would be to expensive.
PAVING BIDS FOR MAC STREET, MOBILE LANE, SECURITY CIRCLE AND WEST STREET
City Manager stated that only one bid had been submitted for the sealing
and capping of the aforementioned streets. Comm. Lyle moved to accept
Southern Pavings bid of $7,164.30, seconded by Comm. Stinnett. Unanimous.
TAX ASSESSOR RECOMMENDED MILLAGE OF 5.02 MILLS P.ER-$l-,~OOO .00 OF ASSESSED

City Manager explained that council action was needed to lower the city taxes
from the Tax Assessor's recommended millage of 5.02 mills -per $1,000 to
5.00 mills, per-$l, 000. Comm. Lyle moved to reduce the tax assessor's
recommended millage to 5.00 mills.~er-$~~OOO, seconded by Comm. Whitehead.

REPORTS AND INFORMATION
The Fire District Meeting was delayed. Mayor stated that the City Manager,
Fire Chief and himself had attended the first Fire District Meeting and on
behalf on the city they had offered and agreed to go ahead with the fire
district as proposed by the county and any delay was because of the county
and not the City of Ocoee.
Ocoee Hills/Pinewood Lane drainage project completed.
City Garage extension work began today.
4 October last qualifying day. 17 September last registration day.
,Florida League of Cities Meeting - Miami- 21,22, and ~J October. Mayor
and City Manager to attend.
State Comprehensive Planning Requirements: Mayor explained that all cities
had until 1979 to come up with a comprehensive plan. If the cities do
not comply with this, then it will be done by the County or State and they
will charge the city for their work.
FY 76/77 BUDGET PROPOSAL
City Manager presented the FY 76/77 budget proposal. Council J:'l,ecommendedL
certain changes to the budget and agreed to adopt with changes at next formal
meeting.
Comm. Stinnett instructed the City Manager to look into the possibility of
going around the oak trees on bluford to construct a sidewalk.
