HomeMy WebLinkAbout01-03-1978 I I I MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 3 JANUARY 78 Mayor Breeze called the meeting to order at 7:30 P.M. and the meeting was opened with prayer by Reverend Titus, followed by the Pledge of Allegiance to the Flag. Present were Comm. Crawford, Lyle, Whitehead and Stinnett; City Manager, Vignetti, City Attorney, Rhodes; and City Clerk, Gann. 20 DECEMBER 77 COMMISSION MEETING MINUTES Comm. Whitehead moved to accept minutes as presented, seconded Comm.Crawford. Unanimous. 27 DECEMBER 77 ZONING BOARD MEETING MINUTES Zoning Board Meeting Minutes of 27 December 77 were read into the record for information only. ORDINANCE-2ND & FINAL READING-PUBLIC HEARING-ZONING CHANGE R1A TO Rl- SOUTH SPRINGDALE Comm. Whitehead moved to read ordinance by title only, seconded Comm. Crawford. Unanimous. City Manager read title only of the ordinance. No one wished to speak for or against adoption of ordinance. Comm. Crawford moved to approve ordinance as presented, seconded Comm. Whitehead. Unanimous. Ordinance adopted. APPEAL OF PETITION 77-7-USE PERMITTED ON REVIEW-(ARPEAL FILED BY WEST ORANGE INDUSTRIES) Comm. Lyle moved to over-rule the decisio~ of the Planning and Zoning Board and to deny the Use Permitted on Review, Petition #77-7, seconded Comm. Crawford. Unanimous. PRELIMINARY PLAT APPROVAL - SOUTH SPRINGDALE Comm. Whitehead moved to approve the preliminary plat, seconded Comm. Stinnett. Unanimous. It was the feeling of council that the contractor should not be asked to pave Peters Avenue as it is a county street. MEETING RECESSED AT 8:50 P.M. - BROUGHT BACK TO ORDER AT 9:00 P.M. Comm. Crawford moved to offer Mr. Fuqua $2,000. for Tract B of Fox Fire Sub-division, seconded Comm. Whitehead. Unanimous. Mr. Fuqua accepted the offer. TRASH RECEPTACLE PROPOSAL City Manager explained that Cooperative Advertising Co., had offered to place trash receptacles through-out the city at places designated by the city for a two year period at no cost. Comm. Lyle moved to accept the offer, seconded Comm. Whitehead. Unanimous. ONE THOUSAND GALLON FUEL TANK PROPOSAL City Manager stated that Mr. Bowness had offered to furnish the 1,000 gallon fuel tank and pump if the city would sink it. Comm. Whitehead moved to accept the offer, seconded Comm. Crawford. Unanimous. I I I CITY MANAGER REPORTS AND INFORMATION All pipe and equipment needed to begin the Brentwood Water Improvement Project is in. Florida Power has promised the Sleepy Harbour lighting project will be completed next week. City has been offered three lots on Lakeview/Bluford for $12,000.00. Council not interested. Workmans Compensation Insurance will cost the City approximately $33,000. this year. Ken Enlow, of Don Mott agency has agreed to research the problem and make a report at the next council meeting. BULLET-PROOF VEST - CHIEF TURNER Chief Turner requested permission to purchase bullet proof vest for each office~~ at a cost of approximately $130. each(this is an unbudgeted expense) Comm. Lyle moved to grant request and that the following be included in the Personnel Regulations: "Each officer' must wear the vest while on duty. If caught on duty without the vest the cost of the vest will be deducted from that officers pay", seconded Comm. Stinnett. Unanimous. MAYOR/COMMISSION REPORTS AND INFORMATION City Manager was requested to coordinate an appreciation dinner with Mervin Lee for Florida Power employees that put up and took down the Christmas street decorations in the city on their own time. Comm. Crawford directed the City Manager to write a letter to the owner of ABC Liquor Store in the city and request that he contact the Rail Road about the possibility of using a portion of their property for an entrance and exit to Bluford Avenue from the rear of the ABC building. Mayor stated that on 19 January 78 a work session of the County Commission would be held at the Orange County Annex building on Story Road in Ocoee. Comm. Stinnett moved to take the necessary steps to repeal Article I, Section 3-2, Chapter 3, seconded Comm. Crawford. Unanimous. Comm. Crawford moved that the city request annexation from the county of road-right-of-way of Silver Star Road from Orange Avenue to Ocoee Hills Road. seconded Comm. Lyle. Unanimous.
