Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was
opened with a prayer from Reverend Payne, followed by the pledge of allegiance
to the flag. Present were Comm. Lyle, Stinnett and Whitehead; City Manager,
Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm. Crawford was
absent.
1 MARCH 77 COMMISSION MEETING MINUTES
Minutes of the 1 March 77 Commission meeting were read. Cornrn. Whitehead moved
to accept minutes as read, seconded by Cornrn. Stinnett. Unanimous.
1ST READING OF ORDINANCE ADOPTING CODE OF ORDINANCE
Cornrn. Whitehead moved that the City Manager read the aforemention ordinance
by title only, seconded by Cornrn. Stinnett. Unanimous. City Manager read title
only of Ordinance adopting Code of Ordinances. Public Hearing and 2nd and
final reading of this ordinance will be held at next regular meeting.
GROUP HEALTH PROPOSALS
Mr. Hall representing Liberty National, Mr. Everd representing Lincoln Nat-
ional and Mr. Block representing Aetna carne before council with'proposals
from the aforementioned Insurance Companies. Subject was tabled with the
understanding that a Special Meeting would be called before the end of the
month on this subject.
MAXEY BAY DRAINAGE EASEMENT
Orange County request a drainage easement for the Maxey Bay area thru the
Industrial Park. Cornrn. Lyle moved to grant said request, seconded by Comm.
Whitehead. Unanimous.
CITY MANAGER REPORTS
Sanitary land fill rates are going up from $2.60 per ton to $5.80 per ton
effective 1 April 77. Cornrn. Stinnett stated the city should check with private
land fill off Pine Hills Road for dumping trash, tires and etc.
Zoning Board will hold a public hearing on 22 March for a change of zoning
request of 3 lots on Franklin Street.
Board of Adjustments will hold a public hearing on 29 March on a variance
request on set back requirements.
A letter was received from County Cornrn. Fischer stating the Board of County
Commissioners had authorized $123,000 for engineering and improvements in
the Lake Lotta sub-basin, from Bluford Ave. southeastward to SR 50.
Lillian Maguire dedication ceremony will be held at 4:00 p.m. on 21 March 77.
Bay Street project is ready to go with the exception of the needed easements.

CITY MANAGER REPORTS CONT:

West-Side Vocational School has invited council to tour the school and to
lunch on 29 March 77.
City Manager stated that some time ago the city made application for a grant
to construct a fire and rescue station and we were rated 79.9 and ranked
299 out of 893. If 2 billion dollars is approved we stand a fair chance of
receiving the grant and if 4 billion dollars is approved we should receive
the necessary funding. City Manager stated he felt it would be wise to wait
at least two weeks to see if the above mentioned monies were approved.
MAYOR-COMMISSION REPORTS
Mayor Breeze proclaimed the week of April 11 - 18 as West Orange Band week.
Comm. Whitehead stated there was some dark spots on the senior league ball
field. Comm. Stinnett the lights needed aiming and the voltage needed to
be increased. City Manager will take care of this matter.
