HomeMy WebLinkAbout09-21-1976 I I I MINUTES OF CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 21 SEPTEMBER 76 Mayor Breeze called the meeting to order at 7:30 p.m. and Reverend Weeks opened the meeting with prayer, followed by the pledge of allegiance to the flag. Present were Commissioners Lyle, Stinnett and Whitehead; City Manager, Vignctti; City Attorney Rhodes; and City Clerk, Gann. Commissioner Crawford was absent. APPROVAL OF MINUTES OF 7 SEPTEMBER 76 Minutes of 7 September 76 were read. Comm. Whitehead moved to accept as read, seconded by Comm. Stinnett. Unanimous. PUBLIC HEARING - 2nd AND FINAL READING OF ANNEXATION ORDINANCE-HALL PROPERTY Comm.Whitehead moved that City Manager read title only of said ordinance, seconded by Comm. Stinnett. Unanimous. City Manager read title only of Hall property Annexation Ordinance. No one wished to speak for or against this ordinance. Comm. Stinnett moved to adopt ordinance, seconded by Comm. Whitehead. Unanimous. Ordinance adopted. PUBLIC HEARING-2nd AND FINAL READING OF ZONING ORDINANCE-HALL PROPERTY(Rl) Comm. Whitehead moved that City Manager read title only of said ordinance, seconded by Comm. Stinnett. Unanimous. City Manager read title only of of zoning ordinance. No one wished to speak for or against this ordinance. Comm. Stinnett moved to adopt ordinance, seconded by Comm. Whitehead. Whitehead. Unanimous. Ordinance adopted. PUBLIC HEARING-2ND & FINAL READING ZONING ORDINANCE-BROWN PROPERTY-Rl-A Comm. Whitehead moved that the City Manager read title only of said ordinance, seconded by Comm. Stinnett. Unanimous. City Manager read title only of zoning ordinance. No one wished to speak for or against this ordinance. Comm. Stinnett moved to adopt aforementioned ordinance,seconded by Comm. Whitehead. Unanimous. Ordinance adopted. OLD CITY HALL BUILDING Dean Richards came before council on behalf of Ocoee Lions Club stating that said club wished to purchase the~ld city hall building for the advertised price of $12,500.00. Mr. Richars~further said the club was requesting a sixty day binder in order for the club to be incorporated. Comm.Whitehead moved that City Attorney look over the contract and advise council at next meeting, seconded by Comm.Stinnett. Unanimous. I I I -2- ORLANDO PUBLIC LIBRARY REPRESENTATIVE Anita Herd representing the Orlando Public Library came before council requesting their approval to have the"Library Expansion" put on the ballot. This is a special taxing item which requires authorization from local government bodies in order to be place on the ballot.After much discussion Comm. Whitehead moved to deny said request, seconded by Comm. Stinnett. Unanimous. COUNTY ENGINEER Tom Hasting, County Engineer came before council with proposed drainage project from the Maxie-Bay area west to Lake Lotta. The county needs permission to tie the Maxie-Bay area drainage in with the Citys' drainage. After much discussion Mr.Hasting agreed to walk the proposed system and possibly they would enlarge the drainage pipes near the cemetery. WINDEREMERE SCHOOL FIRE PROTECTION City Manager explained to council that he had given a verbal promise to Mr. Douglas(of Orange County School System) two weeks ago that the city would give Windermere Elementary School fire protection until this meeting. Mr. Douglas came before council thanked the city for this agreed coverage but explained that the Orla Vista Fire Department had agreed to cover the school at no cost. FIRE PROTECTION UNINCORPORATED AREA NEAR WINDERMERE Mrs. McCullough of an unincorporated area near Windermere came before council with a petition of ninety signatures requesting that the city allow them to contract for fire protection from the City of Ocoee. Council explained that the homes requesting coverage would have to be in an easily defined compact area and that the group should form a committee and appoint a chair person to represent them in negotiating with council and it is important that there be 100% participation from the defined compact area. Mayor ask that the City Manager give his opinion of a fair cost for said fire protection. City Manager stated he felt $50.00 per structure would be a fair cost. Council agreed. Council further stated that the committee would be responsible for the collection of this money. City Attorney is to review the agreement that is to be drawn up and if he concurs with it then fire protection service will commence on 1 October 76. MEETING WITH TOM SEWELL-ORANGE COUNTY City Manager explained that the Mayor, Fire Chief and himself had met with Mr. Sewell of Orange County and Mr. Sewell had told them that $9,200.00 would be their share of the proposed fire district. City Manager stated that he had told Mr. Sewell the price was unfair but that he would pass it on to the Commissioners. Mr. Sewell requested that the City Manager ask the Commissioners if the voters of precinct 36-A voted for a fire district would Ocoee be receptive. Council would not commit themselves but agreed to negotiate. GENERAL ELECTION POLLING PLACE Comm. Stinnett moved that the voting location for citizens of the city (precinct 36) for the General Election be held in the Ocoee City Hall, seconded by Comm. Lyle. Unanimous. I I I -3- MAYOR ACCEPTS CHALLENGE Mayor stated he had accepted a challenge from the Mayor of Winter Garden to get more people out to vote and he was asking for the help of everyone in this matter. CITY GARAGE EXTENSION City Manager stated that instead of the original cost of $9,419.00 for the garage extension it was costing the city $9,600.00 because of some gutters that were not figured in the original bid. Comm. Stinnett moved to pay $9,600.00 from Shop Dept. acct#10046, seconded by Comm. Whitehead. Unanimous. COMMISSIONER REPORTS Comm. Stinnett stated that from Columbus Street toward the school there is a square where oragne limbs hang over the sidewalks and logs pro tude thru the sidewalks forcing the school children to walk 1n the streets, limbs are also covering the flashing school caution light in this area. City Manager is to look into these matters. PUBLIC PERIOD Dean Richards of the Ocoee Lions Club stated that "World Lion Day" was October 8, 1976 and the club was requesting that this day be proclaimed Lion Day in Ocoee. Comm. Lyle moved to grant said request, seconded by Comm. Stinnett. Unanimous. ADJOURNMENT Comm. Lyle moved to adjourn, seconded by Comm. Whitehead. Unanimous.
