MINUTES OF THE CITY COMMISSION MEETING OF THE CITY CF OCOEE HELD 17 MAY 1977

Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was
opened with prayer from Reverend Weeks, followed by the pledge of the
allegiance to the flag. Present were Comm. Crawford, Lyle, Stinnett and
Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk,
Gann.
3 MAY ~7 COMMISSION MEETING MINUTES
Minutes of 3 May 77 Commission meeting were read. Comm. Stinnett moved to
accept as read, seconded by Comm. Crawford. Unanimous.
6 MAY 77 SPECIAL COMMISSION MEETING MINUTES
Minutes of Special Commission Meeting held'6 May 77 were read. Comm. Crawford
moved to accept as read, seconded by Comm. Whitehead. Unanimous.
REQUEST TO OPERATE TAXI-CAB IN CITY OF OCOEE - JAMES MOORE

Mr. Moore came before council requesting permission to operate a taxi-cab
service in the City of Ocoee. City Manager reminded council that Mr. Arnold
has a franchise agreement with the city for taxi-cab service, however
Mr. Arnold has sold his business to Mr. Moore and moved out of state. City
Attorney stated the city needed a letter from Mr. Arnold relenquishing the
franchise. City Manager is to draw up a letter for Mr. Arnolds signature and
mail it to him. Comm. Whitehead moved to grant Mr. Moore permission to
operate taxi service in the City of Ocoee for thirty days, seconded by Comm.
Crawford. Unanimous.
ANTI-RECESSION FUNDS
Comm. Crawford moved to obligate Anti-Recession Funds of $21,552.00 towards
the purchase of a new Sanitation Packer,soconded by Comm. Stinnett. Unanimous.
FIRE DISTRICT - BILL MIMS
Mr. Mims came before council and offered to pay city approximately $21,000.00
for fire protection service rendered outside~of~clty. liWits -fpr 1977 and
$28,000.00 for fire protection service rendered outsVfcle of ~':i:ry"~limi ~s for
1978. Comm. Stinnett proposed contracting with the district for $35,000.00
for 1978 and a pro-rata cost of that amount for nine months of 1977. On behalf
of the Fire Commissioners, Mr. Badger agreed to accept Comm. Stinnetts'
proposal. Comm. Lyle moved to enter into an agreement with the Fire District
for a pro rata cost for nine months of 1977 of $35,00~ ($26,500) and for
$35,000.00 for 1978, seconded by Comm. Crawford. Unanimous.
CITY MANAGER/MAYOR/COMMISSION REPORTS

Comm. Whitehead moved to take a one page advertisenlent in the Winter Garden
Times Special Edition for $175.00, seconded by Comm. Lyle. Unanimous.
Mayor Breeze stated that Bob Barber, Administrator of West Orange Memorial
Hospital was resigning at the end of this fiscal year and he (the Mayor)
proposed that the City pass a resolution in support of Mr. Barbers' ~~~~
efforts. Comm. Stinnett moved to pass resolution as proposed by the Mayor,
seconded by Comm. Crawford. Unanimous.

Based on memorandum received from T.M. Hastings, Orange County Public
Works Director, council directed the City Manager to reopen the issue as
to whether or not Bowness Road was partially in the county. Council
further instructed the City Manager to write a letter to the County and inform
them that Adair Street is not in the City Limits of Ocoee. Council agreed
to delay their annexation request of Center Street.
Comm. Stinnett moved to enter into a corporateRease agreement with the
Forestry Service to obtain a woods truck for the Fire Department, seconded
by Comm. Whitehead. Unanimous.
