HomeMy WebLinkAbout03-01-1977 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 1 MARCH 1977 I I I Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was opened with prayer from Reverend Payne, followed by the pledge of allegiance to the flag. Present were Commissioners Lyle, Stinnett, Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 15 FEBRUARY 77 COMMISSION MEETING MINUTES Minutes of 15 February Commission meeting were read. Comm. Whitehead moved to accept as read, seconded by Comm. Stinnett. Unanimous. 22 FEBRUARY 77 COMMISSION SPECIAL MEETING MINUTES Minutes of Special Commission meeting held 22 February were read. Comm. Crawford moved to accept as read, seconded by Comm. Whitehead. Unanimous. ZONING BOARD MEETING 22 FEBRUARY 77 MINUTES Zoning Board minutes of 22 February meeting were read into the record for information purposes only. APPOINTMENT TO ZONING BOARD City Manager stated that the Zoning Board had recommended Mark Hall for appointment to said board. Comm. Lyle moved to accept the Zoning Boards recommendation, seconded by Comm. Whitehead. Unanimous. APPOINTMENTS TO FIRE AND BUILDING TRADES BOARD City Manager presented each commissioner with a list of nominees for said board. Comm. Stinnett moved to appoint Bob Klink, John Timbes and Dick Joosten for two year terms; L.M. Zeigler and Thomas Ritten for three year terms; Cliff Freeman and Roberto Guedes for four year terms and Cecil Hurst and James Coschignano as the two non-voting members, seconded by Comm. Crawford. Unanimous. OPTION TO PURCHASE LAKE SHORE GARDENS SEWER PLANT City Attorney stated he had looked over our agreement with Mr. Tyus but had not heard from Mr. Tyus or his attorney. Comm. Crawford stated that Mr. Tyus deal to sell plant ~ fell through. TELEPROMPTER MEETING REPORT City Attorney gave report on informal meeting he and the City Manager attended with Teleprompter representatives and their attorney. LIABILITY AND PHYSICAL DAMAGE INSURANCE City Manager recommends dropping Allstate if they will not stand by their original bid for liability and drop physical damage coverage altogether,and insure liability coverage with Don Mott agency. Comm. Stinnett moved to self insure on physical damage insurance, seconded by Comm. Crawford. Comm. Stinnett, Crawford and Whitehead voted yea, Comm. Lyle voted nay motion carried. I I I -2- Corom. Stinnett moved to give liability coverage to Don Mott agency for $15,938.00 annually, seconded by Corom. Crawford. Unanimous. REQUEST FOR RESOLUTION BY WINTER GARDEN - 201 FACILITY PLAN City Manager stated that each Commissioner had a copy of letter from Winter Garden requesting that Ocoee adopt a resolution in agreement with the 201 Facility Plan. Comm. Crawford moved to file said request on the bottom and forget it, seconded by Comm. Lyle. Unanimous. Corom. Lyle further stated that this request was in direct conflict with resolution that Ocoee has on record. GROUP INSURANCE RENEWAL City Manager explained that the claims experience is needed from Mr. Everd in order to obtain Group Health Insurance bids. Mr. Everd promised to try and have ~d claim experience to City Manager by friday. Discussion tabled until next regular meeting. CITY MANAGER REPORTS City Manager stated that the 4th District Court of Appeals will be held in Commission chambers on 28, 29 and 30th of March with Honorable Judge Cross presiding. There will be a report to the citizens of Ocoee from Dick Fischer, County Commissioner on 2 March at 8:00 p.m. in the City Hall, Commission Chambers. There are a variety of groups meeting at the Youth Center and everything is back to normal. MAYOR/COMMISSION REPORTS Comm. Crawford questioned as to when construction on Fire Station was to begin. Mayor stated additional monies have been added to grant under the Carter administration and suggested we wait and see if the city can obtain money through the grant. Council suggested that City Manager approach Harold Maguire aboutlrpurchasing a 100' strip of land from Bluford to Lakeshore Dr. Mayor stated dedication of monument to Miss Maguire will be held on 21 March (Miss Maguires birthday) City Manager and Mayor attended County Commission public hearing on five year road program and BOWlless Road and 438 to Kissimmee is 3rd on county priorty list for 77/78 year.
