HomeMy WebLinkAbout09-20-1977 I I I MINUTES OF CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 20 SEPTEMBER 77 Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was opened with prayer from Reverend Crews, followed by the Pledge of Allegiance to the Flag. Present were Comm. Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm. Lyle was absent. 6 SEPTEMBER 77 COMMISSION MEETING MINUTES Minutes of the 6 September Commission Meeting were accepted as written with the following corrections: page one, paragraph six, Mr. Nix represented the buyer and not the owner, ~age two, paragraph one should read, "Comm. Crawford moved to accept the ~2,300 and to delete the requirement that the City set rates and to delete the requirement that Teleprompter maintain records and have an office in the City of Ocoee, provided records are reasonably available in this general area, seconded Comm. Whitehead.Unanimous~ 13 SEPTEMBER 77 ZONING BOARD MEETING MINUTES Minutes of 13 September Zoning Board Meeting were read into the record for information only. PUBLIC HEARING-2ND & FINAL READING-ORDINANCE ZONING CHANGE (Rl TO Cl) CURRY PROPERTY ON FRANKLIN STREET. Comm. Whitehead moved that City Manager read title only of said Ordinance, seconded Comm. Stinnett. Unanimous. City Manager read title only of said Ordinance. No one wished to speak for or against said Ordinance. Comm. Crawford moved to adopt the Ordinance, seconded Comm. Stinnett. Unanimous. Ordinance adopted. RESOLUTION - APRICOT STREET Council instructed City Manaeer to read Resolution by title only. City Manager read title only of said Resolution. Comm. Crawford moved to adopt the Resolution, seconded Comm. Stinnett. Unanimous. Special Meeting and Public Hearing will be held on 8 November 77 at 7:30 P.M. ORDINANCE - 1ST READING - TELEPROMPTER Comm. Crawford moved that title only of said Ordinance be read, seconded Comm. Whitehead. Unanimous. City Manager read title only of said Ordinance. Public Hearing and 2ND and Final Reading will be held on 4 October 77. LAKE BUTLER FIRE CONTRACT Mrs. McCullough and Mrs. LeyPoldt came before council requesting fire cover- age from City of Ocoee without the Wausean Bay area and requesting a two year contract. City Manager stated representatives from the Fire Department had checked the area and stated that coverage could be given with no problem to the Lake Butler area without including the twenty-three homes on Wausean Bay. Comm. Crawford moved to give coverage for one year for $100 per structure seconded Comm. Whitehead. Unanimous. Council agreed that in the future persons covered with fire contract in Lake Butler area would be given ninety days notice as to cost of contract and if city would re-new their contract or not. I I I (2) GROUP HEALTH COVERAGE - DOUG EVERD Mr. Everd was not present. Comm. Crawford moved to table, seconded Comm. Whitehead. Unanimous. DE-ANNEXATION OF ROAD RIGHTS-OF WAY Comm. Crawford moved that City Attorney have necessary papers at next council meeting to de-annex certain road rights-of way, seconded Comm. Whitehead. Unanimous. MAYOR/COMMISSION/CITY MANAGER REPORTS AND INFORMATION Comm. Stinnett moved to pay J.L. Slemmons $1,200 for final payment on paving Apricot Street from Street Dept. acct#7049, seconded Comm. Whitehead. Unanimous. Comm. Whitehead moved to delay payment of $15,000 to Orange County for Bay Street project until property flooding on Taylor Street is corrected, seconded Comm. Crawford. Unanimous. Comm. Crawford moved to pay E.C. Vickers $1,200 from Recreation acct#903l for Labor Day fireworks, seconded Comm. Stinnett. Unanimous. Comm. Whitehead moved to pay John Rhodes $943.75 from General Government acct#30l0 for extra legal fees, seconded Comm. Crawford. Unanimous. Registration Books for City Election will close 26 September 77. Last Qualifying date for City Election will be 10 October 77. Comm. Crawford moved to write off $469.61 from General Fund and $158.82 from Water System Fund (adjustments to pension-disability plan), seconded Comm. Whitehead. Unanimous. City Manager explained that Mayor, Council, Recreation Director and himself had been invited to attend a Womman's Club question-answer session regarding the City's recreation program. The City Attorney stated if a quorum of elected officials attended this meeting they could be in violation of the Sunshine Law. Council has no objections to the City Manager attending this meeting. City Manager stated each Commissioner had copy of letter from Jerry Kennedy stating the Bank of West grange would pay for a 1" line to be connected to the new branch site on Maguire Road and at such time any additional construction is done contiguous to bank's site they (Bank of West Orange) will pay for a 10" line to said site. Comm. Crawford moved to accept the Zoning Boards recommendation to change zoning of Baker-Howard property on Taylor St. from Rl to Cl, seconded Comm. Stinnett. Unanimous. Comm. Stinnett moved that the City Building Inspector check the following locations to make sure they conform with city regulations before any other business opens in them; building at Lee Street and Hwy 437, building at 650 S. Bluford Ave. and the Ocoee Restaurant building on McKey Street, seconded Comm. Crawford. Unanimous.
