HomeMy WebLinkAbout04-19-1977 MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 19 APRIL 77 I I I Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 5. APRIL 77 COMMISSION MEETING MINUTES Minutes of 5 April 77 Commission meeting were read. City Attorney stated that on page two, paragraph five of said minutes the $12,000 approximated cost was his figure and not Attorney Burkes. Comm. Whitehead moved to accept minutes as corrected, seconded by Comm. Crawford. Unanimous. TENNIS COURT LIGHTING SYSTEM Comm. Stinnett stated it would cost approximately $1,000.00 to up date the lighting system at the tennis court and provide for automatic lighting of the courts. Comm. Lyle moved to up date the lighting system, seconded by Comm. Whitehead. Unanimous. APRICOT PAVING BID City Manager stated that only one bid had been submitted out of the four comparues contacted: Slemons Paving = $6,200. (fill dirt not included). It was pointed out that several property owners on Apricot had not paid their share for the paving. Comm. Crawford moved that this matter be tabled until the City could determine those property owners that need to be assessed for their share of the paving, seconded by Comm. Lyle. Unanimous. WEST ORANGE FIRE CONTROL DISTRICT - BILL MIMS Bill Mims of the West Orange County Fire Control District presented council with a map outlining the proposed area ~ Orange County wishes the City of Ocoee to consider furnishing the same fire and rescue services given to the City of Ocoee residents. Mr. Mims requested that the City of Ocoee start covering the proposed outlined areas immediately while details of the West Orange Fire District are being worked out. Comm. Lyle moved to begin fire and rescue service immediately to the area Mr. Mims had presented (old 36-A district), seconded by Comm. Crawford. Unanimous. Comm. Stinnett moved to hold a work session of council on Tuesday, 26 April and a Special Meeting on Thursday, 28 April of council and members of fire district, seconded by Comm. Whitehead. Unanimous. RECESS Mayor Breeze called a recess at 9:00 p.m. Meeting was called back to order at 9:05 p.m. CITY MANAGER REPORTS AND INFORMATION City Manager explained the details of Generali vs City of Ocoee case, and stated that this case could be settled out of court for $2,500.00. Comm. Stinnett moved to continue defending case, seconded by Comm. Whitehead. Unanimous. -2- CITY MANAGER REPORTS AND INFORMATION CONTINUED City Manager stated that on the Bay Street Project all easements are in with the exception of two and they are forth coming. I Brentwood Water Improvement Community Development Program has agreed to pay for materials for the installation of water lines from water tank to Brentwood with the City Water forces furnishing the labor. AUTHORITY TO PAY LEGAL FEES - DASSDORF vs CITY OF OCOEE Comm. Lyle moved to pay Norman Burke, Attorney, $1,741.40 for services rendered from general fund account #3010, seconded by Comm. Crawford. Unanimous MAYOR/COMMISSION REPORTS Mayor Breeze stated that the Chamber of Commerce breakfast would be held Thursday morning at 7:15 a.m. and recommended that Commissioners and anyone else that could attend. Mayor proposed that the summer uniform for representatives of the City be open neck shirt, no coat or tie. Comm. Whitehead stated a "No Thru Traffic" sign should be installed on the Ursula Street side of the City ball field. Comm. Stinnett stated a "Curve" sign was needed on Palm Drive at Pine Street. I MID YEAR BUDGET REVIEW City Manager presented the Mid-Year Budget review. City Manager recommends giving all permanent employees a 5% cost of living raise effective 21 April and prior to 1 October 77 all salaries be reviewed on an individual basis and some employees be raised, some remain the same and some be lowered and hence forth all raises be granted on a merit system. The City Manager further recommended that sanitation rates be increased $1.00 per month effective 1 Oct. 77 or establish a curbside service. Comm. Lyle moved that all permanent employees be given a 5% cost of living increase effective 21 April 77, seconded by Comm. Crawford. Unanimous.
