MINUTES OF CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 15 NOVEMBER 1977
I
Mayor Breeze called the meeting to order at 7:30 P.M., and the meeting
was opened with the Pledge of Allegiance to the Flag. Present were Comm.
Crawford, Stinnett and Whitehead; City Manager, Vignetti; City Attorney,
Rhodes; and City Clerk, Gann. Comm. Lyle was absent.

Comm. Crawford moved to accept the minutes as presented, seconded Comm.
Whitehead. Unanimous.
2ND & FINAL READING-PUBLIC HEARING-ORDINANCE ABANDONING A PORTION OF
CUMBERLAND AVENUE
Comm.Crawford moved that title only of aforementioned Ordinance be read,
seconded Comm. Whitehead. Unanimous. City Manager read title only of said
Ordinance. No one wished to speak for or against said Ordinance. Comm.
Crawford moved to accept Ordinance as presented, seconded Comm. Whitehead.
Unanimous. Ordinance enacted.
PROPOSAL TO RE-WRITE ZONING ORDINANCE - MR. JACK GLATTEN

In the absence of Mr. Glatten, the Mayor explained that Mr. Glatten had
submitted a proposal to re-write the existing Zoning Ordinance in a maximum
time of nine months for a maximum amount of $3,000.00. Comm. Crawford moved
to obtain the services of Mr. Glatten to re-write the zoning ordinance,
seconded Comm. Whitehead. Unanimous.
REQUEST FOR AUTHORIZATION TO SELL BEER - MR. TORRES
Mr. Torres came before council requesting permission to sell beer at his
establishment, located at 450 Palm Drive. Comm. Crawford moved to grant
said request based on approval of the Beverage Commission, seconded Comm.
Stinnett. Unanimous.
SENIOR LEAGUE - HORACE PETERSON
Mr. Peterson came. before council on behalf of the Senior League Division
stating that the Senior League Field is in need of a concession building
with rest rooms, and if the City would furnish the materials for said
building they would furnish the labor. Comm. Crawford recommended that
Comm. Whitehead and Stinnett meet with the Senior League Committee and
determine what materials are needed to construct said building and report
their findings at the next council meeting. Comm. Whitehead and Stinnett
agreed to do this.
INSURANCE DISCUSSION-WORKMANS COMP.-LIABILITY-MULTT PERIL

City Manager explained that if council wished to go out for bids on the
aforementioned insurance now was the time, however the City Manager
recommended that the City keep the insurance with the companies they are
presently insured with. Comm. Stinnett moved to accept the City Managers
recommendation, seconded Comm. Crawford. Unanimous.

REQUEST FOR STREET LIGHTS IN SLEEPY HARBOUR AREA
Comm. Crawford explained that some residents of Sleepy Harbour had contacted
the City Manager and himself about street lighting problems and he and the
City Manager had checked the area and found that the builder had shorted
the area by eight street lights. Comm. Crawford moved that the City Manager
have the street lights installed in the correct places, seconded Comm.Stinnett,
Unanimous. Comm. Crawford moved that the City Manager contact Mr. Ross,
building contractor and request that he come before council on the street
light problem in Sleepy Harbour, and that no permits be issued for said area
until said situation is taken care of, seconded Comm.Stinnett.Unanimous.
GRANT PROPOSAL-RECREATION
Mayor stated that the City Manager and himself had met with Mr. Carl Monteski
of Briley,Wild and Associates and they are supposedly great at obtaining
grants and to demonstrate their ability they are willing to help the City of
Ocoee obtain a grant at no cost whatsoever. Comm. Crawford moved that said
firm be given permission to begin immediately, seconded Comm. Stinnett.Unani-
mous.
BID-OPENING-WATER MAINS BRENTWOOD WATER IMPROVEMEMT PROJECT
The three sealed bids submitted were as follows:

Comm. Stinnett moved to direct the City Manager to accept B&H Sales bid as
written and if it is in error go to the next lowest bid, seconded Comm.
Crawford. Unanimous.
AUDITOR REPORT FY 76/77
Al Sampey, C.P.A. came before council to answer any questions on the Audit
Report for Fiscal Year 76-77. Mayor and Council commended City Manager for
a job well done.
MAYOR/COMMISSION/CITY MANAGER REPORTS AND INFORMATION
City Manager reported the following:
Board of Equalization will meet on 1 December 77.
Congressman Kelly will hold a Town Meeting in City Hall on 8 December 77 at
9:30 A.M.
The "Ocoee City Hall" sign has been put up.
Need authorization to pay Auditor $2,500. from General Fund acct#30l2 and
$1,500. from Water O&M Account #1315. Comm. Whitehead moved to grant
said authorization, seconded Comm. Crawford. Unanimous.
Need authorization to pay for plaque for Sam Oliver, $300. from General Fund
Account #3036. Comm. Whitehead moved to grant said authorization, seconded
Comm. Crawford. Unanimous.
Sanitation Department will pick up on Thanksgiving Day and the day after
Thanksgiving, the shop will also be open on those days.
Comm. Crawford moved that the city work with Florida Power in putting up
the Christmas decorations and that the decorations be lit, seconded Comm.
Whitehead. Unanimous.

MAYOR/COMM/CITY MANAGER REPORTS & INFO. CONT:

Comm. Crawford stated that several businessmen were interested in purchasing
property in the Industrial Park but they would not buy there because there
is no railroad going into the Park. The Industrial Park was originally
platted with two railroads. Comm. Crawford directed the City Attorney to
research the aforementioned and report his findings to council at next
regular meeting.
Comm. Crawford moved that the City Attorney draw up an Ordinance allowing
each household to hold only three carport sales per year, seconded Comm.
Whitehead. Unanimous.
The City Attorney requested that his fee for extra work be raised from $25.00
per hour to $35.00 per hour. Comm. Stinnett moved to grant said request,
seconded Comm. Whitehead. Unanimous.
