Mayor Breeze called the meeting to order at 7:30 P. M. and the meeting
was opened with prayer from Mr. Bill Payne, followed by the Pledge of
Allegiance to the Flag. Present were Corom. Crawford, Lyle and Whitehead;
City Manager, Vignetti; City Attorney, Rhodes: and City Clerk, Gann.
Corom. Stinnett was absent.

Corom. Crawford moved to accept the aforementioned minutes as presented,
seconded Corom. Whitehead. Unanimous.
22 NOVEMBER 77 ZONING BOARD MEETING MINUTES
Zoning Board Meeting Minutes of 22 November 77 were read into the record
for information only.
STREET LIGHTING - SLEEPY HARBOR - HERB ROSS
City Manager explained that eight street lights had been left out of the
Sleepy Harbor development and that the cost to obtain them would be approx-
imately $2,000.00. Mr. Ross explained that he was the builder and Kent
Tyus was the developer. Mr. Ross offered to pay $1,000 for the cost of
said street lights at $50.00 per lot on his undeveloped lots at the time
he purchased building permits for said lots until his share ~as paid. Corom.
Crawford moved to accept Mr. Ross's offer, seconded Corom. Whitehead.
Unanimous.
GARAGE SALE ORDINANCE
Council studied the presented ordinance and directed the City Attorney to
refine and partially re-write the ordinance for next council meeting.
ZONING CHANGE REQUEST - R1A TO R-3 ON SOUTH SPRINGDALE REPLAT AND R1A TO
R-l ON LOTS 1-95 OF SOUTH SPRINGDALE REPLAT

:Mr. Rich of Gleneagles, Inc. came before council requesting aforementioned
zoning change and explained that on the portion to be re-zoned R-3 an
Apartment Complex was to be constructed. Council stated they were
against the constructing of apartments in said area but a zoning change
of the entire property from R1A to R-l would be acceptable. Mr. Rich
agreed to said zoning change. Corom. Lyle moved to change the zoning of
the entire project from R1A to R-l, seconded Corom. Crawford. Unanimous.
BID OPENING - POLICE VEHICLES
Bids were as follows:
Luke Potter Dodge: Aspen, cost for one $4,868.83, for two $9}737.66.
Harvey Pitts Ford: Ford LTD cost = $5,155.33 each.
Colonial Chrylser Plymouth:Valore = $4,909.43 each.
A. P. Clark Motors: Valore - $4,847.88 each.
Century Chevrolet: Nova - $5,210.04 each.

Corom. Crawford moved to accept the low bidder, A. P. Clark Motors, seconded
Corom. Whitehead. Unanimous.
AUTHORIZATION TO PURCHASE CITY MAPS - CHAMBER OF COMMERCE
City Manager requested permission to purchase city maps from Chamber of
Commerce at .20 cents each and sell them for .50 cents each and also to
purchase an ad from the Chamber of .Commerce for $140.00. Comm. Crawford
moved to grant said requests, seconded Comm. Lyle. Unanimous.
REVIEW OF PETITION 77-7
City Manager explained that Petition 77-7 was a request for a Use Permitted
on Review to construct a church near an establishment that sells alcoholic
beverages. The Zoning Board has neq~ested that the City Attorney render an
opinion as to the legality of constructing said church in this area. The
City Attorney stated that neither the City or the Beverage Commision had
a law that would prevent a church from being constructed near or next door
to a b?r~: or an establishment that sells alcoholic beverages. Mayor ex-
plained to Reverend Carlton (the person that filed the petition) that the
City Attorney had rendered the req~stedopinion and he (Rev. Carlton) would
have to return to the Zoning Board for a final decision on said petition.
CITY MANAGER/MAYOR/COMMISSION REPORTS AND INFORMATION
City Manager explained that on Dec. 15, 1977 a public hearing was being
held in Orange County on the re-zoning of a parcel of land in the county
abutting city property and in his opinion the zoning requested would
downgrade the adjoining city property. Comm. Lyle moved that City Manager
attend said hearing and protest said re-zoning, seconded Comm. Crawford.
Unanimous. Prudential has agreed that the premium the city pays for
health insurance will be based on the bidded price.
Congressman Kelly will hold a meeting in City Hall on Thursday, 8 December
77.
Apricot Street driveway project has been completed.
All materials for the Brentwood Water Improvement Project have been re-
ceived with the exception of the 16" cast iron pipe.
Council agreed to a work session next Tuesday night with Mr. Gladdin, who
is re-writing the City Zoning Ordinance.
Council agreed to give the city employees the Friday before Christmas and
the Monday after Christmas off and also the Friday before New Year's and
the Monday after New Year's.
Comm. Crawford instructed the City Manager to have the old fire station

COIDrn. Lyle moved to hold the employees party on December 30th, seconded
Gomm. Whitehead. Unanimous.
CONCESSION BUILDING - HORACE PETERSON
Mr. Peterson presented rough draft of proposed concession building to be
constructed at the Senior League field. Comm. Lyle moved to begin con-
struction seconded Comm. Whitehead. Unanimous.

RECREATION - PEGGY JARRARD
Mrs. Jarrard presented a proposed questionaireon recreation to be mailed
to the citizens of Ocoee and stated that the Mayor and Commissioners could
change said questionaire and get back with her as soon as possible.
