MINUTES OF CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 7 DECEMBER 76
Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was
opened with prayer from Reverend Titus, followed by the pledge of allegiance
to the flag. Present were Commissioners Lyle, Crawford and Whitehead; City
Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Commissioner
Stinnett was absent.
APPROVAL OF 16 November 76 Commission Meeting Minutes
Minutes of 16 November Commission~ere read. Mayor pointed out that on
page two, paragraph five of said minutes it should state the $250.00 was
a water connection fee and not a water meter charge. Comm. Crawford moved
to accept as corrected, seconded by Comm. Whitehead. Unanimous.
ZONING BOARD MINUTES - 23 NOVEMBER MEETING
The Zoning Board Minutes of the 23 November meeting were into the record
for information only.
RESOLUTION - PUBLIC HEARING - ABANDONING RICHMOND AVE. & GEORGIA ST. IN
CEMETERY
Comm. Whitehead moved that the City Manager read heading only of said
resolution, seconded by Comm. Crawford. Unanimous. City Manager read heading
only of said resolution. No one wished to speak for or against the Resolution
Comm. Crawford moved to adopt, seconded by Comm. Whitehead. Unanimous.
ORDINANCE-2ND READING-PUBLIC HEARING-ADOPTING SOUTHERN-STANDARD FIRE PREVEN-
TION CODE
Comm. Crawford moved that title only of said ordinance be read, seconded by
Comm.Whitehead. Unanimous. City Manager read ordinance by title only. No one
wished to spead for or against said ordinance. Comm. Crawford moved to adopt
said ordinance, seconded by Comm. Whitehead. Unanimous.
PROPOSED ORDINANCES-ESTABLISHMENT OF A FIRE & BUILDING TRADES BOARD, BUILDINr;
ELECTRICAL ,PLUMBING ,MECHANICAL AND SWIMMING POOL
Commissioners read over ordinances briefly and after much discussion the
City Attorney recommended certain changes, council agreed that changes be
made after which the City Manager would take the necessary steps to publish
ordinance and establish a public hearing date.
TELEPROMPTER
Dave Shobe, attorney for Teleprompter came before council requesting again
a rate increase of 75C per month. There was much discussion on drawing up a
new franchise agreement. It was decided that the City Attorney and Telepromp~
ter attorney would get together and draw up an agreement to submit to council.
Comm. Crawford moved to grant requested increase of 75C per month, seconded
by Comm. Lyle. Comm. Crawford and Lyle yea, Comm. Whitehead nay. Motion
carried.

APPOINTMENT TO ZONING BOARD
Comm. Whitehead moved to reappoint Glen Thomas, John Carter and Frank Turner,
and to appoint Ray Lait and Jerry Kennedy to said board, seconded by
Comm.Lyle. Unanimous.
ANTI-RECESSION FUNDS
City Manager stated that the city had received $10,652. in anti-recession
funds and will receive three more payments in the next nine months. City
Manager further stated that he would recommend usage of these funds at a
later date.
LETTER FROM ORANGE COUNTY
Mayor read a letter from Orange County offering the city the opportunity
to participate in the Community Cooperative Agreement. Comm. Crawford moved
that the City Manager reply to the letter accepting the offfer, seconded by
Comm. Lyle. Unanimous.
AUDITOR REPORT FY 75/76
City Manager introduced Al Sampy from the firm of city auditors. City Manager
briefed council on auditor report for FY 75/76.
Comm. Lyle moved tv close the 1945 Interest & Sink~ng Fund and transfer
excess monies to General Fund, seconded by Comm. Whitehead. Unanimous.
Council directed the City Attorney to research status of funds held by the
paying agent for unredeemed coupons after 31 January 77.
Comm. Crawford moved to pay auditors $2,300 from General Fund acct#30l2 and
$1,300 from Water 0 & M fund acct#13l5, seconded by Comm. Whitehead. Unanimo~
PERMISSION TO WAIVE PERMIT FEE
On behalf of the Ocoee Little League Comm Lyle requested that the city
waive the permit fee for the carnival that is now set up in Boogaa-r-tsCl.' f;
Shopping Center. After much discussion Comm Whitehead moved to waive permit
fee as lo~ as the carnival filed proof of insurance and bond with city,
seconded, by Comm. Lyle. Unanimous.
GIRLS SOFTBALL LEAGUE
Mr. Bagwell came before council on behalf of girls softball team stat.ing the
girls needed two practise fields and a place to play their games. After much
discussion council told Mr. Bagwell to find a place on the acreage where the
team is practising and the city would provide clay, council further instruct-
ed Mr. Bagwell to turn in his schedule of games to be played to the City
Recreation Director and they would be scheduled to play on the city field.

Comm. Lyle moved to adjourn at 9:25 p.m. seconded by Comm. Whitehead.
Unanimous. Meeting Adjourned.
