MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD JUNE 7, 1977
I
Mayor Breeze called the meeting to order at 7:30 p.m. and the meeting was
opened with prayer from Reverend Titus, followed by the pledge of allegiance
to the flag. Present were Comm. Crawford, Stinnett and Whitehead; City Manager,
Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm.Lyle was absent.
17 MAY 77 COMMISSION MEETING MINUTES
Minutes of the 17 May Commission Meeting were read. Mayor pointed out that
on page one, paragraph four of said minutes the following should be deleted,
"Mr. Arnold has sold his business to Mr. Moore." The Mayor further stated
that on page one, paragraph six of said minutes "outside of city limits,"
should be replaced with "West Orange Fire Control District." Comm. Stinnett
moved to accept minutes as corrected, seconded by Comm. Whitehead. Unanimous.
24 MAY 77 ZONING BOARD MEETING MINUTES
Minutes of the Zoning Board meeting held 24 May 77 were read into the record
for information purposes only.
FIRE CONTRACT - WEST ORANGE FIRE CONTROL DISTRICT/CITY OF OCOEE
Written agreement of fire contract with West Orange Fire Control District
was presented to council. Comm. Crawford moved to accept contract as written,
seconded by Comm. Whitehead. Unanimous.
PREP FOOTBALL - MR. TERRY

Mr. Terry carne before council on behalf of Ocoee Jr-Sr football league
requesting a donation (this league replaces the Pop Warner League). Comm.
Crawford moved to donate $400.00, seconded by Comm. Whitehead. Unanimous.
ANNEXATION REQUEST - MR.&MRS. RONNIE SCOFIELD - 300 1st STREET
City Manager explained that Mr. & Mrs. Scofield had made a written request
for annexation to the city. Comm. Whitehead moved to accept annexation
request and to instruct the City Manager to proceed with the necessary
advertisment and to establish a public hearing date, seconded by Comm.Crawford.
Unanimous. City Manager recommended providing water service to the Scofields
immediately. Comm. Crawford moved to follow the City Managers' recommendation,
seconded by Comm. Whitehead. Unanimous.
ANNEXATION REQUEST - KERR MARINE SERVICE - HWY 50 EAST OF ABC LOUNGE
City Manager explained that Kerr Marine Service had made a written request
for annexation. Comm. Stinnett moved to accept request and to instruct
City Manager to proceed with necessary advertisment and to establish a
public hearing date, seconded by Comm. Crawford. Unanimous.
:: SALE OF OLD CITY HALL BUILDING

Howard Vandlandingham carne before council offering to enter into a sales/
lease agreement on the old City Hall building on a two year basis for
$150. per month with option to purchase at end of two year lease and that
the rental cost be applied to purchase price. At the end of two years
Mr. Vanlandingham agrees to pay the city $10,000.00. Comm. Crawford moved to
accept the offer and instruct City Attorney to prepare necessary papers,
secc0nded by Comm. Stinnett. Unanimous.

WINDERMERE FIRE CONTRACT
I
City Manager stated that the Mayor of Windermere had contacted him requesting
a cost for fire protection for the coming fiscal year. Comm. Stinnett
recommended that council instruct City Manager to meet with the Windermere
Officials and propose $25,000. for said service (Comm. Stinnett used an
average of approximately $100 per house to arrive at the $25,000 figure).
Comm. Crawford moved to accept Comm. Stinnettsrecommendation, seconded by
Comm. Whitehead. Unanimous.
AMENDMENT TO "OV 6 5 PROGRAM"
City Manager recommended amending "OV 65 Program" to prohibit payment of
retroactive taxes. Comm. Whitehead moved to accept the City Managers
recommendation, seconded by Comm. Crawford. Unanimous.
GIRLS SOFTBALL TEAM - MR. BAGWELL
Mr. Bagwell came before council on behalf of Ocoee girls softball team
and presented trophy won last season. Mr. Bagwell requested a $200. donation
on behalf of the girls team. Comm. Whitehead moved to donate $lOO.,seconded
by Comm. Stinnett. Unanimous.
REPORTS AND INFORMATION

Comm. Crawford moved to pay $17,882.89 for Maguire land purchase from
General Fund acct#3084A, seconded by Comm. Whitehead. Unanimous.
Comm. Stinnett moved to pay $1,316.20 to Municipal Code from General Fund
Encumbered Account, seconded by Comm. Crawford. Unanimous. City Manager
stated that the ordinance codification has been received and recommended that
the Mayor, Commissioners and City Attorney receive copies.
Comm. Crawford moved to pay $3,777.90 for L.E.A.A. recording equipment from
Police Dept. acct#4049, seconded Comm. Stinnett. Unanimous.
Comm. Stinnett moved to pay Colonial Chrysler $4,967.30 Police Dept. acct#
4048, seconded Comm. Crawford. Unanimous.
Comm. Crawford moved to pay Norman Burke for legal fee $690. from General
Govt. acct#3040, seconded Comm. Stinnett. Unanimous.
MAYOR/COMM. REPORTS
City Manager stated that $6,200. was the last bid the City had received for
paving Apricot Street and that he was holding off to see if Amick would pave
it at a lower cost.

Comm. Crawford instructed City Manager to contact Harold Maguire to see if
the city could purchase the remainder of Miss Maguires property and if so
at what price.
Mayor stated that he would like the tile that says "Ocoee City Hall" removed
from the old City Hall building and placed on the east end of the new City
Hall building if it could be removed without damaging the tile or the
building. City Manager is to check into this matter.
