HomeMy WebLinkAbout04-05-1977 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 5 APRIL 77 I Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was opened with prayer from Reverend Pinson, followed by the pledge of allegiance to the flag. Present were Comm. Lyle, Crawford and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Corom. Stinnett was absent. 15 MARCH 77 COMMISSION MEETING MINUTES Minutes of Commission meeting held 15 March were read. Corom. Lyle moved to accept as read, seconded by Comm. Whitehead. Unanimous. 22 MARCH 77 SPECIAL COMMISSION MEETING MINUTES Minutes of Special Commission meeting held 22 March were read. Comm. Whitehead moved to accept as read, seconded by Comm. Crawford. Unanimous. MINUTES OF ZONING BOARD MEETING HELD 22 MARCH 77 : MINUTES OF ADJUSTMENT BOARD MEETING HELD 29 MARCH 77 Zoning Board minutes of 22 March meeting and Board of Adjustment minutes of 29 March meeting were read into the record for information purposes only. PUBLIC HEARING AND 2ND AND FINAL READING OF ORDINANCE ADOPTING CITY CODE OF ORDINANCES I Comm. Whitehead moved that title only of aforementioned ordinance be read, seconded by Comm. Crawford. Unanimous. City Manager read title only of said ordinance. No one wished to speak for or against the ordinance. Corom. Crawford moved to adopt the ordinance, seconded by Comm. Whitehead. Unanimous. MR. J.P. BRUCE - DEED REQUEST TO CITY OWNED RIGHT-OF-WAY In the absence of Mr. Bruce the City Manager explained that Mr. Bruce wants a deed to the city owned right-of-way adjacent to his property. Comm.Crawford stated that at this time the city is not ready to relinquish title to this right-of-way. SAM WOODSON - REQUEST CITY RIGHT-OF-WAY BE CLOSED Sam Woodson and Reverend Pinson came before council on behalf of the Starke Lake Baptist Church requesting permission to temporarily close the city owned i right-of-way adjacent to the church property with the understanding that the I city could re-open the right-of-way at any time they wished. Comm. Crawford ! moved that a sign be erected prohibiting vehicular traffic on the aforemention-' ed right of way, seconded by Comm. Whitehead. Unanimous. MR. JOHN TORRES - MEXICAN FIESTA REQUEST I Mr. Torres came before council requesting permission to have a Mexican Fiesta parade in Ocoee on 23 April 77 at 3:30 p.m. and also requesting that the Police Department control traffic for the parade. Comm. Crawford moved to grant said requests, seconded by Comm. Whitehead. Unanimous. -2- CITY MANAGER REPORTS AND INFORMATION I City Manager stated he had recently had a request to pave the North 260' of Apricot Street. Comm. Crawford moved to direct the City flanager to obtain bids by the next regular meeting for the aforementioned paving, seconded by Comm. Whitehead. Unanimous. City Manager stated there had been some discussion on changing the switch system for lighting at the tennis court. Subject was tabled until Comm. Stinnetts return. City Manager stated the cost for liability insurance from Don Mott agency was now $13,900.00 instead of $15,900.00 City Manager reported that the steps to the planning room are now completed and rails and landscaping will be forth coming. City Manager stated that Attorney Burke (who is defending the city in the law suit of Dassdorf vs City of Ocoee) feels the city has a good case but if continued could go as high as the appellate court and cost the city approximately $12,000.00. City Attorney stated this case could be settled out of court with the city making a settlement which would be considerably less than the cost of continuing the case. The City Attorney further stated that xx the case of Mathis vs Officer Dodson could also be settled out of court at a lower cost to the city. Council wishes to continue pursuing both cases.
