HomeMy WebLinkAbout10-19-1976 MINUTES OF CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 19 OCTOBER 76 I Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was opened with the pledge of allegiance to the flag. Present were Commissioners Lyle, Stinnett, Whitehead and Crawford; City Manager, Vignetti; City Attorney Rhodes; and City Clerk, Gann. APPROVAL OF 5 OCTOBER 76 MINUTES Minutes of 5 October 76 were read. Council stated that on page one paragraph four of said minutes it should reflect that there are still four homes to be covered under the fire protection contract and the money for these four homes is still due. On page two paragraph two the money paid for legal fees is for the case of Mathis vs City of Ocoee. Comm.Whitehead moved to accept as corrected, seconded by Comm. Crawford. Unanimous. CHRISTMAS PARADE Paul Smallwood came before council on behalf of the Ocoee Lions Club requesting permission to have a Christmas Parade on 10 December and also requesting the services of the Police Department for traffic control. Comm. Whitehead moved to grant said request, seconded by Comm. Stinnett. Unanimous. JIM BEECH I Jim Beech came before council and presented the book "More Than a Memory" to the city on behalf of the Ocoee Junior High Athletic Assoc. VOTING PLACE City Manager stated that precinct 36 voting would be held in the Ocoee City Hall and voting for precinct 36A would be held in the Orange County Services Building. WATER TANK BIDS Three Bids were submitte~ they are as follows: (1) Blodgett Gardens and Nursery = bid on 3,000 gallon tank $360.01, (2) R.V. Henry bid on 3,000 gallon tank $255.00 and Smith Bros. Welding bid on all three tanks $2,500.00 and enclosed check for same. Comm. Crawford moved to accept Smith Bros. bid, seconded by Comm. Stinnett. Unanimous. MEMORIAL TO LILLIAN MAGUIRE City Manager presented rough sketch and wording proposal for monument to be dedicated to Miss Maguire. City Manager stated said proposal met with Harold Maguires approval. Comm. Crawford moved to accept proposal and for City Manager to obtain bids on same not to exceed $500.00, seconded by Comm. Stinnett. Unanimous. I ORDINANCE CODIFICATION City Manager explained that the City Attorney had advised that all charter information should be left in the codification proofs and they should be -2- returned as they are. Comm. Crawford moved to send the proofs back to Municipal Code as they are, seconded by Comm. Stinnett. Unanimous. I ANNEXATION REQUEST Mayor explained that Mrs. Boggin wanted to annex into the city primarily to obtain water service but Mr. Zeiglers' property was between her and the city limits. Comm. Crawford suggested that Mrs. Boggin obtain a letter from Mr. Zeigler stating the city could have an easement across his property for a water line. Comm. Stinnett reminded council that the city had a policy stating that if you were not in the city you could not receive city services. After much discussion the Mayor stated he would inform Mrs Boggin and Mr. Zeigler of the aforementioned policy. FMC REQUEST - MR. Johnson In the absence of Mr. Johnson the City Manager explained that FMC was requesting permission to keep livestock on their property to keep the weed growth down. The zoning of said property is 1-2 and this request is against said zoning. Comm. Stinnett moved to deny said request, based on the opinion of the City Attorney Comm. Crawford seconded the motion. Unanimous. Comm. Lyle suggested that the City Manager explain to Mr. Johnson that he might apply to the Zoning Board for a special exception. BOY SCOUTS I City Manager explained that Al Steibel, Ocoee Boy Scout Master had requested permission to conduct a Scout Show the second week of February. Comm.Whitehead moved to grant said request, seconded by Comm. Stinnett. Unanimous. 10% DISCOUNT ON OCTOBER WATER BILL Mayor proposed that a 10% discount be given on the October water and garbage bill if paid in person in City Hall on November 2, 1976, and that the discounted amount be taken out of the Mayor/Comm. fund. After much discussion Comm. Stinnett moved to enact the Mayors' proposal, seconded by Comm. Whitehead. Comm. Stinnett and Whitehead voted yea, Comm. Lyle and Crawford nay. Mayor voted yea and the motion was carried. PUMP, WELL AND PUMP HOUSE IN FOX FIRE SUBDIVISION City Manager stated that a letter had been written to Mr. Amick requesting he give the city the pump, well and pump house located in Fox Fire and Mr. Amick had agreed. BUILDING INSPECTOR RESIGNATION City Manager explained that the City Building Inspector had resigned and the city owed him approximately sixteen days pay and since he was to old to join the city pension plan he was asking for councils thoughts on giving him something more that the sixteen days due him. Comm Lyle moved to pay the Building Inspector two months termination pay (16 days included), seconded by Comm. Crawford. Unanimous. Comm Lyle moved that a plaque of appreciation be given the Building Inspector, seconded by Comm. Whitehead. Unanimous. I -3- NEW BUILDING INSPECTOR I City Manager introducted Cecil Hurst who is to replace Mr. Beery as the City Building Inspector. Senator Chiles representative will be in City Hall from 9:00 a.m. to 10:00 am on 20 October 76. FY 76 FINANCIAL BRIEFING City Manager gave the FY 76 Financial Briefing. Comm. Crawford stated that Joel Doss a CETA employee was doing a very good job and should be paid more money. After discussion Comm Lyle moved to raise Doss to $7,300 per year and the difference to be paid out of city funds (CETA pays Doss $6,200 per yr) retroactove to 1 October 76, seconded Comm. Whitehead. Unanimous. CEMETERY CARETAKER City Manager stated Mr. Horton is ill and he was recommending that the City continue his pay. Comm. Whithead moved to continue Mr. Hortons pay, seconded by Comm. Stinnett. Unanimous. PRESENTATION BY CHIEF TURNER I Chief Turner came before council with presentation on purchasing a motorcycle for the Police Department. Cost of cycle with accessories included is $3,597.00. Chief stated the department had all equipment needed with the exception of boots for the officiers to ride cycle and free schooling had been offered to the department. After much discussion council suggested that the Chief obtain insurance cost, maintenance cost after the six months warranty and the depreciation rate of the cycle and then come back to council with these facts. ADJOURNMENT Comm. Stinnett moved to adjourn at 9:55 p.m., seconded by Comm. Crawford.
